Coleman Bluekatts Play-off hopes are still alive

Coleman Bluekatts Play-off hopes are still alive. Great defense has been the key this second round of district. We have been able to keep teams in check and ourselves within striking range throughout games. I have never been so proud of a group of young ladies than I was Friday night in Bangs.

At the end of the 1st we trailed by 10pts and I imagine many thought it was over but after the 1st we won the points total the rest of the game. We were able to steadily chip away at the lead. We went in a half down 9 we knew what we had to do. The girls were confident and prepared to go take the win. We were able to tie the game up mid way through the 3rd quarter at 20 – 20 and then Bangs made a 6 point run. From that point on I felt we took over and it was our game. It was like a great boxing match. They delivered a punch we would counter with a combination of jabs, but ultimately we were able to deliver the knockout blow.

With a minute to go we tied the game and with 50 seconds left we took our first lead of the night and held them off to take home a huge district win for us. Just like last week we only need three more. Come watch us Tuesday night as we take on the Brady Bulldogs at 6:30pm we need your support.

Letter to the Editor: Thank you to City of Coleman

Yesterday the news and radio stations were reporting 70 to 80 mile an hour straight wind gusts. Maintaining most of the damage was suffered by Halls Meat Processing and Crossplains.

Filtration Equipment & Supply located in Coleman on Airport road sustained damage to the northern and southern end of the building. Three of the bay doors were ripped off and damaged due to the sudden extreme high winds that knocked out all communication and electricity to the building. The south docking bay lost the roof and southern wall. Parts of the roofing collapsed in the south building and sections were ripped from the top.

All employees were in the factory at the time of the high winds with no prior warning. No injuries were reported.

The building located north of the Filtration Equipment & Supply plant sustained heavy damage to the southern end of the building. The hangers located behind Filtration Equipment & Supply were damaged during the chaos.

Normal work hours resumed today with no power until 9:30 am. Thanks to the City of Coleman for their quick response.

Final Stock Show Sale Results

The final numbers are in for the 2010 Coleman County Livestock Show Sale. The sale raised $97,775.00 for the exhibitors. This would not have been possible without the overwhelming support from the citizens of Coleman County. Thank you to everyone who contributed to the success of the 2010 Coleman County Stock Show and Sale. A special Thanks to all the buyers in involved.

Exhibitors need to see their FFA teacher/4-H extension agent so that you can get a list of the buyers names for your animal for you to send Thank you letters.

Buyers please note that invoices and paid receipts will be in the mail on Monday February 1, 2010. They were delayed a few days due to holding the books open on the sale thru last Friday for additional add-on money. PUBLIC SERVICE ANNOUNCEMENT FROM THE CITY OF COLEMAN

The City of Coleman is opening the Convenience Center located on North Highway 84 today Friday 1-29-10 and Saturday 1-30-10 for bringing storm debris. There will be no gate charge or disposal charge for storm debris. Regular items you choose to take to the convenience center, other than storm debris, will be charged as usual. Hours of operation will be 9:00 a.m. to Noon and 1:00 p.m. to 4:00 p.m.

Allied Waste is also placing two 30 yard containers for storm debris only at 301 N. Colorado Street, across from the Public Works office at 304 N. Colorado Street for the public use. These containers should be in place by this afternoon.

City Crews are assisting with the clean up of debris at this time. If you have electrical problems and your meter loop has been pulled away from your house, you will need to call an electrician to repair meter loops before the City will be able to reinstate your electricity. Please call the City of Coleman Public Works 625-2621 with any questions. After 5:00 p.m. or on the weekend you may call the Police Department, 625-4114.

SURE SIGNUP FOR CROP PRODUCTION LOSS
Signup for the 2008 Supplemental Revenue Assistance Payments program (SURE) began on January 4, 2010. SURE 2008 is for those who suffered crop production losses during crop year 2008.

SURE provides crop disaster assistance payments to eligible producers on farms that have incurred crop production or crop quality losses. The program takes into consideration crop losses on all crops grown by a producer nationwide. SURE provides assistance in an amount equal to 60 percent of the difference between the SURE farm guarantee and total farm revenue.

The SURE guarantee is determined by totaling the calculated guarantee for each crop. For insured crops, the guarantee is based on the level of coverage the producer has elected. Higher levels of coverage will result in higher crop guarantees. For NAP crops, the guarantee is based on a formula that includes the yield, acreage, and price factors. The farm's SURE guarantee cannot exceed 90% of the expected revenue for the farm. Total farm revenue takes into account the actual value of production on the farm as well as insurance indemnities and certain farm program payments.

Producers with a farming interest physically located in a county that was declared a primary disaster county or contiguous county by the Agriculture Secretary must have suffered at least a 10 percent production loss on a crop of economic significance. Producers must meet the risk management purchase requirement by either obtaining a policy or plan of insurance, under the Federal Crop Insurance Act or NAP coverage, for all economically significant crops. Producers considered socially disadvantaged, a beginning farmer or rancher, or a limited resource farmer may be eligible for SURE without a policy or plan of insurance or NAP coverage.

If there is no Secretarial Disaster Designation, individual producers may also be eligible for SURE if the actual production on the farm is less than 50 percent of the normal production on the farm due to a natural disaster. For SURE, a farm is defined as all crops in which a producer had an interest nationwide.

Producers are reminded you may apply at any time for a Continuous CRP practice. Practices covered under the continuous program include grassed waterways and bird buffers in cropland fields and riparian buffers along seasonal and perennial streams. Contact the FSA office for more information.

ACTIVELY ENGAGED IN FARMING RULES CHANGE FOR ENTITIES
USDA has amended the rules that govern the requirements to be 'actively engaged' in farming, effective with the 2010 crop year. These rules apply to eligibility for payments under the Direct and Counter-cyclical Program (DCP) or Average Crop Revenue Election (ACRE) program administered by the Farm Service Agency (FSA).

Every stockholder or member of a legal entity, such as a corporation, does not have to contribute labor or management if both of the following apply:
• at least half of the interest in the legal entity is held by stockholders or members who are providing active personal labor or active personal management that altogether qualifies as a significant contribution to the farming operation;
• the total direct payments received, both directly and indirectly, by the members does not exceed $40,000.

Storm sweeps through Coleman, power outages across town

A powerful thunderstorm swept across Coleman County earlier today with high winds and almost horizontally falling precipitation. The winds damaged numerous properties around town including both residential and business sites. Hall's Processing Plant, pictured above, suffered substantial damage to their storage units. Deer feeders and hunting blinds at Higginbotham's Brother's were completely tipped over and a stand alone garage building building on Concho Street was twisted up and destroyed. 

Tonight temperatures are forecasted to drop below freezing. With the current wet conditions, please travel at night with safety and precaution. The morning weather is likely to very cold and icy. Stay tuned with our weather affiliates at KRBC TV for more detailed updates on the weather.

State and Federal Agencies meet with group on rural development

Amy Lowrance and Chandra Eggemeyer of the Texas Department of Agriculture, along with Patricia Butler from the United States Department of Agriculture, met with a group of Coleman County citizens today to plan a workshop revolving around Rural Community and Economic Development.

Sue Dossey and Doodie Taylor Knox represented the Public Library, Mary Griffis represented the Chamber of Commerce, and EDC President Drew Hubbard attended the short planning session. The session is currently planned for March 31st and will be open to the public with a fee of $20. The group discussed hosting workshop sessions that bring in governmental department officials from across the state to address an array of issues concerning rural development. Topics included stimulus money presentations, Go Texan training, Retire in Texas Program, Small Business Development Center, and Texas Friendly Hospitality. The organizers also hope to bring in several panels of similar cities that have experienced positive economic growth recently.

The event is not a planning session, but a tool for learning and networking. More information will be provided to the public as the event planning solidifies.


Santa Anna Foundation Commits Funds to Cemetery Historical Marker

The Board of Directors of the Santa Anna Foundation held its first meeting of the new year Sunday. Four of the five Directors, the Bookkeeper and the Executive Director were present to commit financial assistance to the project seeking a Texas Historical Commission marker for the cemetery.

Bookkeeper Gay Abernathy presented the current financial report: The Certificate of Deposit in Santa Anna National Bank received $332.35 interest when rolled over in June 2009; bringing its total value to $12,541.41. The Santa Anna National Bank checking account holds $5324.69. The Edward D Jones investment account is presently valued at $7398.60

Chairman James Pelton reported on SAHS Homecoming 2009: Tom Guthrie was elected President of Santa Anna Ex-student Association for a two-year term, serving from October 2009 to October 2011. As new President, he will automatically assume a seat on the Foundation Board. The Ex-students Association awarded five $500 scholarships to SAHS seniors this past spring. Three of last spring’s recipients gave reports on their educational progress.

Pelton then reported on Santa Anna Cemetery Association plans for upgrading the cemetery and securing Texas Historical Commission Historical Marker. At present, an application, which includes a $100 application fee, is being prepared for the historical marker. Pelton proposed that the Foundation pay the fee. Motion to pay the fee was approved.

The Board then discussed paying the full $1500 cost for the marker, but, with the possibility of others being involved, the consensus of the Board was to wait and see how much was required.

Board member Nancy Wylie informed the Board that a SAHS graduate had contacted her about giving to Foundation through his will. The Board instructed Executive Director Rod Musick to contact the person to discuss the alternatives of bequest giving and prepare the proper paperwork.

Member John Hensley opened a discussion of the Santa Anna Library expansion project. The Library submitted a grant request to the Coleman County Foundation for $10,000 for the project but the proposal was not funded. The Library Board opted to proceed with project from local funds and appeal to the public as the project progresses if more funds are required. In addition, Library is considering purchase of storage container in the future. The consensus of the Foundation Board was to contribute to the library project if and when funds are needed.

Following a wide-ranging general discussion of the Santa Anna community, the Board agreed to meet on March 21, 2010


Alzheimer’s Association to Partner with Windcrest Alzheimer’s Care Center to Present Free Workshop

Abilene, TX – January 21, 2010 – The Alzheimer’s Association – North Central Texas Chapter and Windcrest Alzheimer’s Care Center will present a free educational program entitled “Making the Change: Moving a Relative with Memory Loss” on Thursday, February 11, 2010, from 6:00 to 8:00 p.m. The program will be held at Windcrest Alzheimer’s Care Center, 6050 Hospital Drive, in Abilene.

For many families living with Alzheimer’s disease, there comes a time when the person with memory loss needs more care than can be provided at home. This session will help caregivers identify housing and service options, assess their loved one’s ability to live at home, and offer them strategies for making the transition from home to care community smoother. Novice Students of the Month Announced

Each month Novice I.S.D selects one student each from Novice Elementary, Novice Junior High, and Novice High School. This month the school selected Sarah Holmquest (high school), Dakota Stringer (junior high), Cailey Perkins (elementary).

Each student gave a bit of biographical information, along with their picture. Sarah Holmquest says she enjoys yearbook and playing basketball, and aspires to be a robot when she grows up (very funny, Sarah!). Dakota Stringer said she loves basketball, football, and math and wants to pursue a career in teaching. Cailey Perkins enjoys math, staying active by riding her bike, and also wants to attend college.

AGI VERIFICATION PROCESS REQUIRES PRODUCERS TO SUBMIT A NEW FORM TO IRS
USDA has finalized a Memorandum of Understanding with the Internal Revenue Service to establish an electronic information exchange process for verifying compliance with the adjusted gross income (AGI) provisions for farm programs.

This agreement will ensure that payments are not issued to producers whose AGI exceeds certain limits. The limits set in the 2008 Farm Bill are $500,000 nonfarm average AGI for commodity and disaster programs; $750,000 farm average AGI for direct payments; and $1 million nonfarm average AGI for conservation programs. No actual tax data will be included in the report that IRS sends to USDA.

IMPORTANT: Written consent will be required from each producer or payment recipient for the AGI review process. ALL INDIVIDUALS AND ENTITIES who received 2009 payments or who request 2010 payments must complete a consent form and provide it to IRS so the AGI data can be verified. For entities, a consent form must be submitted by the entity and by each shareholder in such entity, to the fourth level of ownership. Individuals will use form CCC-927 and entities will use form CCC-928. These forms are available online at http://forms.sc.egov.usda.gov or may be obtained from any FSA office.

Failure to provide this consent form to IRS will result in ineligibility for future FSA payments and refund of payments already received. FSA is NOT authorized to accept completed consent forms and FSA is NOT authorized to submit these forms to IRS on your behalf. Participants in CCC programs subject to average AGI rules must annually certify their eligibility to receive benefits by either submitting a statement from a certified public accountant or an attorney, or by completing form CCC-926. This form may be obtained from local FSA and NRCS offices or online at: http://forms.sc.egov.usda.gov.

COUNTY COMMITTEE ELECTIONS
The 2009 Committee Election for LAA #3 was concluded on December 10, 2009 at the Coleman County FSA Office with the counting of the ballots. Greg Wilson was elected to represent the area on the committee for a three year term beginning on January 1, 2010. Sue Ewing will serve as 1st alternate. We would like to say thank you to both nominees for their willingness to serve if elected and to all who took the time to complete and return a ballot. We received a total of 110 eligible ballots this election. The County Committee system works only because of your participation.

2010 DIRECT AND COUNTER-CYCLICAL SIGN UP
Sign up for the 2010 DCP program began October 1, 2009 and ends June 1, 2010. Beginning with the 2009 crop year, regulations no longer provide for a “late-filed” signup period or fee. Accordingly, enrollment is NOT permitted after June 1, 2010. Contact the county office to schedule an appointment to enroll your farm.

Each producer must provide a copy of their written lease to the County Committee and, in the absence of a written lease, must provide to the committee a complete written description of the terms and conditions of any oral agreement or lease. If this cannot be obtained, the owners or landlords will be required to sign the DCP contract for zero shares.

Producers will be required to file all required documentation before payments are issued. Producers enrolling in 2010 DCP agree to the certification or filing requirements to certification of the acreage of all cropland on the farm, farm operating plan, HELC & WL certification and adjusted gross income provisions. Producers also agree to control weeds and erosion on their participating acreage.

A producer on a farm that has a total of 10.0 base acres or less shall NOT be eligible to receive DCP farm program payments on that farm. However, this does not apply to a farm that is wholly owned by a socially disadvantaged or limited resource farmer or rancher.

NAP DEADLINE APPROACHING
Producers wishing to purchase NAP coverage for sorghum forage or other spring seeded crops are reminded of the March 15, 2010 deadline to pay the applicable fees for coverage. Producers who previously had coverage will be notified via mail about continuing their policy. Producers are reminded that they must file a Notice of Loss within 15 calendar days from the date damage to the specific crop acreage is apparent to the producer.

Heavy Rain, Wintry Precipitation & Much Colder Temperatures

Showers and thunderstorms with locally heavy rainfall are expect most of the day today across the Big Country, Heartland and the Northern Concho Valley. A changeover to a wintry mix is possible by late afternoon, this evening into the overnight period. The cold front should move into the northern areas of the Big Country this morning and move along the I-20 corridor by midday and into the Heartland/Northern Concho Valley areas by early afternoon.

As the front moved in temperatures will drop throughout the day. Our highs for the day should be set early this morning in the middle and upper. 50s and we should be into the upper 30s and low 40s by late afternoon. As temperatures get colder by later today is when the wintry mix comes into the picture. Lows drop into the middle 20s. A Winter Weather Advisory is in effect for areas along and north of Interstate 20 for tonight and into the morning on Friday. Some light accumulation of ice is possible in the advisory area so expect some icy spots late tonight and into the morning on Friday. Expect the precipitation to change to all snow early on Friday morning across the area. Light snow Friday morning should end but there could be a few snow flurries lingering into the afternoon with highs in the middle 30s. Clouds should begin to decrease by the afternoon setting us up for a very cold Friday night with lows dropping into the upper teens and lower 20s.
 
Weekend: Cold start on Saturday morning but partly cloudy with highs in the upper 30s and lower 40s. Saturday night we drop down into the middle 20s. Mostly sunny on Sunday with highs back in the upper 40s in the area with lows dropping into the middle 30s on Sunday night.

Shooting Incident in Coleman

At approximately 12:36 p.m., a 37-year-old black male walked into Coleman County Medical Center with a gunshot wound to the chest. Personnel from the Coleman County Medical Center made contact with the Coleman Police Department. Frederick Hemphill was the victim of a gunshot wound to the left side of the chest. Detective Phil Chambers assisted by Police Chief Jay Moses, Officer Gary Berry, Coleman County Deputy Sheriff Les Cogdil, and Deputy Sheriff Archie Lancaster investigated the crime scene which occurred in the 900 block of Sabine. The crime scene was worked, evidence was recovered, and witnesses were interviewed. Mr. Hemphill was transferred to Shannon Medical Center in San Angelo. The suspected shooter has not been apprehended.

Detective Phil Chambers with the Coleman County Police Department would like to thank the County Sheriff's Department and the Coleman County Medical Center for their assistance.


Coleman Public Library Celebrates 125th Birthday and honors the pioneers key to its development

The Coleman Public Library celebrated its 125th birthday last night where community members gathered to both honor the institution and the individuals key to its development.

The event started promptly at 5:00 p.m. and featured catering from Sara's Neighborhood. Attendees enjoyed a nice spread of heavy hors d'oeuvres, a chocolate fountain with fresh fruit, and punch and a fancifully decorated 125th birthday cake.

Mona Wilson began the program by welcoming the crowd and introducing Mayor Nick Poldrack. After a short introduction, Mayor Poldrack began the celebration by presenting the Allen family with a plaque for donating the furniture and coffee bar in the main library facility in honor of Mrs. J.A.B. Miller. Mayor Poldrack continued the ceremony by presenting plaques to the MKB Foundation for their $52,000 in contributions, Tocker Foundation for their $50,000 grant, Lower Colorado River Authority for their $16,900 grant, Coleman County Foundation for their $20,000 grant, Friends of the Coleman County Foundation $6,000 in contributions, Coleman High School Art Class II for painting the teen room, Friends of the Coleman Public Library for their support and continued dedication, Fine Arts League of Coleman for their wall mural and children's room paintings, Libra-Tech Corporation for their $2,300 grant, Johnny and Cindy Dempsey for the curtains in the children and community rooms, and Joseph and Janet Johnson for their donation of materials at cost to the library.

The Library also honored Doodie Taylor Knox with a individual award for her numerous grant writing projects and continued dedication to the public library. Mrs. Knox was responsible for numerous grant writing efforts including a recent grant from Dollar General.

After awarding Mrs. Knox with her award, Mayor Poldrack asked Peggy Rudd, our Texas State Librarian, to address the audience. Ms. Rudd applauded the audience for their continued support of the Library and stressed the importance of entities that encourage the freedom of ideas and community spirit.

Finally, on behalf of the City of Coleman, Mayor Poldrack awarded Coleman Public Library Executive Director Sue Dossey with a plaque for her continued excellence in library administration and public service to both the City of Coleman and Coleman County.

The Coleman Public Library is one of Coleman's greatest community assets. Thank you to everyone who attended last night, but most importantly thank you to those who continually support the library and its efforts.

CENTRAL TEXAS OPPORTUNITIES, INC. MAKES WORK PAY FOR SOME LOCAL FAMILIES

People who work but don’t earn a lot of money may be eligible for the Earned Income Tax Credit, as well as free help preparing their tax return. Friday, January 29, 2010 marks National EITC Awareness Day, a nationwide effort to increase public awareness about EITC and free community tax centers.

IRS estimates that 20 to 25 percent of eligible taxpayers fail to claim the credit which could put as much as $5,657 into the pockets of a family with three children, up to $5,028 for a family with two children, a maximum of $3,043 for a worker with one child, and up to $457 for a family with no qualifying children. The Earned Income Tax Credit is the federal government’s largest program benefiting low and moderate income workers.

“The EITC opens the door to a better future for many families. These dollars can be used to create flexibility and build savings to support goals such as college education, home ownership, or capitalization of a small business,” said Hanna Adams, Community Services Manager, “the important thing is to come over to one of our tax centers to see if you qualify for the credit. Even if you don’t qualify the money you save in tax preparation fees can still be used to the advantage of your family.”

Adams said some individuals and families may qualify for the credit for the first time because of unemployment or other changes in their financial, marital or parental status during the past year.

Taxpayers with earnings of or below $43,279 ($48,279 if married filing jointly) for families with three or more children; $40,295 ($45,295 married filing jointly) for families with two children, $35,463 ($40,463 married filing jointly) for families with one child, or $13,440 ($18,440 married filing jointly) for families with no children should check to see if they qualify.

Santa Anna Elementary 6th graders in Mrs. Parsley's Social Studies class designed and made a quilt of flags from around the world. Each student designed their own quilt block to put on the quilt. They are selling raffle tickets for $1 till February 5, 2010. The drawing will be help on February 6, 2010 at the Valentine Coronation at Santa Anna High School Auditorium at 6:00pm. All the proceeds will be used for field trips and school supplies for their class.

FORAGE SEMINAR

A special 5-hour CEU Forage Seminar is set for February 9th at the First Baptist Church in Cross Plains. Registration starts at 8:30 a.m. The program begins at 9:00 a.m. The goal of this program is to provide producers with information on forage management strategies to help them produce uniform, high quality forage to meet their production goals. These strategies will include Forage/Soil Sample Management as well as Forage Insect Control.

Speakers for the Seminar will include: Dr. Chris Sansone, AgriLife Extension Entomologist - San Angelo, Dr. Bill Thompson, AgriLife Extension Economist - San Angelo, Dr. David Drake, AgriLife Extension Agronomist - San Angelo, Hugh Aljoe, Noble Foundation Pasture & Range Specialist, Robert Frost, FSA County Executive Director, and Cheryl Howerton, Texas Department of Agriculture - Eastland. COMMISSIONERS CANCEL VOTING SYSTEMS; SEARCH FOR NEW CONSTABLE

The Commissioner’s Court met Monday at 9:00AM to discuss the scheduled agenda. The Court considered topics that were tabled from the previous meeting and also considered approval on many matters. The meeting began with the reading of last meeting’s minutes from County Clerk, Stacey Mendoza and it was confirmed.

First, John Pearce asked for an upgrade on the Emergency Management Dispatch Center that is approved by the state and council of governments. The upgrade of the equipment and facility is a part of the plan to move the center to City Hall. In order to upgrade the dispatch center the cost of $15,000 must be paid upfront before the work is to begin. Pearce asked the Court to supply the cost and Pearce assures reimbursement in 45 days from COG.

Next on the agenda, Sheriff Wade Turner announced the retirement of Ken Brixey, Deputy Sheriff and introduced the new appointee, Archie Lancaster. Lancaster is originally from Winters, TX and had graduated from law enforcement school in September. Sheriff Turner informed that Brixey will keep his license up to date even in retirement in case the office should ever need him to help to transport.

Jo Jones from the Coleman County Child Welfare Board also visited to ask for support of Pam Lindsay to join the board. The Court approved.

Furthermore, the Court approved to proclaim National Wear Red Day to be Friday, February 5th next month. The significance of wearing red is to support the fight against heart disease, the number one health threat for women.

A presentation from Randy Hooker from Identity Theft company was offered. The company specializes in preventing identity theft in the workplace for a monthly fee. Judge Hobbs asked to review the informational materials and deliberate if they would be interested.

Then, County Clerk, Stacey Mendoza asked the Court to consider a new service agreement with Certified Payments based out of Dallas. The service will allow County offices to be able to offer credit card payments as an option for fees and services. Customers will be charged $2.00 convenience fee with each transaction. Currently, only money orders, cash, or check is offered. It will take Certified Payments two weeks to set up the service and each office has the option to participate. The Court unanimously approved.

Presently, at each voting election registered voters are located on a hardcopy list and checked off when they vote. The transfer and tally of the list is not instantly uploaded into the database system. Stacey Mendoza requested the approval for purchasing electronic pollbooks from Elections Systems & Software at $2100 and additionally training for total of $4945. This system will allow a more efficient check-in and instant update results. The Court again unanimously approved.

Another service agreement was in deliberation as Stacey Mendoza presented the Court with the current status of the Hart Voting System Software. The renewal cost is $10,000. It is time to renew the contract with Hart, however, after evaluating the new options mentioned previously it is a bigger expense for this software. The Court approved to cancel the license agreement and Hart will purchase back our Election Voting Equipment.

Lastly, the issue of how to fulfill the Constable position was tabled for this meeting. Joe Watson unknowingly gave his resignation as Constable when he applied to run for the County Judge position. The Court deliberated and agreed that they would first advertise in the classifieds to see if there is any interest. Since the deadline to file as a party candidate, interested participants must now file as write-in candidates with a minimum 50 signatures petition. At the next scheduled meeting they will regroup and proceed as needed.

The meeting concluded with the paying of bills. The next Commissioner’s Court meeting is scheduled for February 8th at 9:00AM. Public is welcome.


STAAR to replace TAKS

AUSTIN – Commissioner of Education Robert Scott announced today that the next generation of student tests will be called the State of Texas Assessments of Academic Readiness or STAAR.

STAAR will replace the Texas Assessment of Knowledge and Skills (TAKS), which is the criterion-reference assessment program that has been in place since 2003.

The STAAR name, pronounced the same as star, will be used for the 12 end-of-course assessments mandated by SB 1031 in 2007 and the new grade 3-8 assessments mandated by HB 3 in the 2009 legislative session.

The new tests will be used beginning in the 2011-2012 school year. Students in the graduating Class of 2015, who are currently in seventh grade, will be the first students who must meet the end-of-course testing requirements, as well as pass their classes, in order to earn a diploma.

The new tests will be significantly more rigorous than previous tests and will measure a child’s performance, as well as academic growth.

The grade 3-8 STAAR tests in reading and mathematics, by law, must be linked from grade to grade to performance expectations for the English III and Algebra II end-of-course assessments.

During a speech at the Texas Association of School Administrators’ Midwinter Conference in Austin, Scott also said the last TAKS-based school accountability ratings will be issued in 2011. Ratings will be suspended in 2012 while a new accountability system is developed.

The new state rating system will debut in 2013.

History of the Texas testing program
Texas Assessment of Basic Skills (TABS) – First state-mandated test, in use from 19801985, administered to students in grades 3, 5 and 9 in reading, mathematics and writing.

Texas Educational Assessment of Minimum Skills (TEAMS) – In use from 1986-1990, tested reading, mathematics and writing in grades 1, 3, 5, 7, 9 and 11; first state test students were required to pass to earn a diploma.

Texas Assessment of Academic Skills (TAAS) – In use from 1990-2002, tested reading, mathematics and writing, ultimately given to students in grades 3-8 and 10, additionally science and social studies tested at eighth grade, Spanish-language tests available for students in grades 3-6, four end-of-course exams provide optional method for meeting graduation requirements.

Texas Assessment of Knowledge and Skills (TAKS) – In use from 2003 to present, assesses mathematics, reading, writing, English language arts, science and social studies, students tested in grades 3-11; promotion tied to test results for students in grades 3, 5 and 8; graduation requirements expanded to include English language arts, mathematics, science and social studies.


Masonic Lodge Chili & Stew Supper set for this Saturday

The Masonic Lodge will host its annual Chili & Stew Supper this Saturday, January 30th from 5:00 pm.--7:00 p.m. at the Lodge hall located at 412 Liveoak Street.

This is the fund raising activity to purchase books for the county elementary children. Each child receives a book of his or her own in the late spring.

The annual Search for the Stars is coming up in Coleman, Texas. Mrs. Barbara Brown and the C.H. Hale Prostate Cancer Foundation will be hosting their annual Search for the Stars Talent Show in the Coleman High School Auditorium on Saturday, February 20th.

The talent show benefits the C.H. Hale Scholarship Fund. The C.H. Hale Prostate Cancer Foundation is a 501 C (3) non-profit organization.

This year there will be two categories, Song and Other Talent. Prizes will be given for 1st, 2nd, and 3rd place winners of each category. The two divisions are the Jr. division - ages 5-12 and the High School division-ages 13 - High School.

Prizes will be awarded only to students who are school age and participate in the talent show, but anyone is welcome to show their talents for additional entertainment.

Texas Commission on Environmental Quality calls for new regulation on on-site sewage facilities in Coleman

In accordance to the Model Subdivision Rule that the Commissioner’s Court adopted late last year for Coleman County, on-site sewage facilities specifically septic tanks must comply with regulations established by the Texas Commission on Environment Quality. The purpose of this regulation is to promote public health and prevent pollution in the County. This policy goes into effect immediately.

Before any new installation, repair, or alteration can begin an application for a permit must be filed with the County Clerk’s office. A $375 fee is due upon turning in the application. Charles McDonald of the TECQ will evaluate the application and schedule a time to inspect the facility at hand. Next steps will be coincided with McDonald after the application is accepted. Failure to comply with the application process and unauthorized construction can result in civil and administrative penalties.

Humane Society donates dog beds to three local shelters

The Humane Society is donating Kuranda dog beds to the three municipal shelters the Humane Society works with in the area. The beds are especially designed for use in shelters and serve to keep dogs off the concrete floor. Coleman Animal Control Officer Mona Watts (right) accepted the bed from Humane Society president Jo Ann Eddleman (left). Eddleman will deliver a bed to the Santa Anna shelter and the Winters shelter as well. If they work to the satisfaction of the shelter managers, the Humane Society will purchase more beds for each of the shelters’ cages.

Mike Conaway Report: Helping Rural America

Last week, it was announced that the RUS Broadband Initiatives Program (BIP) and the NTIA Broadband Technology Opportunities Program (BTOP) are now offering applications for the second round of funding for broadband in rural America.

The American Recovery and Reinvestment Act of 2009 provided the USDA’s Rural Utilities Service and the Department of Commerce’s National Telecommunications and Information Administration with $7.2 billion to expand access to broadband services in the United States. The 2008 Farm Bill reauthorized the USDA broadband loan program and improved the criteria used by USDA to select broadband projects for loans, loan and grant combinations, and grants.

I applaud the National Telecommunications and Information Administration (NTIA) and the United States Department of Agriculture (USDA) for their timely attention to this important matter. Broadband has the potential to generate American jobs in rural America - not overseas. To achieve that goal, access must be affordable and accessible to people living in rural America. By providing this funding, jobs will be created in our rural communities, technology and infrastructure will improve, and the economies in rural America will change for the better.

The BIP provides loans and grants for broadband infrastructure projects in rural areas. The BTOP provides grants to fund broadband infrastructure, public computer centers, and sustainable Broadband adoption projects.

B.I.P.S.-Bluecats In ProgresS

BIPS is a sports and character building program that uses basketball as its main focus. It not only develops basketball skills, but also develops confidence, responsibility and self-esteem in every student. The program includes students from Kindergarten through 6th grade. BIPS have been practicing once a week since November 12. The BIPS have been working really hard and are ready to show off what they have learned. The program is given by Kourtney Johnson and Mickey Holloway. Come out to the Coleman High School Gym and support our Basketball teams and BIPS on Tuesday, January 26 and Tuesday, February 2. The Coleman Public Library will be celebrating its 125th birthday next Tuesday, January 26th. Everyone is welcome to come and join in on the festivities beginning at 5:00 in the evening. Hor d’erves and a cake will be served. Special guest, Peggy Rudd, our Texas State Librarian will be presenting a speech.

Peggy D. Rudd has ventured in the library field for many years. Ms. Rudd has a Bachelors of Arts in English and Political Science from Stephen F. Austin State University. She received her Master of Library Science from the University of Texas at Austin in 1975 and has completed work towards a Master of Public Administration.

Currently, Ms. Rudd serves as the Director and Librarian of the Texas State Library. Her prior experience included time in a few different states. From 1994 to 1999 Ms. Rudd served as the Chief of the Bureau of Library Development at the State Library of Florida. Before that she was the Assistant Director for the Planning, Evaluation, and Research in the Library Development and Networking Division at the Library of Virginia.

As Texas State Librarian, Ms. Rudd has made a difference in the Lone Star State. The Lone Star Libraries program was established which has given libraries throughout the state a chance to apply for grants since 2001. She has also expanded membership in the statewide resource sharing network and also made this available for public schools. In addition, Ms. Rudd has worked with the archival collections at the State Library.

Coleman County's State Representative announces $10,000 scholarship for ROTC-bound seniors

AUSTIN - High school seniors who plan on entering a Reserve Officers' Training Corps program their freshman year of college are encouraged to apply for a $10,000 scholarship through Representative Harvey Hilderbran's office.

Hilderbran will award one 2010 graduate from District 53 with the funds through the Texas Armed Forces Scholarship Program, which allows state representatives and senators each to choose one student from their district to receive the award. The governor and lieutenant governor also select two individuals from throughout the state for the honor.

"This scholarship provides a big boost to those students who are already planning to give back to the state by participating in ROTC," Hilderbran said. "These young men and women are preparing to serve Texas and their country, and it is an honor to be able to assist them in that goal."

The scholarship is available to high school seniors entering an ROTC program at any public or private civilian college in Texas in fall 2010 who meet certain academic criteria set forth by the Texas Higher Education Coordinating Board.

Students must meet two of four standards: a grade point average of 3.0 or higher on a 4.0 scale, a score of 1590 or higher on the SAT or 23 on the ACT, a ranking in the top one-third of their prospective graduating class, and/or on track to graduate from the Distinguished Achievement Program (DAP) or the International Baccalaureate Program (IB).

In order to remain eligible for the scholarship, the student must enter into a written agreement with the state coordinating board in which they agree to complete four years of ROTC training, graduate within five years, and meet all prescreening requirements of the Texas Army or Air Force National Guard, or a branch of the armed services.

Additionally, within six months of graduation, the student must provide the board with verification of a four-year commitment to the state national guard or a contract to serve as a commissioned officer in the armed forces.

Depending upon available funding in the state budget, selected students may continue to receive funds in subsequent years if they maintain satisfactory academic progress, continue as a member of the ROTC program, and have not yet earned a baccalaureate degree or 150 credit hours.

Hilderbran also stressed the importance of applicants working directly with the ROTC program at their college or university to navigate the admissions process.

To apply, students must submit the application form, three letters of recommendation, an essay, their high school transcript, a copy of their SAT or ACT report, and two passport photos by March 3, 2010.

Fine Arts League hosts large meeting

The meeting of the Fine Arts League Thursday evening Jan. 21, 2010 was enjoyed by some 25 members (one new member) and guests. Sherrell Hazlewood, President of the League, presented a power point program entitled “The Way We Were”, covering League events, including fund-raisers and community projects over the years – Art Exhibits-Juried Shows, Garage Sales, Tasting Teas, Hat Contest, Rehab Boot painting project, field trips, workshops, Kids Art Days classes for Head Start, etc. The presentation utilized the new digital projector purchased with Coleman Foundation Grant funds.

A report on the use of funds from the Coleman Foundation Grant was given. An invitation has been received from the Library to their 125th Birthday Party, which will occur Tuesday, January 26, at 5pm at the Library. Hazlewood will be present to receive a plaque.

Treasurer repot was given - Dues are due for 2010. In order for the web-site to be up to date with your work, dues should be paid and any work you want to appear on your page should be emailed to Sherrell, Web-master. You may also submit your paintings to him on a CD in jpeg format.

The Youth Art Show, sponsored by the Fine Arts League, will begin preparing and setting up January 27 & 28. Student Registration will be at the Library Jan. 29, 1-5 pm and Jan. 30, 9-12 pm – hang exhibit. The show will run from Feb. 1 through 6. The Awards Celebration will be Feb. 4th at 4pm. All volunteers will need to check in with Robin or Danna so there will be sufficient help for each of these times. 2 or 3 members will be needed for each segment. You are NEEDED!

Fund-raising ideas were discussed with follow-up soon. The League has a few Fine Arts League Coleman County Cookbooks and also Texas Blue Bunny Books for sale.

Guest, Joann Eddleman, “ColemanNow”, gave a brief over-view of the proposed 4b Economic Development Corporation and what it would do for Coleman County in all areas of quality of life. She emphasized building upon the positive aspects Coleman already has in place as well as seeking others to provide a place in which people want to visit and maybe live and work. For those interested in this project, a City Council meeting will be held Feb. 4th to discuss having a public hearing.

Joann, along with members of the Humane Society of Coleman County, has worked tirelessly to get the Humane Society up and supporting itself. They have accomplished with tenacity, hard work and purpose what most organizations just dream of.

A plea was received from guest, Michele Loyd, of the First United Methodist Church for volunteers from the Fine Arts League to teach at the “Art Camp” to be held in August at the Church. Contact Michele or the Church if you can help teach an art class during the “Camp”.

President Hazlewood announced the chair appointments for committees for 2010: Youth Art Show – Danna Dawson; Membership Show- Bill Shields; Community Projects- Robin Black; Hospitality – Bitsy Murchison; Scholarship – Virginia Bethke; Fund-raising – Lois McCarty. Starting Over shower a huge success

Friends and Co-Workers of Brenda Worsham would like to thank everyone that played a part in helping her and her family recover from a fire that destroyed their home on Christmas night. The love and concern, for this family has been, "Overwhelming" to say the least. The Worshams have lived in Coleman for 12 years and until this tragedy, had no idea how great this community is when it comes to helping someone in need. A special, "Thank You" to Brother John and Susie Stanislaw for the use of the First Baptist Church Fellowship Hall for the, "Starting Over" shower which was a great success as was all the other fund raisers. God Bless Each of You and may Coleman County continue to pull together, and give of themselves 100%, when others are in need.

Delta Omicron Sorority Supports REHAB 2010

The West Texas Rehabilitation Center is celebrating its 40th REHAB Telethon as an overwhelming success. With generous support, this year’s event on January 16th raised $1,201,000 which includes local area phone banks who called on folks in their own communities to lend a hand in helping the Rehab Center. In Santa Anna, the Delta Omicron Sorority headed by member Pat Vance led the call for donations. Due to the Sorority’s efforts, $726 was pledged to the Center. All funds raised go to assist the Rehab in its mission of improving the quality of life of those receiving services, regardless of their financial circumstance. As part of Epislon Sigma Alpha International, Delta Omicron has a long standing relationship with the Rehab Center. The Santa Anna Chapter, along with those in San Angelo and Comanche has supported the Center for over 40 years as a District project.

The Rehab Center expresses a special thanks to Delta Omicron Sorority, along with everyone who helped to make REHAB 2010 such a success including Event Sponsor, Sudden Link Communications, American Airlines/American Eagle as the official airline and contributing sponsor Area-Wide Phone Book. Fish Fry Saturday, Jan 30 at the First Baptist Church, Cross Plains

Cottonwood Volunteer Fire Control Group will be having their 2nd Annual Fish Fry this Saturday, January 30th, from 5 until 8 p.m. This time the Fish Fry will be held in downtown Cross Plains, at the Family Life Center of the First Baptist Church, 301 North Main Street (Hwy 206). Fish (or chicken), French fries, beans, coleslaw and hushpuppies are on the menu, as well as, desserts prepared by the ladies of the Cottonwood community. Plates are $7 each. Take out plates will be available, so you can stop by and take a dinner home with you.

Tickets for the Texas-size Snowball Quilt will be available at the Fish Fry, up until the time of the drawing for the quilt, which will be held at the event. Tickets are $1 each or 6 for $5 and are also available at Texas Heritage Bank, Cross Plains.

Proceeds from the fish fry go toward the new firetruck that's being built for Cottonwood, thanks to a grant from the Texas Forest Service that will cover 90% of the cost the truck. The Fire Control Group needs to raise the remaining 10% - about $7800.

O.H. Ivie Does It Again

West Texas lake produces two Toyota ShareLunkers in less than a week.

ATHENS, Texas O.H. Ivie Reservoir sent another Toyota ShareLunker to the Texas Freshwater Fisheries Center (TFFC) January 21, just five days after sending its first entry since 2002.

Angler Wesley Pullig of Eden caught a 13.09-pound largemouth in 25 to 30 feet of 48-degree water using an X-Lock jig with Xcite Baits raptor tail craw. The fish, now Toyota ShareLunker 477, was 26.125 inches long and 19.75 inches in girth.

Texas Parks and Wildlife Department (TPWD) inland fisheries biologist Mandy Scott saw the big fish explosion on O.H. Ivie coming years ago.

West Texas was coming off a drought that began in the late 1990s and continued after 2000. When rains did come in 2005, O.H. Ivie partially refilled, and that jumpstarted the largemouth bass population, Scott said. We got about 15 feet of water that flooded salt cedar, she said. That benefited the spawns. We had bigger year classes, more bait fish and better habitat conditions overall.

Before the rains came, Scott's surveys and angler reports showed there were too many small fish in the lake, and they were growing slowly because of a lack of baitfish." A lot of people thought we should have stocked bass after the lake rose, but it would have been a waste," Scott said. "The water rise helped fish that were already there reproduce, and adding fingerlings might have hurt the growth of fish those fish. We decided to wait and let Mother Nature work. It's hard to do that sometimes, especially when you are getting pressure from a lot of people to put something in."

It's also in human nature to want to help, and after the rains local bass clubs worked with Scott to take small fish caught in their tournaments on Ivie and release them into Twin Buttes Reservoir, which had gotten so low the bass population had dropped severely.

"The clubs were very cooperative and supportive," she said. "It helped both lakes to do that."

The proof that Scott's strategy worked started coming in January 16, when Ben Blaine of Merkel caught Toyota ShareLunker 475, a 14.02-pound hog. Pullig's fish confirms that was no fluke.

Pullig's fish is the sixth to be entered into the Toyota ShareLunker program so far this season. Two have come from private lakes in East Texas, two from O.H. Ivie and two from Falcon International Reservoir.

Big bass seem to be everywhere in the state, and the traditional big bass lakes like Fork, Choke Canyon, Conroe and Amistad have yet to be heard from. ShareLunker program manager David Campbell isn't given to making predictions, but he's glad he has a new Toyota Tundra to pick up ShareLunkers. "It rides really well with a full tank of water," he said.

By the time this season is over, Campbell will no doubt be happy to have a comfortable ride.

Anyone legally catching a 13-pound or bigger largemouth bass from Texas waters, public or private, between October 1 and April 30 may submit the fish to the Toyota ShareLunker program by calling program manager David Campbell at (903) 681-0550 or paging him at (888) 784-0600 and leaving a phone number including area code. Fish will be picked up by TPWD personnel within 12 hours.

SAHS COLLEGE FINANCIAL AID WORKSHOP ADDS NEW ELEMENTS

On Tuesday, January 26, a Cisco College financial aid officer will present information on the financial aid process relevant to all levels of education, technical school to four-year University. The workshop, which will be held in the SAISD library at 6:30 p.m., will address the Pell Grant Application, scholarships, loans and the loan procedure, and financial aid scams. The program should last approximately one hour, with time for individual help and/or questions to follow. Refreshments will be provided.

Recently added to the program is a presentation by Central Texas Opportunities concerning financial aid for targeted career training in programs such as Certified Nurse Aide and Wind Turbine Technician. CTO will also make available information concerning the Individual Development Accounts program for students and their parents for education, home ownership, or business creation. CTO will also explain their free Income Tax Preparation services for the public.

For 45 Years Mrs. Miller was "The Coleman Library" and made the 125th Birthday Celebration possible

For those of you who do not know the history behind the beginnings of the library, in 1985 Ms. Clem Autry compiled a collection of stories that included one woman's dedication to the community, Mrs. Miller. She is credited for the one who kept the library open during the hard financial start up in the 1920s.

The time was 1920, and financial support from the City had been withdrawn some years before. Into the gap, members of the Self Culture Club had steed forward to save the library. Over a period of years their club members had staffed and funded their library, and at a meeting it was announced that the librarian who had been paid $5.00 per month had resigned and another at that salary could not be found. Sadly, the members were discussing closing the library at a meeting. Mrs. Miller, a charter member of the club, rose to speak. "Madam President, we can not let the children of this County down. I think I can arrange to be the librarian myself for free."

One afternoon in the next week, Mrs. Miller appeared at the library with her two youngest children, laid her purse at a table and became the librarian -- for the next 45 years, until health forced her retirement in 1965. She had no card catalog, no shelf list, no book cards. The load system was in a loose-leaf notebook, the files in a leather brief case and accounts in a "dime-store" ledger. Her patrons remember that she knew every book and its location in the library and could go directly to what she wated as she tried to make a connection between book and reader. Her philosophy was service to the reader. Getting children to read was one of her primary objectives, and she did influence the reading habits of may youngsters.

Meanwhile, the Self Culture Club gradually forgot about the library financially. Mrs. Miller, however, annually reported to them on finance and library statistics. She in fact was "the library."

She raised six children alone after the death of her husband in 1915, operating a cattle business with her brothers Claud and Press, active in the church, and involved as well in a number of civic activities. Her daughter, Doris Miller, provided some of the biographical information.

Mattie B. Morris was born to Joesph Philip and Martha Miranda Pinchem Morris July 16, 1874 in DeWitt County, Texas, the oldest of seven children. Her name Mattie was taken from her mother's nickname "Mat", and the "B" was for a good friend of her father's. She moved to Coleman County in 1888. After graduation from high school in 1891, she enrolled at Baylor Female College, now Mary Hardin Baylor in Belton. She received a diploma and continued her studies at home until her mother passed away in 1899. Being the oldest, she was delegated by her father to take charge of the home and the younger children. She did this until her father remarried.

On October 25, 1899, she married John Andrew Bedford Miller, a young attorney from Louisiana. Mr. Miller died in 1915.

Her accomplishments and contributions is lengthy. Mrs. Miller served on the Board of Directors of the Coleman County Fair, a member of the Coleman Chamber of Commerce, County Chairman for the National Foundation for Infantile Paralysis, and she was honored with many awards. Mary Hardin Baylor honored Mrs. Miller by listing her as "Distinguished Daughters" in the College's Centennial Edition of the Year Book in 1945. A picture was placed in their Hall of Fame. She died February 20, 1969.

Through reading the history of the Coleman Public Library and learning about the community efforts made, the humble actions of Mrs. J.A.B. Miller should never be forgotten. In honor of their loved one, Mrs. J.A.B. Miller, the Allen family of Susan, Lembo and wife Kelly, Zac and wife Cathy donated the rustic furniture and the coffee bar in the front foyer of the library designated the Adult Reading Section. Amongst the donations, the Coleman Public Library has also been going through renovations and expansions. There are additional meeting rooms that are available for rental as well. The upstairs loft area is being utilized as a lounge and study area for teens. Everyone is invited to come and see all the new updates and make history with the library on Tuesday, January 26th for a celebration of 125 years of service.


CITY COUNCIL ADDRESSES SHORT AGENDA, APPROVES OCCUPANCY TAX REPORT

City Council met in regular session Thursday afternoon. All councilmen were present.

After approval of the minutes, Mayor Nick Poldrack opened a public hearing to review the performance of a recently completed Community Development Block Grant project that was used to purchase and install a new clarifier at the waste water treatment plant.

According to City Manager Larry Weise, the project has been completed for two months and there were no issues to report. Weise said the project came in within budget limits. No one from the public was present to comment on the project.

The contract for City Hall janitorial services was awarded to Mary Ann Bowers. Weise commented that the decision was reached after talking with the bidders to clarify the job requirements, such as when and how often the premises were to be cleaned. Bowers bid was for $115/week, or $460/month.

Chamber of Commerce Executive Director Mary Griffis presented the quarterly Hotel Occupancy Tax report. The Chamber contracts with the City to administer the occupancy tax. The report showed an occupancy tax beginning balance of $10,210.81. Tax revenue for the quarter was $11,730.14 and quarterly expenses were $15,030.55, leaving a year-end balance of $6,910.40. Council approved the report with no questions.

Drew Hubbard, the newly elected president of the Coleman Economic Development Corporation, was available to answer any of Council’s questions regarding EDC’s recommendation for the reappointment of Larry Robinson to the 7-member EDC board.

The City Manager advised Council that he could post this open position as had been done recently when the EDC had an open board position. But, since there was little response at that time, he was not advising Council to post the current opening again.

Council approved the reappointment of Robinson to the EDC board.

In closing comments, Mayor Poldrack closed the public hearing and commented briefly about the upcoming 125th anniversary celebration for the Coleman Public Library this Tuesday, the 26th. He hoped everyone could attend.

High Schoolers host Health Fair at Coleman Elementary

Coleman Family, Career and Community Leaders of America recently held a Health Fair at Coleman Elementary. The Heath Fair helped educate the elementary children about eating habits, good nutrition, exercise, and cleanliness. The Health Fair was held during each of the P.E. classes. Stations were set up around the gym and the students rotated to each of the stations. The stations were Digestion, Fats and Sugars, Food Pyramid Bingo, Exercise, Germs, and a presentation of “Nutrition Vacation” on the nutrients.

At the Digestion station the students were taught the process of the digestion of food with food going from the mouth, to the esophagus, stomach, small intestine, and large intestine. After the children learned the process, they were split up into two groups; each with the name of part of the digestion process thing, and they raced to see who could put them in order the fastest.

At the Fats and Sugars station, the children were shown what five pounds of fat looked like and were informed of how much fat or sugar was in the food they might usually like. A donut with the amount of fat in the donut was placed on a plate. Other items of food were displayed to show the amount of fat and sugar content in the food. Some of the items were coke, fried chicken, apple, pizza, candy, and French fries.

At the Food Pyramid Bingo station a poster of the Food Pyramid was shown. Students played bingo finding foods in the different food groups. The winners of bingo received a healthy meat stick.

At the Exercise station, the students were taught that exercise helps keep them healthy. The high school students stressed too much television and computer and video games were not good for them. They led the students in a series of exercises.

At the Germ station, FCCLA members stressed that many times people get sick because hands are not washed thoroughly. The students were given some glo-germ to put on their hands. The lights were turned off and a black light was turned on to show the students where possible germs were from the glo-germ. The students were then instructed to wash their hands. After everyone washed their hands, the lights were once again turned off and the black light was turned on to see if their hands were cleaned. Some of them were amazed that they still hand germs on their hands. They were also shown the germs on the counter top in the bathroom.

FCCLA members responsible for the Health Fair were Sarah Casselberry, Haylee Diaz, and Tiara Rosalez. FCCLA members and other Coleman High School students helping with the health fair were Family and Consumer Sciences Classes, Sydni Stevenson, John Fung, Gabby Roberts, Kassidy Dean, Adrianna Resendez, Nikki Rush, Shelbi Newton, Bryauna Guerrero, Manuel Cruz, Ruth Cruz, Savannah Longley, Kelsey Puckett, Ranee Cupps, Shaina Thompson, Laura Martinez, Summer Watson, Kayla Barnett, Latisha Berniard, Leanna Roberts, Anthony Beltran, Zach Johnson, Morgan Schumann, Cheyenne Casey, Lorena Vasquez, and Destiny Rader.

Humane Society dog finds permanent home on the hill

Betty McClellan (pictured), Charlene Grider and Polly Bartholomew are going to the official resident caretakers of Benny. He appreciated the hound dog party and all the gifts he received. Wreck near Santa Anna requires jaws of life

A wreck occurred yesterday evening 3 miles east of Santa Anna on Hwy 67.  A car traveling on HWY 67 veered off the road and hit an electrical line flipping the car on its side.  The passenger had to be extracted by the jaws of life and was Care Flighted to Hendrick Medical Center. 


Deputy Ken Brixey retires after years of service

A retirement reception was held for Ken Brixey at the court house yesterday. Deputy Sheriff Ken Brixey began his law enforcement career in September of 1985. He started as a reserve in Santa Anna, Texas and then became Chief of Police. In September of 1989, Brixey joined the Coleman County Sheriff"s Department. He has been a Deputy Sheriff for 20 years. I got the opportunity to ask Ken what he planned on doing with his free time, he replied, " Whatever I want to!" I asked Ken's wife Mary Jo if she had a "Honey Do" list for him. She replied, "No "Honey Do" list." Ken replied quickly, "But if she does I will wanna do them!" Good answer, Ken! Good luck with you retirement!

Holiday Hill News

Hello Coleman County and surrounding towns:

It’s been a long time since I have had an article in the paper and almost have forgotten how to write one. So here goes.

We have been having a lot of fun here on the hill with the new building and watching the construction crew. We get a daily report from our residents who keep an eye on it from their windows. It’s amazing on how detailed they are when describing the building. Come on up and see for yourself what is going on. We love to have you visit with our residents who look forward to visiting with you..

The Residents had a great holiday and got to visit with family and were able to go on several bus rides or should I say on our new bus on many trips and outings. Our residents love to have fun and eat out. If you are interested in volunteering with us on any of the bus rides please give us a call at 325-625-4157 and ask for Sylvia or Vanessa. This coming Saturday the activity department is planning to take the residents to a Gospel Concert in Bangs this Saturday. If you would like to go and help out please give us a call.

This past Monday was Billie Wheat’s Birthday and her family came to visit and celebrate her birthday. She had a small gathering of family and friends in the chapel. But what was so amazing is that her little great grandson decide to join us in the front lobby for sittercise to the delight of our residents, especially Mildred Seals, a retired former C.N.A. of Holiday Hill. I myself worked with Mildred Seals many years ago and she was a good worker very dedicated, caring and a good trainer.

Aidan Scruggs great grandson of Billie Wheat and Jane Hickman, both residents of Holiday Hill, is 6 years old, friendly, talkative and not shy at all. Both Great Grandmothers were so proud of their great grandson. After the sittercise class Aidan went around hugging all of our participants and the residents extended an invitation for him to come back again.

Also on January 8th of this month, the residents were treated to a special birthday party. Ruth Whitfield wanted her day to be special since she celebrates her birthday with Elvis Presley. Her nephew brought her a cake and they invited the residents to a jail house rock and roll party. They had fun rocking and a rolling to his music.

Other residents celebrating birthdays this month are: Louise Dwight, Katie Jones, Betty McClellan, Stella McClure and Staff celebrating birthdays are: Tracy Davis, Tiffany Pinon, Amber Parks, Betty Roberson, Charlotte Fenton, Jan Aristondo, Yumiko Kai and Elizabeth Maldonado. Join the residents and staff on their special day Saturday 23rd in celebrating their birthdays.

As you see our residents love to have fun whether its a party, sittercise, bingo, musicals, outings, trivia, learning new games, arts & crafts, cooking & baking class there is so much more we have to offer to our residents. We want to make this home comfortable and pleasant for them as well as for their family, friends, volunteers, visitors and staff.

Our staff strives to do the very best for our residents we could not do it without them they are the backbone of our nursing home. Thank you to all of our staff and family members that make our HOME, HOLIDAY HILL THE BEST NURSING HOME in Texas.

Account Set Up at CCSB & Bake Sale to Benefit CHS Employee...

An account has been set up at Coleman County State Bank to benefit Coleman resident Sharon Sledge whose 5-year old granddaughter has been critically injured in an accident in Italy. Sharon’s son-in-law is in the military and is stationed in Italy where the little girl was hit by a car, sustaining head trauma and two punctured lungs.

Efforts are underway to help Sharon get an emergency visa and plane ticket to go to Italy to be with her granddaughter and family.
Also, a Bake Sale will be held this Sunday, January 24th at Shoppin’ Baskit from 11:30 a.m. until 1:30 p.m.

Sharon works in the cafeteria at Coleman High School and will greatly appreciate any help received. For more information or to donate baked goods, call Carrie Holloway at 325-636-3268.


Junior Class Meeting This Thursday

The junior class parents (Class or 2011) will have a meeting on Thursday, January 21 at 5:15 in the Coleman Elementary library. We will discuss fundraising and plans for the after prom celebration in May. We need all parents to attend to help make this a success for all students.

Staff development begins with the T3 grant in Novice

Staff development for the Coleman County T3 grant (Target Tech in Texas) has begun. Novice teachers kicked off the training last week at the Coleman Public Library. John Mark Weatherred of Pearson led the sessions and will be the primary presenter for the other county schools as well.

Each district chose the technology best suited to their own classrooms. The goal is for all Coleman County schools to become 21st century classrooms with total integration of technology in all areas of the curriculum. There are many areas where the districts’ choices overlapped; also a few differences. Novice is equipping each teacher’s room with a teacher laptop, document camera, projector and interwrite Mobi. Santa Anna has chosen SMART Boards for their classrooms while Panther Creek and Coleman went with Promethean Boards. All four of the districts will have comparable equipment and the teacher training will be very similar also.

Last week’s training sessions were the first round of technology training for the current county-wide T3 grant. The library’s Tillman Community Room proved to be an excellent facility for the task at hand. Novice teachers, with their new laptops and instructor’s Mobis, were able to access the internet sites via the library’s wireless network while Mr. Weatherred modeled the instruction process on a projection screen. Each teacher attended a three and a half hour introduction on Monday or Tuesday. Mr. Weatherred came to the Novice school classrooms on Wednesday to demonstrate sample lessons and help the teachers plan for their first presentations. Representatives from Santa Anna and Coleman, as well as other community members, were also present during the presentations. Additional training will be held at each of the districts in the coming weeks.


SAHS COLLEGE FINANCIAL AID WORKSHOP ADDS NEW ELEMENTS

On Tuesday, January 26, a Cisco College financial aid officer will present information on the financial aid process relevant to all levels of education, technical school to four-year University. The workshop, which will be held in the SAISD library at 6:30 p.m., will address the Pell Grant Application, scholarships, loans and the loan procedure, and financial aid scams. The program should last approximately one hour, with time for individual help and/or questions to follow. Refreshments will be provided.

Recently added to the program is a presentation by Central Texas Opportunities concerning financial aid for targeted career training in programs such as Certified Nurse Aide and Wind Turbine Technician. CTO will also make available information concerning the Individual Development Accounts program for students and their parents for education, home ownership, or business creation. CTO will also explain their free Income Tax Preparation services for the public.

ATHENS, Texas—O.H. Ivie Reservoir and other West Texas lakes suffered from drought from the late 1990s until 2004, when rains came again.

The drought took two forms: low water and few big bass caught.

The fish drought ended January 16, when Ben Blaine of Merkel landed a 14.02-pound largemouth bass from O.H. Ivie. It became Toyota ShareLunker No. 475.

“We’ve been expecting it,” said Bobby Farquhar, Texas Parks and Wildlife Department (TPWD) inland fisheries regional director from San Angelo. “About six to seven years after the end of a drought you usually see the big fish start to come out.”

Blaine caught his fish at 5:00 p.m. in 12 to 15 feet of 48-degree water on a DD-22. The fish was 25.5 inches long and 21.25 inches in girth.

Five ShareLunkers have come from the lake previously: three in 2000 and two in 2002. “All those fish were from the original stockings in 1990 and 1991,” Farquhar said. “When the lake went down, we had too many bass, and they didn’t grow. We changed the regulation to let anglers keep two fish under 18 inches, and that plus the rise provided better conditions. There were lots of adult fish in the lake, and they produced strong year classes in 2004 and 2005. I would not be surprised to see more ShareLunkers. We’ve had several reports of 12-pounders being caught in the last year.”

Anyone legally catching a 13-pound or bigger largemouth bass from Texas waters, public or private, between October 1 and April 30 may submit the fish to the Toyota ShareLunker program by calling program manager David Campbell at (903) 681-0550 or paging him at (888) 784-0600 and leaving a phone number including area code. Fish will be picked up by TPWD personnel within 12 hours.

ShareLunker entries are used in a selective breeding program at the Texas Freshwater Fisheries Center (TFFC) in Athens. Some of the offspring from these fish are stocked back into the water body from which they were caught. Other ShareLunker offspring are stocked in public waters around the state in an attempt to increase the overall size and growth rate of largemouth bass in Texas.

Anglers entering fish into the Toyota ShareLunker program will receive a free replica of their fish, a certificate and ShareLunker clothing and be recognized at a banquet at the Texas Freshwater Fisheries Center in Athens on June 5, 2010. In addition, if a Texas angler catches the largest entry of the year, that person will receive a lifetime fishing license.

Coleman County Electric Cooperatives Scholarship Award Rules

Purpose
The Coleman County Electric Cooperative provides financial assistance for qualified individuals who are seeking an institution of higher education.

Eligibility
The scholarship is available to 2010 high school graduates who will be attending a college, technical school, or university as a freshman. Other qualifications are; you must be a child of a member, a grandchild of a member, or child of a legal guardian who is a member of Coleman County Electric Cooperative. The applicant must be residing with the member and within the Coleman County Electric Cooperative service area.

Average retail gasoline prices in Texas moved just 1.3 cents per gallon in the past week, averaging $2.58/g today. This compares with the national average that has stayed flat, moving just 0.8 cents per gallon in the last week to $2.73/g, according to gasoline price website TexasGasPrices.com.

Including the rise in gas prices in Texas during the past week, prices today are 88.1 cents per gallon higher than the same day one year ago and are 16.6 cents per gallon higher than a month ago. The national average has increased 13.9 cents per gallon during the last month and stands 91.2 cents per gallon higher than this day a year ago.

Local Welfare Board hosts adoption display at Stock Show

The Coleman County Child Welfare Board and the Heart Gallery of Northwest Texas teamed up to host a child adoption display at the County Stock Show. The Heart Gallery of Northwest Texas promotes adoption through their displays at local events like Coleman's stock show. The displays feature portraits and stories of adoptable Texas children. The Heart Gallery says, "Through the power of the camera lens, the Heart Gallery hopes to unite these children with a forever family. These portraits offer window into the worlds of these children and raise awareness of the many adoption opportunities right here in [Texas]."

Circle C Cattlewomen award $1,425 in prizes to Stock Show Youth

The Circle C Cattlewomen awarded those participating in the Steer Division of the Coleman County Stock Show $1,425 in prize money. The Circle C Cattlewomen promote the cattle industry by conducting fundraisers year round to support events like Santa Anna's Funtier Day brisket cook off, sponsoring beef dishes at the County Food Show, hosting the annual Cattlewomen's Ball and a Father's Day promotion, and supporting West Texas Rehab. The ladies also award two scholarships per year to recent graduates or students currently enrolled in an agriculture major in a college or university.

This year the Cattlewomen awarded each Steer Show participant $50, Breed Champions $75, Reserve Champions $50, Junior Showmanship $75, Senior Showmanship $100, Reserve Grand Champion $75, and Grand Champion $100. The Circle C Cattlewomen currently host around 50 members and meet the 2nd Tuesday of the month.

The Coleman Museum at Heritage Hall, 400 W. College, will be closed for maintenance and changing of exhibits until Saturday, March 6th, hours are 10:00 am to 4:00 pm. Several special exhibits are planned for 2010 and will include local and area residents and their unique interest as well as exhibits of interest of Coleman history.

The South Coleman County Fire Department will meet Saturday, January 23rd at 7 P.M. at the Voss Community Center. A Spaghetti meal will be served, and those attending are asked to bring desserts.

A business meeting will follow the meal with the election of officers. All members are encouraged to be present, and visitors are always welcome.

Art League Meeting this Thursday

The Fine Arts League of Coleman Co., Inc., will have its regular monthly meeting Thursday, Jan. 21 at 6 pm in the First Coleman National Bank Club Room.

The program will consist of a presentation of some of the history of the art league since its inception in 1991:

Sherrell Hazlewood, President, will provide a power point presentation on the NEW DIGITAL PROJECTOR, purchased with some of the funds from the Coleman Foundation grant. Sherrell has gathered data and photos from early days of the League which will be of interest to all – some of whom have been involved since the beginning. You are invited to come and reminisce.

The members will each bring an item of their creation – painting, sculpture, quilting, glass and whatever. After a short business meeting, refreshments will be enjoyed.

Coleman County Retired Teachers to Meet January 21st

The Coleman County Retired Teachers will hold their January meeting January 21 at Hidalgos at 11:30.


The group now has 51 registered members local and non-local residents. Wouldn't it be nice if 50% of these would be present?  Coleman County has many, many more retirees and we encourage to join the Texas Retired Teacher Organization so Coleman Retired Teacher's and Retired Personnel's voices can be heard in Austin this coming legislative year. Contact any retired teacher or Carloe Burroughs, Chairman for Membership, for information on joining. We always welcome any and all retirees. The BIGGER we are, the louder our voice !!

The program for this meeting will be on the new curriculum that Coleman ISD has adopted, C-Scope, and Lorrie Payne, Curriculum Director, will be bringing the program.  She will explain the new curriculum, how it is presented, and the scope of it through the various classes.  Just remember, Once A Teacher, Always A Teacher as we are enlightened with today's methods.

In the business meeting, members need to turn in their Volunteer Hours and Walks A Million Steps for the state summarizations.  You will find forms for these in your year book.  If you can't be present, please contact Sue Ragsdale, president, with this information.  Her address, email address and phone number is in your year book.

We will have the drawing for a door prize , so come prepared to buy a chance on it.  All money goes to the scholarship fund.

Coleman County Retired teachers have been very busy in the last few months. Gathering books for all per-kindergarten and Kindergarten students in the four county schools.  Over 90 books were distributed to these students. Then, the Retired Teachers were graders for the Junior High UIL meet in December.  We have enjoyed working with the Students and schools, and consider it an honor to stay in touch with our schools.

Rain stays in the forecast through Friday night, courtesy of an upper level low spinning eastward along the Texas Gulf Coast. The low has brought very heavy rain to areas such as San Antonio, but it's too far south to give us significant rain. Being on the northern edge of the system, only light rain for our area. Fog will be an issue tonight and again Saturday night, due to wet ground conditions. Overnight lows in the low to mid 40's can be expected each night through the middle of next week. Afternoon highs in the middle 50's Sunday will be replaced by the middle 60's Monday through the middle of next week. Looking ahead to the next rain chance, a possibility next weekend on the 23rd.

County Commissioners Table Issues for Next Meeting

On Monday the Coleman County Commissioners met for their first meeting of 2010 to discuss matters pending approval and issues that must need more deliberation, therefore, some issues were tabled for the next meeting scheduled at the end of the month.

The minutes from the December 28th meeting were read by County Clerk Stacey Mendoza and were approved.

To begin the current meeting the consideration for approval of Joe Watson’s resignation as County Constable was requested. Due to the approaching end of Watson’s term as Constable and his unawareness of a Constitutional clause, Watson applied for County Judge. Article 16 dictates that if an official applies for another position while still in their current position that they automatically given their resignation. This is an unusual predicament which has brought together the Commissioners, Stacey Mendoza, as well as County Attorney, Joe Lee Rose. All have been researching the technical stipulations of Article 16. The Commissioners must decide whether to search for a new candidate for the Constable position now or wait until the November election to see if anyone applies. Currently, Watson will remain Constable until a decision is made on how to proceed. The members of the meeting voted to continue the discussion at the next meeting.

The next objective to be considered for approval was to hire Darlene Huddle as the part time clerk in the District Clerk’s office. She has been in the position since December 14th. The Commissioners and Judge Hobbs unanimously agreed.

The renewal of bond and oath of County Clerk Stacey Mendoza was requested as the next matter to consider for approval. Due to Mendoza’s term period and the election falling on this New Year, she must receive approval to officially renew her position. The Court again unanimously agreed to approve.

As the 2010 Primary Election approaches on March 2nd, the contract with the Primary Election Service with each party must be confirmed. The contract confirms that Coleman County be responsible for the early voting expenses and the Election Day be held responsible by the service.

The next issue to review and consider for approval was Window Operating Company to inject natural gas into wells in the County. A telephone call was received recently inquiring the County’s approval for their project. Not enough information was provided by this company and the Court decided to table this matter until further notice.

The meeting came to a close with finalizing quarterly statements of accounts and paying current bills. Precinct 1 had $1,181.05, precinct 2 had $1,308.42, precinct 3 had $1,494.49, and precinct 4 had $10,378.22 in expenses.

The next Commissioner’s Court meeting is scheduled for January 25th at 9:00AM.


CITY COUNCIL HOLDS SPECIAL SESSION TO CONSIDER TWO ITEMS

The Coleman City Council called a special meeting yesterday at 5:00 p.m. All council members were present except Mayor Pro Tem Plummer. The council covered two agenda items. The first agenda was Resolution # 10-01 which asked council to authorize the City Manager to apply for a Flood Protection Planning Grant with the Texas Water development Board.
 
The Texas Flood Protection Development Board deemed Lake Coleman's dam a high risk construction. The State is requiring the City of Coleman to create an emergency plan that encompasses professional hydraulic assessments. City Manager Larry Weise predicts that the cost of the project will range from $130,000 to $150,000. City Manager Weise asked council to approve his request to seek a Flood Protection Planning grant which would allow the City of Coleman to potentially match funds instead of paying the project in full. The grant would allow a 75/25 payout on the flood protection project.

Next, City Council considered another agenda item from City Manager Weise relating to utility systems and current contract performance. The City Council motioned to move into executive session for the utility report. We have more on the utility report and contract performance developing.

Gov. Perry Sends Search and Rescue Teams to Aid Earthquake Victims in Haiti

AUSTIN – Gov. Rick Perry today sent Texas Task Force One, the state’s elite search and rescue team, to provide assistance in the aftermath of Tuesday’s earthquake in Haiti. He also sent a letter to President Barack Obama offering additional state disaster response resources to assist emergency response teams, rescue workers and medical personnel. Since the U.S. Agency for International Development (USAID) is leading and coordinating the U.S. response effort to this disaster, Texas must receive federal authorization before state resources can be deployed.

“In the wake of the catastrophic earthquake in Haiti, Texas is standing by to deliver much needed assistance and supplies to the victims of this disaster,” Gov. Perry said. “Already this morning a team of brave men and women from Texas Task Force One departed for Haiti to provide vital search and rescue assistance. Our thoughts and prayers are with the victims, rescue personnel and medical workers in Haiti as they continue to cope with the aftermath of this quake.”

Texas Task Force One is capable of responding to mass-casualty disasters and is trained and equipped to locate and rescue people trapped by collapsed structures in confined space in highly populated areas.

Additional state resources available for deployment include:

Medical Personnel:
· Medical Assessment and Coordination Team with 4 personnel from Texas A&M/University of Texas
· TxMAT (Texas Medical Assistance Team) - 2 teams – 7 personnel each; one from TX A&M and one from Angel Staffing – 1 physician, 2 nurses, 2 paramedics, 1 respiratory care
· Department of State Health Services (DSHS) Command Assistance Team (1 team of 7 – 10 personnel) – from DSHS central and regional staff; incident management team
· Community Assessment Public Emergency Response Team (CASPER) 3-5 person team to augment U.S. Public Health Service

Medical Supplies:
· 40 shelter push packs – support 100 people for three days with over-the-counter medications and other shelter supplies
· 40 shelter supply augmentation kits for infection control focused on preventing infectious disease, including gloves, masks, sanitizers, etc.

Medical Equipment:
· 2 mortuary refrigerated trailers with body bags and supplies

Baptist Child and Family Services: San Antonio (Shelter Medical):
· Two 500 bed shelters including tents
· 70 staff for Incident Management Team
· 60 kilowatt generators
· Medical staff (nurses and paramedics)
· Communications package for satellite and local radios

Texas Baptist Men:
· Water purification equipment and personnel capable of providing drinking water for 65,000 people.

Texas Military Forces Aircraft:
· Two C-130s capable of transporting large quantities of equipment, supplies and personnel

TX A&M (Boat):
· 600 foot boat capable of housing responders

Search and Rescue: Texas Task Force One - TX A&M (already approved by federal government for deployment):
· Highly trained urban search and rescue team
· 80 personnel
· Search and rescue, K-9, logistics, communications and medical capabilities

Search and Rescue: Texas Task Force Two - DFW Area:
· Highly trained personnel to augment Texas Task Force One
· Conduct search of small structures

Texas-related volunteer organizations providing financial and other assistance in response to this disaster include The Salvation Army, Victim Relief Ministers, Billy Graham Ministries, Texas Baptist Men Disaster Relief, Southern Baptist Disaster Relief, American Red Cross, and Baptist Child and Family Services.

 


Teachers Announce Selections for Bluecat Elite

Coleman High School has an award program in place to recognize student leaders each six weeks. The criteria to be a recognized is no failures but does not have to be in the top of the class, no ISS/DAEP or disciplinary referrals and teacher recommended. The teachers are looking for students that are respectful, good citizens, not usually or necessarily recognized for other achievements or awards, someone willing to go above and beyond what is asked of them and shows initiative. The teachers nominate a boy and girl from each class these students are recognized as the Bluecat Pride. The students that have the most votes are the Bluecat Elite.

For the second six weeks the Bluecat Elite are seniors – Angelina Jones and Beau Mayo, juniors – Lisa Dees, Morgan Schumann and Marcus Aaron, sophomores – Nnehkai Agbor and Reid Needham, freshmen Sarah Wickson, Zayne Riggins, and Charlie Thomas. The Bluecat Elite are honored at a lunch and receive a Student Leadership certificate and gift card to an eating establishment in Coleman.

For the third six weeks the Bluecat Elite are seniors – Jacy Payne and Michael Watson, juniors – Kalie Diaz and Kelby McCorkle, sophomores – Gabby Roberts, Cody Cogdill, and Dillon Dority, freshmen Courtney Brown and Seth Ryan. The Bluecat Elite are honored at a lunch and receive a Student Leadership certificate and gift card to an eating establishment in Coleman.


States curriculum standards earn, "A" in national report

AUSTIN – A national report released today confirms that Texas does a superior job in crafting its own curriculum standards, which were created with input from thousands of Texans.

Texas, along with Alaska, has refused to join an effort this year to create national standards.

Education Week today released its annual Quality Counts report, which this year focuses on the national standards debate and examines the quality of work states have done independently preparing their own standards.

Texas earned a grade of „A‟ on standards, assessment and accountability, and ranked sixth in the country. The state earned a grade of 100 for both its standards and school accountability systems, and received a score of 86.7 for its student tests.

The report noted that 11 states said they had used the Texas standards when crafting their own standards.

“Today‟s Quality Counts report verifies what Texas leaders have been saying. Our standards are strong. They are models for other states. The Texas standards were crafted after receiving input from thousands of citizens while the national standards are being written without input from local educators, school boards or parents,” said Texas Commissioner of Education Robert Scott.

Texas also ranked sixth and earned a grade of „B‟ for a category called transitions and alignments, which examines early-childhood education, college readiness and economy and workforce.

Coleman Church of the Nazarene would like for you to meet their new pastor and family. There will be an installation service this Sunday, January 17th at 6:00 p.m. The church is located at 1016 S. Concho on the corner of 4th and S. Concho.

Pastor Joni Lancaster and her husband, Rick, come here from San Angelo, Texas with many years of ministry in the Nazarene Church. They have been involved in the church for over 25 years. Their ministry consists of working with children, teens, adults, and several years ministering to the senior adults. They have also been involved in work and witness trips to Mexico and Peru, bus ministry, and community service.

Rev. Joni Lancaster is an Ordained Elder and recently has been an evangelist in the Church of the Nazarene. She has over twenty-five years of ministry in preaching and teaching to all ages with over fifteen years of senior adult ministry.

Joni loves to share God’s Word of salvation, sanctification, holiness, and hope. She has held revivals, spoken at retreats for women, as well as married couples, supplied pulpits at several churches, and has been associate pastor in other churches as well. Joni loves to speak heartfelt messages guided by God and inspired by the Holy Spirit. These messages can be applied to everyday practical applications and circumstances. When people come to hear God’s Word, they will leave with a feeling of renewal and hope!

Joni and her husband Rick have three children and six grandchildren: son, Jason McMillan, his wife Lindsey, and their children, Gracie and Abby; son, Bodye Lancaster, his wife Amber, and their child, Avery; daughter, Casey Martinez, her husband Paul, and their children, Paul, Xavier and Sammuel. Rick and Joni currently have their nephew, Brandon Riley, living with them. All the families live in San Angelo, Texas.

City Shows Tax Rebate Gain For January 2010

The City of Coleman received a sales tax rebate check in the amount $50,002.40 for the month of January 2010, an increase of 16.13% over last year’s January payment of $43,053.83. Santa Anna received a rebate check in the amount of $9,059.44, an increase of 14.92% over the January 2009 payment of $7,883.20.

Leaday Baptist Church Service Cancelled This Sunday

COLEMAN HEALTHCARE CENTER WELCOMES NEW ADMINISTRATOR

The Coleman Healthcare Center on South Commercial has a new administrator on board now that Jimmy Simpson has retired from the job.

Pamm Dickey, from Oklahoma, began the job on December 21, and, according to Dickey, she is “ready to fit in and be a citizen of Coleman.”

Dickey chose the position in Coleman over several others she interviewed for because she liked the friendly people she ran into in Coleman and liked the town in general. Her family is still in Oklahoma, but she says Coleman is a doable commute to visit with her grandchildren—a major consideration in her decision.

Coleman Healthcare Center is one of many healthcare centers operated across Texas by Senior Living Properties, LLC, based in Grapevine. According to Dickey, the home has 48 rooms and currently has 34 residents. She is hoping to increase the number of residents during her tenure with Coleman Healthcare. “We employ 35 people here and we want to see the home fully utilized.”

“We have rehabilitation services that offer therapy for hip and knee replacements, and any other therapy one might need,” Dickey offered, “and we have respite care as well.”

The Center also has a van to take residents on short shopping trips, to doctors’ appointments, dialysis appointments, etc,, and even a once a week trip to the Senior Center for lunch.

The Center is doing some remodeling of the rooms, mostly cosmetic, Dickey said, and she has other plans to spruce up the exterior look as well.

“I have talked with the new horticulture teacher at the high school about using our facility as a test site for landscaping,” Dickey said. She’s hoping for new curb appeal with the help of the Ag students.

Search for the Stars is on the horizon!

The annual Search for the Stars is coming up in Coleman, Texas. Mrs. Barbara Brown and the C.H. Hale Prostate Cancer Foundation will be hosting their annual Search for the Stars Talent Show in the Coleman High School Auditorium on Saturday, February 20, 2010. The talent show benefits the C.H. Hale Scholarship Fund. The C.H. Hale Prostate Cancer Foundation is a 501 C (3) non-profit organization. This year there will be two categories, Song and other talent. Prizes will be given for 1st, 2nd, and 3rd place winners of each category. The two divisions are the Jr. division-ages 5-12 and the High School division-ages 13-High School. Prizes will be awarded only to students who are school age and participate in the talent show, but anyone is welcomed to show their talents for additional entertainment. STOLEN VEHICLE IN COLEMAN COUNTY LEADS TO POLICE CHASE AND ARREST

At 8:50 p.m. last night, Kirk Cleere of San Angelo was traveling through Coleman where he stopped at the 7-11 convenient store between Walnut Street and Commercial Avenue. He went in to the store but when he came out his 2007 Toyota Tundra pickup was gone. He left his wallet in the vehicle. Upon notifying his credit card companies that the cards were missing, he learned that his credit card had been used to purchase gas in Baird, Texas.

The Coleman Police Department notified the Callahan Sheriff's Department. The Callahan Sheriff's Department notified the convenience store where the gasoline was purchased, whereas they obtained a description of the perpetrator. At that time, the Coleman Police Department used the description to identify Robert Ray Floyd (residence unknown, age 24) as the suspect.

Shortly after obtaining his identity, officers from Callahan and Taylor counties located the vehicle on Interstate 20. After a brief vehicular chase, Robert Ray Floyd abandoned the vehicle and fled on foot. Officers were unable to located Floyd Monday night.

Tuesday morning Coleman Police Department received information from Mr. Cleere's credit card company that alerted officials that someone was trying to use Cleere's credit cards in the City of Abilene. The Abilene Police Department officers located Floyd and maintained a surveillance until the Coleman Police Department obtained an arrest warrant. Upon attaining a warrant, the Abilene Police Department arrested Mr. Floyd and he is being held in Taylor County Jail on unauthorized use of a vehicle charges from Coleman County, evading arrest with a vehicle charges from Callahan County, and credit card abuse charges from Taylor County.

The vehicle was released back to Mr. Cleere without damages to the vehicle.

Christmas is a time when families gather and enjoy being together. This Christmas we had the pleasure of having family come to our house in Diboll, Tx. After staying up very late Christmas night enjoying time together I went to bed after midnight. My daughter woke me up around 1 a.m. telling me Aunt Brenda & Uncle Michael’s house was on fire. Michael and Brenda Worsham’s house in Coleman burned to the ground that night.

As the family gathered in my kitchen early in the morning of the 26th we were all in shock. Not being able to do anything made the feeling worse. The amazing thing I noticed was the phone calls that started to come in. The next day was very sad as the reality of it all settled in, but the phone calls and text messages the Worsham family were receiving was a sign of things to come.

The following morning as they were preparing to leave a sudden sadness and helplessness came over me. The drive from Diboll to Coleman is about 6 hours. I couldn’t just get in the car and drive over if they needed anything. Families should be there for one another and I knew I could do no more than listen over the phone by text or calls.

Since their arrival back in Coleman, 90% of their text were totally amazing. The people of Coleman had rallied around them and have helped them build their life back from the ground up. This past weekend we were able to make that drive to Coleman for the Starting Over Shower and the Benefit Dance/Auction that was held for the Worsham family. It was totally amazing for me to see the out pouring from the people in your small town. The love that was shown touched my heart.

I would like to say Thank You to the town of Coleman for accepting my family and taking care of them. It has settled my mind knowing that they are being looked after, loved and taken care of by people with warm loving hearts. I hope your town never looses that for that is what sets your town apart from other towns.

Coleman ISD Announces January 2010 as School Board Recognition Month

Governor Rick Perry has proclaimed January as School Board Recognition Month to help highlight the contributions of dedicated men and women who take the time to care about our local schools. The Coleman Independent School District will join districts across the state to thank board members for voluntarily tackling the enormous job of governing local school districts.

“As advocates for our children, school board members face difficult challenges. These local citizens, our neighbors, are elected by the community to make critical decisions that directly affect the future of our youth. They work tirelessly, devoting countless hours to help ensure a quality education that will lead our students to success,” said Royce Young, Coleman ISD superintendent.

“Our school board members are a vital link between the community and the classroom. They bear responsibility for an annual budget of $8 million, 960 students, 175 employees, and three campuses. Their job is not an easy one, but they have a commitment to serve their community and ensure that all students are given every opportunity to excel through education. Help us show appreciation to these board members for giving of themselves and caring so much about every child enrolled in our schools,” Young said.

2nd Annual Youth Art Show Sets Entry Date

The 2nd Annual Youth Art Show (YAS), sponsored by the Fine Arts League of Coleman County in conjunction with the Coleman Public Library will be held at the library February 2, 2010 through February 6. Entries will be accepted Friday, January 29th or Saturday, January 30th, during regular library hours. The YAS is open to all students and is dedicated to the artistic and educational advancement of our young people. The purpose of this event is to provide young people interested in art the opportunity to exhibit their work in competition. It is a valuable tool to encourage the appreciation of the arts by the youth.

Rules of entry: 2 pieces artwork each student
Paintings in any media are accepted in size up to 18x24. All work must be the original work of the student. Works deemed inappropriate for public display (by building management where exhibit occurs) may not be exhibited. works too large or unstable may also not be exhibited. Liability: the student and parents assume responsibility for all artwork. Questions may be directed to Robin Black 325-636-8818 or the Library.

BADF Heart of Texas Chapter Special Hunt “A Father’s Wish”

Tim Schoen, president of the BADF Heart of Texas Chapter, received a special request in December 2009 from a man wanting to be able to go on his eight year old son’s first hunt. After finding out all the details, the chapter went to work on finding a ranch to sponsor the special hunt. You see this was not just a request for a father to get a hunt for his son, it was a wish to go on a first time hunt with his son, one that could possibly be his first and last opportunity to hunt with his son.

Jacob Zamira is a United States Army Veteran of who bravely served his country in Bosnia and the first Gulf War. Jacob suffers with a paralyzing disease that is eating away at his sight and mobility. It was “A Fathers Wish” that Jacob get to hunt with his eight year old son Timothy, before it was to late for him to be part of the that great experience in his son’s life.

Larry Hart, BADF Heart of Texas Chapter Youth Director, found a perfect ranch to sponsor the hunt for the Zamira’s. When Larry told Jerry Ellis, ranch manger for the magnificent 5000 plus acre Fojtasek Ranch, of Jacob’s wish, Jerry could not wait to be a part of the hunt. The date was set for the hunt Jan. 8th - 10th, 2010. Jerry spent countless hours scouting for the perfect buck on the ranch for the father-son hunt and patterned a 145 to 150 class whitetail for young Timothy to harvest.

Larry, Tim, Jacob and Timothy arrived at the ranch late Friday evening and got settled in for the following Saturday morning hunt. Jerry met Jacob and Timothy at 6 am Saturday morning and took them to the blind where they would be hunting. A cold front had blown in earlier in the week and temperatures fell in Central Texas to single digits and continued to stay cold throughout the weekend. They saw a lot of young bucks that morning and a small band of fallow deer, but the big nine they were after did not show. The afternoon hunt went about the same. The fallow deer had run the big nine out of the area and a new game plan had to be made.

During supper that evening, Jerry asked, “Larry, I know Buckmasters would like for Timothy to harvest a whitetail buck, but that white fallow buck has them all spooked”. Jerry said, “You think it would be alright for Timothy to harvest that fallow buck?” Larry said, “Are you kidding that would be a trophy of a lifetime for this young hunter and a father’s wish come true. Jerry asked Jacob and Timothy if that would be alright with them to take the fallow buck and you should have seen their reaction. They could not even imagine in their wildest dreams of getting a chance at such a trophy animal.

The stage was set Sunday morning to try and harvest the huge white fallow buck. Jerry, Jacob and Timothy got to the stand just before sun up and settled in for the hunt. It was not long before the whitetail bucks started coming in to the area and just like the previous two hunts; the huge fallow buck showed up and ran them off. Jerry instructed Timothy to get ready to take the fallow buck when he turned for a good broadside shot. The buck finally settled down to a casual eating pattern and gave Timothy a perfect seventy yard shot. Timothy stood up and put the crosshairs of his 223 cal. rifle square on the bucks shoulder and squeezed the trigger. “A Father’s Wish” came true as the white fallow buck dropped straight down. When they got back to camp, Tim and Larry could not hold back the emotions they felt for this father-son experience. Nothing in the world could have touched them more than seeing Jacob’s joyful tears and Timothy’s beaming smile as they posed together for pictures with their magnificent trophy.

The Heart of Texas Chapter of the Buckmasters American Deer Foundation would like to thank Jerry Ellis and the fine folks of the Fojtasek Ranch for making Jacob’s and Timothy’s dreams come true. A workday was held on December 17th to set up pens for the upcoming Coleman County Livestock Show.  Many volunteers showed up and got the job done within 11/2 hours. 

Final Numbers for the Stock Show Are In!

Final numbers for the Coleman County Livestock Show are in. The total number of entries for the show are 372 compared to 367 in 2009. By species the total number of entries are as follows: 73 lambs, 158 hogs, 17 steers, 88 goats and 36 pens of rabbits. Entries are up, 5 more entries than last years show.

The 79th Coleman County Livestock Show will begin with weigh-in of the livestock on Saturday, January 16th after the Coleman Chapter Show, in the Goree Expo Center. A devotional will be given by Rev. Kermit Sorrells at 11:45am on Sunday, in the Expo Center, as many of our participants have to miss worship services because of the show. The Swine show will begin at 12:00 noon on Sunday, January 17th. Rabbits will weigh in at 1:00 pm and show at 2:00 pm on Sunday. The Little Britches Show will be at approximately 3:00 pm, during a break in the swine show. Steers will show beginning at 8:00 am on Monday, January 18th. The lamb show will begin at approximately 11:00 am or immediately following the steer show. The goat show will immediately follow the lamb show. The public is invited to come out and support the 4-H and FFA participants during the stock show.

The stock show sale is chaired by Patrick Justiss and will be held on Tuesday, January 19th, in the Bill Franklin Center, beginning at 12:00 pm with an awards program. Sale numbers may be obtained in the front office of the Bill Franklin Center prior to the sale. Add-on money will be taken in the office and forms will be available. Everyone is invited to purchase projects during the sale. If you can’t come to the sale but would like to make a purchase or add on money to projects, contact Patrick Justiss at Coleman County State Bank, prior to the sale. Come out and support our youth by purchasing livestock projects.

The Coleman County Education Extension Association will again have a concession and serve lunches at the stock show. The ladies always have a great concession and serve tasty lunches. The proceeds from their endeavors go to scholarships and to support the youth of our county in other projects.

Delta Omicron Sorority Hosts the West Texas Rehab Area Phone Bank in Santa Anna.

The excitement is building as West Texas Rehabilitation Center readies for its biggest night of the year – Saturday, January 16th – the date of the Center’s 40th annual Rehab 2010 Telethon.

Texas country music entertainer Jimmy Wayne will headline the five-hour telecast originating live from the Abilene Civic Center. Ten television stations, including KRBC-TV (NBC) in Abilene and KSAN-TV (NBC) in San Angelo, will televise Rehab 2010 where viewers are asked to commit their support for the WTRC program at facilities in Abilene, San Angelo and Ozona.

Rehab telethon 2010 will also be streaming live on BigCountryHomePage.com.
A direct link to the video will be available on the Rehab’s own website, WestTexasRehab.org.

Sharing the stage with Jimmy Wayne will be hosts Red Steagall, Texas cowboy singer/poet and Charlie Chase, Nashville television personality. Also providing entertainment will be popular “regulars” Bill and Susan Hayes, Brad Maule, Twyla Foreman and the Rehab 2010 Orchestra.

The Delta Omicron Sorority of Santa Anna will be hosting a local area phone bank along with other communities in the Big Country. PRESENTATION ON COLLEGE FINANCIAL AID SCHEDULED

On Tuesday, January 26, a Cisco College financial aid officer will present information on the financial aid process that you and your child are beginning now. The workshop, which will be held in the SAISD library at 6:30 p.m., will be relevant to all levels of education, technical school to four-year University. Topics to be addressed include the Pell Grant Application form, scholarships, loans and the loan procedure, and financial aid scams. The program should last approximately one hour, with time for individual help and/or questions to follow. Refreshments will be provided.

This workshop information will be applicable to any school, university, or training program after high school. It will be especially helpful in reference to the Pell Grant application, which is the common starting point for all financial aid. Also information will be available concerning area colleges and universities. If you have questions about this important workshop, please contact the counselor at 348-3136, during school hours.

TEEA to Host Concession Stand for Stock Show

TEEA members from Coleman Co. will be in charge of the concession stand at the Stock Show again this year. We have two clubs, Good Neighbor and Gouldbusk Homemakers. The proceeds are used for a scholarship and to fund several 4H activities during the year. The concession stand will be open Sat. – Tue. with a variety of foods. We will be serving a Sun lunch beginning at 11 am, with Roast, gravy, mashed potatoes, green beans, salad, roll and drink for $6. Mondays lunch beginning at 11am will be Chili, cornbread and drink $4 or Beans, cornbread and a drink for $2.

Worsham Family Concert Benefit Raises $3,500

Coleman once again showed their love for their neighbors on Saturday night. There was a benefit held for the Worsham family, (the Worshams lost their home to a fire a day after Christmas), at the Bill Franklin Center. A large crowd came out to show their community support, as well as listen to four bands play.

The night began with a silent auction. Many local businesses donated items to this benefit. The first band to play was "Last Call." This is a group of high school kids who rocked the house.

The next band up was "Barbwire." This band showed off their original song "Stomping Ground," a foot- stomping Country Rock tune with a hip hop rap mix thrown in the middle. The third band was "Four Barrel." These four guys from Santa Anna feature two brothers who ROCK the lead and base guitar.

Before the last band came on, Brandon Worsham, a model in New York and son of Michael and Brenda Worsham, was "auctioned off" for a date for the night. The lucky winner was Keagan Slayton. The last band to play was "Boon Cook and The Remains". Boon brought a wide variety of original songs that they are hoping to record by this summer. The crowd ended the night by presenting The Worshams with a money bag containing $3,500!

A big thanks needs to be said to all who donated money, auction items, food and other supplies. Thank you to all who attended the benefit and those who volunteered! You are why this benefit was successful!


HWY 67 FIRE CONTAINED QUICKLY

A grass fire broke out on Hwy 67 a few miles east of Valera on Saturday. The fire was believed to be started by a passing train. As the fire progressed it jumped Hwy 67 and burned the pasture across the road. The fire was quickly contained.


Save the Date! Coleman Public Library 125th Birthday

Save the date for the commemoration of the Coleman Public Library serving 125 years. The library will be hosting a celebration on Tuesday, January 26th at 5:00PM. The library will be honoring organizations and individuals in the community that have given their support and time. Also, special guest and Texas State Librarian, Peggy Rudd will be the key speaker. Hors d’oeuvres and a birthday cake will be served.

The library association began in 1885 by the citizens of Coleman and led by Reverend W.B. Bloys. The Coleman Public Library was among the first to be publicly organized in Texas. By March of 1885 a small collection of books arrived and the library was located on the third floor of the Courthouse. Then it moved to the L.E. Collins Drug Store and then again to the back of J.F. Gordon’s drug store. With only temporary spaces available and more women’s’ clubs organizing in the community, there was a vote to raise money for a building that they could all share.

After a long grueling year of raising money from each woman’s study club, they were ready to begin building. The building was located at the northwest corner of the courthouse square. The library held a 400 book collection. Many changes occurred in funding and librarians. Mrs. J.A.B. Miller has been accredited with saving the library from closing as she worked for free until financial problems were resolved.

In 1983 the building which the library is currently resides had an open house and the community attended in masses. Community support from the City Council and local businesses has helped with volunteering their time, labor, and donations. The Friends of the Library and the Library Board currently work with Sue Dossey to maintain budgets and activities.

The Coleman Public Library is a valuable resource in the community. The public is granted access to a large book collection that is kept current, video cassettes, DVDs, and broadband internet. There is also a special Texas history section with antique books and directories. Microfilm of old magazines and newspapers are also now available on the computer for easier access.

Each year the library also sponsors a summer reading program and other activities for the children in the community. These programs encourage kids to continue to read and use their imaginations. Parents have taken advantage of these opportunities.

This past year the library has been through space additions and some renovations. Two rooms have been remodeled into meeting areas and can also be rented for special events. The upper loft area is also in transition to be the Youth Center meant for teenagers. The Coleman High School Art Club has also contributed a bright fun mural for the area.

The library welcomes the public to see all the innovative updates and celebrate their birthday. Happy 125th birthday, Coleman Public Library!
