Signicat Joins EU Digital Identity Wallet Consortium WE BUILD to Drive the EU Digital Identity Wallet Initiative
Signicat, the leading pan-European provider of digital identity solutions, is proud to announce its participation in the WE BUILD (Wallet Ecosystem for Business & Payment Use cases, Identification, Legal person representation, and Data sharing) consortium. The European Commission has selected this initiative for the second round of large-scale pilots to deploy the EU Digital Identity Wallet.
The WE BUILD consortium, comprising nearly 200 public and private sector partners—including 13 European business registers—aims to enhance digital identity and data sharing for businesses and payments across Europe. Recognised by the European Commission for its strong implementation strategy and potential impact, this initiative is set to revolutionise the way businesses interact within the EU’s digital economy. By leveraging the EU Digital Identity Wallet, the project will also facilitate seamless interactions between companies and public administrations, making cross-border business transactions more efficient and secure.
This initiative aligns with the European Commission’s vision for digital business transformation, as outlined by Ursula von der Leyen in the EU Competitiveness Compass 2025, on January 29, 2025: “Building on the EU eIDAS framework, the European business wallet will be the cornerstone of doing business simply and digitally in the EU, providing a seamless environment for companies to interact with all public administrations.”
Signicat’s Role in WE BUILD
As a key contributor to the WE BUILD consortium, Signicat brings extensive experience in digital identity solutions and large-scale pilots such as EWC and NOBID.
Signicat’s role focuses on integrating the EUDI Wallet to:
- allow customers to access personal and organisational wallets,
- issue verifiable credentials into a wallet, such as information on organisation representation and mandates, and
- enable signing on behalf of an organisation with a wallet.
By facilitating the verification of business credentials and issuing attestations to any wallet within Europe, Signicat enhances trust and efficiency in digital B2B transactions. This contribution is instrumental in enabling secure, seamless, and compliant interactions between businesses, financial institutions, and regulatory bodies.

The Role of WE BUILD and Key Objectives
The WE BUILD consortium is dedicated to deploying 13 high-impact use cases to develop production-ready solutions for the EU Digital Identity Wallet. These include streamlining B2B, B2G, and B2C interactions and improving essential processes such as ‘Know Your Customer/Business/Supplier/Employee’ (KYx). Through these initiatives, WE BUILD aims to strengthen Europe’s digital economy and provide tangible benefits for businesses and consumers alike.
Additionally, the consortium will leverage insights from previous pilot programmes to refine legal representation, signatory rights, and Ultimate Beneficial Owner (UBO) attestations. These advancements will enhance cross-border transactions, reduce costs, and automate critical business processes, positioning Europe at the forefront of global digital identity innovation.
Background and Key Figures
WE BUILD consists of nearly 200 participants, including 99 beneficiaries and 74 associated partners, covering 27 countries. The consortium includes 20 wallet providers, 13 business register providers, 20 relying parties, 30 Qualified Trust Service Providers (QTSPs), 25 Public Identity (PID) providers, and 25 public agencies. With a total budget of approximately €25 million, WE BUILD is well-positioned to deliver impactful results.
Led by the Ministry of Economic Affairs (Netherlands), KVK (Netherlands), and Bolagsverket (Sweden), the WE BUILD initiative is set to commence in September 2025 and will run for 24 months. The finalisation of the grant agreement is expected by April 2025, and by December 2026, EU Member States must provide EUDI Wallets and PID under the eIDAS regulation. By December 2027, regulated industries will be required to accept EUDI Wallets for Strong Customer Authentication (SCA).
