New "Burn Ban" Stipulations for Welders
3/31/2009
The Commissioners' Court met on Tuesday morning. In attendance were Judge Jimmie Hobbs, Johnny Mike Stephenson, Mark Williams, and Allen Davis. Billy Don McCrary was absent due to illness. Following the "Courthouse Restoration" presentation
(separate story to follow) from ArchiTexas, Inc, the commissioners moved to their usual meeting place and began discussing Burn Ban regulations. An amendment to the original document was discussed at great length. James Wright, Roy Poage, and Travis Goree gave their recommendations for special stipulations to be established for professional welders in the field. Their main concern appeared to be the interest of making EVERYONE aware of the dangers of welding during a Burn Ban, and to hopefully ensure that "common sense" is used. They included in their discussion a mention of absentee landowners and their responsibilities to their neighbors and the county. After discussion by the commissioners and Judge Hobbs, the court approved an amendment to the original Burn Ban document to include special provisions for professional welders. They will be similar to the following:
During a Burn Ban:
1. Welders will call the fire department and give the location of their current job. They will also be asked to fill out a form (to be provided by County Attorney Joe Lee Rose) to drop by the Fire Department. This form may include information such as: where, when, how many people will be on the job location, verification of water availability for flame-ups, verification of notification of neighbors to the site, etc.
2. Welders will be asked not to weld in extreme conditions as determined by Natural Resources Conservation Service (NRCS) guidelines, as used in prescribed burnings.
3. A spray-rig with water will be available on the job site.
Also approved were a proclamation in support of National Public Health Week, a resolution in support of Producer Takeback Recycling program, and a resolution in favor of Coleman County Victim's Assistance Grant (as requested by County Attorney Joe Lee Rose). The commissioners approved the purchase of 12 Burn Ban signs that will be placed on all incoming highways into Coleman County. Finally, the Waldrip Bridge letter will not be sent until further job site locations are specified. The Commissioners agreed there should not be a problem finding the necessary number of sites within the County.

School Board Accepts Resignations
3/31/2009

Monday's board meeting had a fairly short agenda. All board members and administrative staff were present. The meeting began with Mrs. Danna Dawson, CISD Art teacher. She gave a presentation to the board about the progress of the art program in the Coleman schools. She teaches art in both the Jr High and High School. Mrs. Dawson brought samples of the students artwork and explained some of the processes they used. The classes are presently working with clay and will be "firing" the objects they've created. Some of the projects she showed included artwork using hangers and pantyhose (left), paper maché, string art (right
), "scratch" art, single color drawings, positive and negative space, surrealism, and perspective drawings. The Board thanked Mrs. Dawson and complimented her on the work she has done with the talented students in Coleman.

The board then moved to the action items: they declared Sue Sloan and Billy Bledsoe (replacing Brent McMillan) as unopposed candidates and declared the School Trustee election for May, 9, 2009 cancelled. The board then hired all faculty presently under contract at all schools. They then accepted resignations from Edwin Brink - HS and Jr. H teacher/coach, Tommy Mac Connelly - HS Ag Teacher, and Pam John - Jr. H teacher. The 2009-2010 school calendar was approved along with the hiring of Christin Burris as an Adjunct faculty member.

One discussion item was the possible purchase of additional digital video surveillance equipment. The discussion stemmed from four instances of vandalism at the school which have not been solved. This item will be an action item at the next board meeting. Also discussed was school finance. Superintendent Royce Young gave the board some articles in reference to the "Stimulus Plan" monies that the school may receive, and future legislation on the topic. An information item was the amount of money the school received through the use of the CHS gym for basketball playoff games. The money was not a large amount, but Mr. Young noted that the benefits the community received from these games, for instance - restaurants feeding teams and parents, was worth the time and energy

VOLUNTEER CREW BEGINS WORK ON OLD ARMORY
COMMUNITY CENTER AND GARY JAMES MEMORIAL PARK

3/31/2009
   (by Montie Guthrie)
Despite cold, blustery conditions, thirteen hardy souls began cleaning and polishing the Park and Community Center last Saturday, March 28th. Inclement weather kept most of the volunteers inside the Armory, which was a good thing, as several pickup loads of rubbish were hauled to the dumpsters.

One major accomplishment was the installation of a new electric cook-top in the kitchen area. Purchased by the Santa Anna Economic Development Corporation, the new appliance was installed by the capable crew of Curtis Fellers, Ron Reece, and Harold Fahrlander.

Another important accomplishment was cleaning out the vault and storage area and the old Chamber Office area. Both these rooms had gathered fifteen years of things too vital to discard, but now worthless. Now that they are gone, workers can see what needs to be cleaned, which is a BUNCH!

Outside, in the Gary James Park area, members of the group pruned and shaped the Crepe Myrtles along the south side of the Armory, as well as some hackberry trees and random brush. The resulting trailer load of limbs and branches was hauled away to compost, leaving a much neater appearance all around.

Finally, workers picked up almost ten pounds of broken glass and twist-off bottle caps, which could have serious consequences for tiny, bare feet running through the park. Citizens should remember that Santa Anna City Ordinance prohibits glass containers anywhere on the Park and Armory premises. A fine is warranted for such possession.

A subsequent workday is planned, and as soon as those plans are final, the day will be publicized. Thanks go out to all who came to help: Gayland Edmiston, Gay Abernathy, Teri Edmiston, Shanna DeLeon, Rob Cheaney, Tom Guthrie, Lane Guthrie, James Pelton, John Hensley, Montie Guthrie, Curtis Fellers, Ron Reece, and Harold Fahrlander. Thanks as well as to the EDC for the new cook-top.
The next big project for the community is the clean-up this Saturday at the Cemetery. Be there or be square!

CCMC BOARD CHANGES MEETING TIME
3/30/2009
The Coleman County Medical Center Board of Directors met in their regular meeting on Thursday, March 26, 2009, at 5pm.

Maintenance Director Marvin Hale gave the Safety Report for calendar year 2008, stating that both patient and employee incidents have decreased from the prior year.

The board members approved the motion to move the board meeting time to
12 noon instead of 5pm. The regular meeting date will remain on the fourth Thursday of the month.

Administrator/CEO Douglas Langley presented the financial report for February, 2009 to the board, stating that everything continues to look good for the fiscal year so far, but also reminding the board that the summer months are coming up when the patient census will be significantly lower.

Langley also stated that the shed located behind the hospital, which was used as the smoking shed before the hospital became tobacco-free on March 1st, will be remodeled to make a storage shed.

In his Administrative report, Langley reported that the CCMC Ambulance Service made a small gain this year, with the help of the subsidies from the City and County, and suggested that the gain be put in a separate account to have for leaner times, or to save for a new ambulance. The board members put this report in the form of a motion, and approved Mr. Langley’s suggestion.

In other business, the board approved the purchase of a Baby incubator and three new hospital beds.

What an adventure!
3/30/2009  (Contributed)

God gave BattleCry @ The Cross the grace to take 80 people (20 leaders and 60 teens) to BattleCry’s Acquire The Fire in Dallas, Texas during the weekend of March 6th and 7th.

Due to the generosity of Coleman County Foundation, The Friends of Coleman County and Wind Clean this was an all expenses paid trip. Months were spent budgeting and planning meals and chartering buses. Buses are an expense, however we did not have to make unscheduled stops (restroom on the bus), and trained professionals are the safest way to travel.

We began Friday morning picking up teens from school, with a separate boys and girls bus(Yea!), Our first stop was Weatherford at Chick-Fil-A, then to the La Quinta Motel for a swim. Yes, almost all 80 people went swimming, pictures on www.mt25.net/BattleCry  from school to the pool!. Then we were dropped off to Goff’s Homemade Burgers (Yum!), then walked less than a mile to SMU coliseum, it was like moving an army every where we went. At SMU we all had floor seats, many times the speakers would walk down the aisle right past us!

With the first prayer, we saw most of the teens go to the front for prayer. The band “Unhindered” brought an awesome praise time with thousands of the teens hands in the air, jumping, dancing, truly enjoying the joy of the LORD! The Passion Drama “Here Comes Trouble” brought several teens to tears. That night getting them settled down and enjoying hearing the experiences of their 1st BattleCry, also was a time for ministering.

The next morning we had 80 people up, fed, bags packed and loaded on the buses (no time to come back to the hotel). Again “Unhindered” begins praise, followed with Ron Luce speaking; again many teens went for prayer. The Roly Poly Diner delivered lunch to us outside the Coliseum, and then several of our group was actually interviewed by BattleCry’s Teen Mania Media. Back inside

We were there when Michael Tait was 1st introduced as the new lead singer of NewsBoys, Mo showed her dancing ability to LeCrae’s rap. (Yeah right!) Other bands were Leeland and Jeremy Camp, with speakers Mike Guzzardo, Joel and Casey Johnson.

Again the buses pick us up to go to CiCi’s for all you can eat! We returned to the Passion Drama continued with actors coming out of the audience on each side of where we were seating. What a great affect this had on the teens; such an intense time as we saw teens laying down their unbelief, unforgiveness, hurts and make the decision to be saved, be delivered and be pure. For pictures of BattleCry @ Dallas go to www.The Beginning BattleCry

This all could not be done without the help of 20 leaders: Barry Wilson, Billy Bennett, Chuck Watson, Adrian Flores, Orvin Feliciano, Tootie Hernadez, Roger Nelson, Mitchell Nelson, Scotty Olinger, Corey Calvin, CJ Chamberlain, Craig Allen, Mo Wilson, Christine Allen, Cindy Watson, Tracy Dela Cruz, Veronica Flores, Donna Chevalier, Heather Olinger, Cindy Coghlan.

It was a big adventure, with 80 people it felt like moving an army each time we walked, boarded buses or ate. This is the 3rd year for Barry and Maureen to attend. The 1st year 7 people went to BattleCry’s Acquire The Fire in Dallas, the 2nd year there were 35 & this year there were 80 people including 60 teens!

BattleCry @ The Cross has decided not to take more than 80 in 2010 and is now accepting commitments from teens for next year’s event.

BattleCry @ The Cross meets Saturdays 5-7pm, afterward we take the teens to The Center. Some of the activities planned are: Pancake Olympics, Water Wars, trips to the lake and concerts and there is always food! The band “Adopted” leads praise, with ministry and prayer.

If you are a teen or know a teen that wants to make a change, make a difference, or needs a new start in life, needs encouragement or love, please contact us or come join us.

HUMANE SOCIETY POLICY REGARDING FOUND DOGS
3/30/2009

The Humane Society has three dogs that we know must belong to someone, but no one seems to be looking for them. That is the case with many dogs that we take in off the streets. So, we thought we would try again to reach as many as we can to let them know what they should do if they lose a dog.

The Chronicle-DV runs our classified ad in each issue that asks people who have lost a dog to first call animal control in Coleman (or contact City Hall in Santa Anna) to see if their dog might have been picked up. Secondly, we ask you call the Humane Society to see if we may know anything about the dog or have it in our possession. We always keep an eye out in the classifieds for missing dogs too and call families with missing dogs that might match dogs we have.

The Humane Society keeps adoptable strays at our foster homes in hopes the owners will be asking about their dogs. We advertise on the radio and web sites that we have lost dogs, but it is up to the owner to be looking for their dog.

The Humane Society keeps found strays for five days before we make a decision about placing them in our foster program. This is more time than they would be legally allowed at the City shelters.

Once unclaimed strays are brought into our foster program, they are the Humane Society’s property. They will be advertised on Petfinder.com and other web sites as “adoptable.” If someone recognizes their dog after it has been brought into our program, we will work with them about getting their dog back to its original home; but, we are not bound to return a dog once it has been missing and unclaimed for five days. In any case, any treatment it has received after the Humane Society has had the dog for five days must be reimbursed before a dog can be returned to its family. We will waive the adoption fee.

At present, we have a full-blood blue heeler, a small Chihuahua, and a small rat/fox terrier mix dog—all beautiful, friendly dogs. The terrier and the Chihuahua had collars but no ID. The blue heeler had no collar and could have been missing for days or weeks since he was starved when found south of town. Each of these dogs obviously came from a family situation. If you think any of these dogs might be yours, please call us at 325-625-4724 immediately to claim.

Although we take great satisfaction in rescuing as many dogs as we can with the few foster homes we have, the Humane Society’s primary mission with the funds it raises through our thrift store and other fundraisers is our spay/neuter program. It is the best way we have to cut down on the number of stray dogs and cats in our county.

We hope that the majority of people in our county are aware of this program. Applications for the discounted spay/neuter procedure are available at various locations, including City Hall in Coleman and Santa Anna, the Humane Society thrift store, and the Shoppin’ Baskit community bulletin board. Or you can call the Humane Society’s message number at 625-4724, and we will mail you an application.

This voucher is primarily for low-income families that can provide us with verification of some form of government assistance in order for us to offer the highest discount of 75%. At this time, we are offering a 50% discount to anyone even if they do not receive government assistance, but we trust that only those who truly have a financial need will make use of the voucher system.

3/27/2009
The gifted and talented program of Coleman I.S.D. accepts parent nominations. Parents of first through eleventh grade students who think their child might benefit from such a program are invited to nominate him or her.

A student that qualifies for this program may possess a number of the following traits:
• Reads at an early age and has advanced understanding
• Reads widely and intensively in areas of special interest
• Is highly curious
• Displays creativeness and inventiveness
• Appears to have remarkable ability in an academic area

Identification for entrance into the program will be based on a number of criteria with the selection being made by a committee of educators. Nomination does not necessarily mean acceptance into the program; however, it will initiate the identification process.

This program will require extra time and work on the part of the student involved, but most often produces a positive result.

Children already in the program need not be nominated as they will automatically remain in the program until exited.

Forms for nomination may be obtained from the elementary, junior high, or high school office. Nominations should be returned by Thursday, April 9, 2009.

A woman in a Man’s World!
3/27/2009 - by Kim E. Horne

You would think that being a police officer would be a man’s job, but not in Coleman, Texas. Coleman has three female police officers. This is a lot considering a town the size of Brownwood also has three. I recently got the opportunity to ride with one of Coleman’s female police officers, Tia Beasley. Tia is a 23 year-old who was raised in Brownwood. This is Tia’s first patrolman job. She told me that she could not imagine doing anything else!

Tia started her job with the Coleman police department in October of 2007. She has already had her share of on-the-job training! “I saw stabbings and a homicide right off the bat!” Tia told me. She explained to me that she liked working in Coleman versus working in a larger town because she is getting more experience here. With a smaller police force she is more likely to participate in investigations and arrests. She also likes working in Coleman because Police Chief Moses is such a great boss. “He treats us all like equals. He is very supportive and is a good teacher, with over 30 years of law enforcement experience. He guides us, but also lets us do our own thing at the same time.” I asked Officer Beasley about some of the cases she has been on since she has been on the force. She replied “I have worked burglaries, assaults, domestic violence, stabbings, homicides, traffic stops. You name it – it has happened in Coleman!” I went on to ask her if she had ever faced any discrimination as a female police office. She was quick to reply, “NO! Chief would not allow that! Really I just can’t think of anything like that ever happening while I have worked her.” She then turned to Police detective Phil Chambers and asked him if he had seen any discrimination toward women in the police force. Phil answered, “If anything, I would rather work with a female police officer. They make it easier to work with female suspects and they seem to be calming in what can be an intense situation.” He went on to tell me that criminals tend to be more respectful to female officers, they watch their language more. Whereas if it were him and another male officer they become aggressive - but if a woman officer walks up they calm down quickly.

Women will appreciate this difference between male and female officers: her gear makes going to the restroom interesting...she took off her belt that carries her gun, pepper spray, cuffs and other “cop” gear, and handed it to me. “WOW! This is heavy!”  The belt weighs somewhere around 25 lbs or more. Added to that is the protective vest she wears. “It’s all gotta come off!” Very hard when you can be called to duty any second.

The work hours are long and the job is dangerous but when I was talking with Officer Beasley I found that she truly loves this job. She became a police officer after working for the EMS and Volunteer Fire Dept. While working for these entities in 2006, a call was received to go to the scene of an accident. When she arrived she realized the person in the wreck was one of her best friends. He was involved in a drunk-driving accident. As she watched him die she realized she needed to do something to prevent this from happening to someone else. It was not two weeks later, again called to another drunk-driving scene that she had to see another friend die - that was when she made up her mind to be a police officer. “I just wanted to prevent that from happening to someone else. If I could stop someone from driving drunk, maybe I could save their life or someone else’s.”

Tia plans to stay with the Coleman police department for as long as she can but her plans for her future do include advancement to the Federal level. She truly loves protecting this town; she loves learning from Chief Moses and the experience she is getting. I enjoyed riding with her. She is respectful of all people and she does a great job. No rule bending for her, I believe she would give her own mother a ticket if she was breaking the law. So, if you see Officer Beasley out and about on the town, give her a big Coleman wave. She is doing a fine job for you.

No Fuel - Cause of July '08 Plane Crash
3/25/2009

The small plane that crashed on a ranch near Valera last summer at an Independence Day celebration apparently ran out of fuel.

That is the finding of a report on the July 5, 2008 accident that claimed the life of Brownwood fireman, and private pilot, B.J. Carnes.

According to the report from the National Transportation Safety Board, Carnes, 38, planned for and flew three low altitude passes, ending each pass with a pull-up. During the pull-up from the third pass, the airplane was seen to roll to the left, followed by a steep dive into a car parking area.

The airplane, a 2005 Shannon RV-8, crashed in a clear field that was being used as an automobile parking lot. The airplane impacted terrain and two parked cars. According to the report, the left fuel tank was compromised and no evidence of fluid movement damage was observed in the tank. According to the FAA accident report, the fire chief, who observed the crash and was one of the first to respond to the accident, noted no odor or liquid evidence of aviation fuel found at the accident site.

No fuel was observed during the engine exam, according to the report. According to the engine investigator, the propeller and engine case damage was consistent with that of an engine not developing power at impact.

Buy-In Waiver Extension Approved for Disaster Assistance Programs
USDA Extending Buy-In Waiver for Those Impacted by Natural Disasters
3/24/2009
Curtis L. Garrett, Executive Director of USDA’s Farm Service Agency in Coleman County announced today that producers who did not obtain crop insurance or Non-insured Crop Disaster Assistance Program (NAP) coverage for
2008 can pay a buy-in fee through May 18, 2009, to become eligible for 2008 disaster assistance programs authorized by the Food, Conservation, and Energy Act of 2008.

"Producers have an additional opportunity to become eligible for several programs if they suffered 2008 agricultural losses due to natural disaster," said Garrett.

Producers who have not already taken the necessary steps to become eligible for the Supplemental Revenue Assistance Program (SURE), Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish (ELAP), and the Tree Assistance Program (TAP) are required to complete the following steps by May 18, 2009:

• Pay a $100 “buy-in” fee per crop. The maximum fee is $300 per county, per producer, not to exceed $900 for multi-county producers.
• In the case of each insurable crop, excluding grazing land, agree to obtain a policy or plan of insurance for the next insurance year for which crop insurance is available; coverage level should equal 70 percent or more of the yield at 100 percent of the price.
• In the case of each noninsurable crop, agree to file the required paperwork and pay the applicable administrative NAP coverage fee by the applicable state application closing date for the next available year.

Producers who choose to “buy in” under this provision will be considered, for insured crops, to have obtained a policy or plan of insurance for the 2008 crop year at a level of coverage not to exceed 70 percent of the yield at 100 percent of the price. For noninsurable crops, producers will be considered to have a level of coverage equal to 70 percent of the yield. These levels of coverage will be used to calculate the 2008 SURE guarantee.

Producers who meet the definition of "Socially Disadvantaged, Limited Resource," or "Beginning Farmer or Rancher," are not required to pay the buy-in fee.

For more information regarding the disaster assistance buy-in waiver and other FSA programs, please contact the Coleman County FSA office at 325-625-4197 extension 2 or visit the national website at www.fsa.usda.gov

Jameson Receives Scholarships
3/24/2009   (Contributed)
Ashley Jameson, a 2005 Coleman High School graduate, received two $1,000 scholarships for the upcoming academic year of 2009-2010. Ashley is a Senior-nursing student attending The University of Texas at Arlington. She will receive her Bachelor of Science in Nursing (BSN) in May of 2010.

The first scholarship received is from The University of Texas at Arlington School of Nursing Scholarship Committee, which is called the USA For Health Care Endowed Scholarship. “It is our pleasure to inform you that you have been selected to receive our scholarship in the amount of $1,000. The UT Arlington School of Nursing dean and faculty would like to formally recognize you as a School of Nursing scholarship recipient at the annual luncheon to be held March 9, 2009. The USA For Health Care Endowed Scholarship is a renewable scholarship. Students must be in the nursing program and maintain a minimum grade point average of 3.0 in the undergraduate program and a 3.5 GPA in the graduate program in order to receive the award the next semester. On behalf of the School of Nursing, we again offer you congratulations on this award. We hope this will make a meaningful difference for you as you progress in the nursing program.” Ashley was able to attend the luncheon and received recognition.

The second scholarship received is the 8th Annual Dream Makers Scholarship. Bill Beatty Insurance Agency, Inc. provided this scholarship. The scholarship was presented to Ashley through the scholarship committee at UTA. “The 8th year of the Dream Makers Scholarship is made of donors of over $1,000,000 in scholarship funding to support BSN student success. Indicators of success are BSN licensure and graduation rates in the top 10 percent among 92 Schools of Nursing of Texas. The individual stories of student recipients are a testament for their commitment to become members of the nursing profession, the most trusted of all professions by the public. Over 97 percent of our graduates remain in Texas to use their knowledge and skills to ensure safe quality care for patients. Our graduates are employees “of choice” who have the UTA Maverick spirit knowing that the sky is not the limit.” Below is Ashley’s thank you letter to Mr. Beatty and the UTA scholarship committee:

“My ultimate goal in nursing is to make a difference in others lives. I believe nurses have a huge impact on the improvement of patient illnesses in more ways than simply medication administration. Patients deserve nurses who truly care about them and who will go that extra mile. Compassionate nursing is key to an effective and fulfilling nursing career. My goal is to become a nurse who genuinely cares about the patients; a nurse who goes that extra mile. I have yet to find my true specialty area interest n the nursing field. I have always been interested in being a nurse in the Operating room. One goal along with this would be to continue my education and become a Nursing First Assistant. Another area of interest is the Emergency Department. There are so many areas of nursing that are available. Eventually, I will find my place in the nursing field. Again, I want to thank you for this scholarship. It will be used to assist me in the achievement of the goals that I have set for myself.”

Ashley was also lucky enough to receive a local scholarship. The CCMC Auxiliary awarded a $750 scholarship to Ashley for the current semester. A very special “Thank you” is extended to these scholarship committees from Ashley and her family. Ashley is the daughter of Rex and Debbie Jameson, and the granddaughter of Wilbert and Jerry Dobbins & Max and Ann Jameson.

Curves Supports
Communities Nationwide
With 11th Annual Food Drive

3/24/2009

During the month of March, Curves of Coleman will participate in the 11th Annual Curves International Food Drive to benefit local food banks. Collectively, over the past five years, nearly 50 million pounds of food has been distributed to local communities all over the world through this effort.

"The Annual Food Drive is always exciting," said Linda Hyde, the owner of the Coleman club. "We have a chance to help so many people at a time when the food banks are lowest. During these uncertain times, this food is needed more than ever. It’s a win-win situation for everyone, and we’re very proud to be a part of it. We start with an empty grocery basket in the center of our workout circuit as a reminder for everyone to participate. We’ve steadily increased the amount of food that we’ve collected locally from 492 lbs in 2006, to 824 lbs in 2007, and 921 lbs in 2008. Our goal this year is to exceed 1000 lbs. Our bounty will be delivered to Loaves and Fishes during the first week of April.”

Linda also added that this worthwhile effort is not limited to Curves members. Anyone in the community who wishes to make a donation is welcome to drop off non-perishable food items at Curves during business hours any Monday through Friday throughout the month of March. The location address is 211 W. Pecan and business hours are 7:30am to 12:30pm and 3:30pm to 7pm.   For more information, please call Linda at 325-625-4968.

Fire Update

A fire just west of Silver Valley began around 4:00pm on Monday afternoon.  Coleman, Glen Cove Santa Anna, and Novice fire departments responded to the call and the fire is reported as 95% contained as of 10:00am Tuesday morning.  The fire apparently started when a hay buggy trailer wheel caught a hay bale on fire, which spread to the ground.  About 600 acres were burned, along with a barn, a travel trailer, and some old vehicles.  No one was reported injured or living in the trailer.  The Coleman fire department personnel stayed with the embers until midnight Monday, but the Novice and Glen Cove departments were still on location Tuesday morning.

Members & Guests Enjoy live Model Demo
3/23/2009

17 members and 3 guests enjoyed watching artist, Theda Rhea, do a pastel painting of model, Tammy Jo Turner. Tammy’s naturalness and her quick smile make her a favorite model. While Theda was creating, the rest of the crowd watched, “oohed and aahed” and grazed on the fabulous faire provided by Bob and Bitsy Murchison.

After the painting session, a short business meeting concluded the evening. Discussions included the membership show being chaired and planned for July by Bill and Sue Shields, fund raiser for the Fiesta Juried Art Show; April meeting planned and executed by Dollie Sparkman; fun, food, and hats by Robin Black for the May meeting with Lois McCarty presenting a ‘hands-on’ art project. Another Kidz Art Show is on the drawing board for next year.

Sharon Dick, a Fine Arts League member from Bangs, will be giving a demonstration for the Comanche art group in April.
Members present in addition to those mentioned above include: Sherrell Hazlewood, President of the League, Ted & Martha Shelton (Brownwood), Kay Mitchell, Linda Wright, Sheila Nichols. The Science Fair will involve grades 2-12 with a variety of projects. The students and teachers have been working hard to showcase all that has been learned over the first part of the school year. Treva Gambrell, Casie McMillan, and Cameron Norris are the Science teachers who have done an exceptional job this year. Deborah Kemp, technology director and has science certification, will serve as the judge for the science fair.

The Open House will involve the entire school, offering parents and family members a chance to visit with teachers about their child’s progress. The teachers will be in their rooms from 6:00 to 6:30. After that, they will be enjoying the Science Fair and Art Show – and probably eating supper with the senior class!

License Fees and Application for Certain Businesses Approved
3/19/2009
The City Council met Thursday afternoon with at least one item on the agenda that seems to have been of interest to many residents of Coleman - New Business agenda item #2) Council will consider approval of a license application for sexually-oriented business operating in the City of Coleman and required fees.  City Manager Larry Weise stated that this item is NOT in reference to any specific application made to the City by anyone.  In reviewing ordinances, Weise had noticed there was no formal application process in place for these type businesses, nor were any fees assigned.  Therefore, he and Steve Autry researched small town ordinances and came up with an application and fee schedule they believe to be fair.  There was discussion and explanation by Weise about the fact that the council can only regulate certain aspects of these businesses, one being  their location.  According to the ordinance already in place, police or the city manager may inspect the premises of such businesses at any time to check for compliance of the conditions of licensing.  (See the City of Coleman website to find the ordinance.)  Upon discussion and questioning by the council, the application and $1000 original licensing fee, along with an annual renewal fee of $750, was approved unanimously.  Present and voting were John Plummer, Tracy Rankin, and Harold Skelton.  Rodney Cole was not in attendance.

Other items on the agenda included the final approval of the raw water rate for the County Club, the approval of an Operations and Maintenance Plan for irrigation with effluent water on the farm at the Coleman Waste Water Treatment Plant, and establishing operational procedures and guidelines for the Coleman Fire Department.   Council also approved a request from First Baptist Church to close a one block section of East Elm St. between Colorado and San Saba streets for Vacation Bible School, June 15 – June 19, 2009.  This is for the purpose of allowing safe walking from the church to the new Family Life Center for the 175-200 kids that attend the VBS.  The final action taken by the council was to take a tour of the Coleman Municipal Water Treatment Plant.

VOLUNTEERS NEEDED FOR HUMANE SOCIETY WORK DAYS
3/18/2009

Two special work days have been scheduled by the Humane Society to help us get our downtown buildings ready to occupy.
OUR WORKDAYS ARE THIS SATURDAY, MARCH 21, AND NEXT SATURDAY, MARCH 28.
Anyone that can show up with a mop and bucket, a broom, a ladder, some muscle, or just some willingness to do “whatever” for an hour or two, please drop by the buildings at
108-110 East Pecan
across from the pawn shop one of these Saturdays between 9am and 6pm. If you can come on Friday afternoons, Sue will be there to point you in the right direction.
As many of you probably know, we have been putting a lot of time and effort (and money) into getting the buildings ready for our thrift store and furniture outlet. We are so very pleased over the response we have gotten over the past year at our temporary location on West Pecan, and we are so looking forward to all that space we need at the new buildings to expand our efforts.
All the donations we get are overwhelming and please don’t stop! We make good use of everything we receive. Even when we don’t use something at the thrift store, we pass it on to worthy organizations such as church missions and The Ark in Brownwood. The Ark uses the items we have given them to help abused women get back on their feet.
So, in addition to funding our own discounted and free spay/neuter vouchers, we are able to help others as well. God bless all those who take the time to donate to and shop at our thrift store!
A special thank you to our two fearless leaders—Nelda Copley and Sue Frizzell—who are bearing the burden of getting these buildings ready while keeping the thrift store open as well. Lend them a hand, or at the very least give them some well deserved “attagirls”!

Audit Report Shows GAIN for CCMC
3/16/2009

Editor's Note: In a time when all you hear is economic gloom and doom, it is refreshing to give you a positive story of success by a local institution that has seen its share of financial trouble over the years. Coleman County Medical Center, our local hospital, had a great year, as indicated by the annual audit report below.

(by Sue Titsworth) The board room was filled to capacity with employees, board members, as well as a doctor and a visiting RN at the Coleman County Medical Center Board meeting on March 10th, as everyone gathered to hear the Audit Report for Coleman County Medical Center's latest fiscal year.

After many years and many changes to the financial structure of Coleman County Medical Center – including becoming a Critical Access Hospital – it can finally be said that CCMC had a great year!
The bottom line on the financials showed a net income of $552,000.00.

Deborah Whitley, CPA for Parrish, Moody, Fikes in Waco, Texas, displayed the Audit Report in a PowerPoint presentation and commended the hard work done by the board members, Administrator, and employees to in order to achieve this positive figure.

CEO/Administrator Douglas Langley added his thanks to the employees for their work and encouraged them to continue to put forth their finest effort. He also reminded everyone that CCMC still had a lot of debt to pay off from the years when money was borrowed in order to keep the hospital open. Some of that debt was paid down last week when CCMC paid $200,000 on the bank note.

Santa Anna Water and Sanitation Rates to Increase
Effective with April Billing

3/16/2009

At its regular meeting on Monday, March 9, the Santa Anna City Council approved Ordinance 030909-1, establishing the rates for water service for utility customers. The ordinance also provides a penalty for delinquent payment of accounts, providing for discontinuance of water services for charges not paid by the 10th day after accounts become delinquent, providing for notice of termination service and appeals, providing for the assessment and collection of service fee for restoration of any service discontinued due to non-payment.

According to a news release from the City, the only changes to this ordinance increased the charge for the 2000 gallon-minimum from $16.25 to $32.50 per unit for the Santa Anna Housing Authority and increased the cost of each additional 1000 gallons of water over the 2000-gallon-minimum for all customers from $4.50 to $5.50.

In addition, the council increased the cost of both commercial and residential sanitation services from $14.00 per month to $15.00 per month. Each additional polycart at the same address was increased by $ .50. Dumpster prices were also increased by $1.00 per month.

All of the above increases will take effect with the April 2009 billing.

In other action, the council approved the proposed 2009-2010 budget for the City of Santa Anna, established handicapped parking on N. 1st St. near The Feed Store, and approved the purchase of a used sewer jet machine.

USDA Celebrates National Ag Day

Coming Up This Friday, First Day of Spring
3/16/2009

American agriculture is responsible for providing the necessities of everyday life ... food, fiber, and even fuel. That's the message of National Ag Day, which is celebrated March 20, 2009.

According to Curtis L. Garrett, Executive Director of USDA’s Farm Service Agency in Coleman County - producers, agricultural associations, corporations, universities, government agencies and countless others across America will gather to celebrate the abundance provided by agriculture on this first day of spring.

“The National Ag Day program is committed to increasing public awareness about American agriculture,” said Garrett. “As the world population soars, there is even greater demand for the food, fiber and renewable resources that the United States produces.”

The Agriculture Council of America, organizers of National Ag Day, says that every American should understand how food, fiber and renewable resource products are produced and should value the essential role of agriculture in maintaining a strong economy. Consumers should appreciate the role agriculture plays in providing safe, abundant and affordable products. National Ag Day will focus on educating Americans about the industry, so they may also acknowledge and consider career opportunities in the agriculture, food, fiber and renewable resource industry.

“Today's farmer feeds more than 130 people in the United States and abroad,” said Garrett. “In 1960, that number was 25. Today, more than 15 percent of the U.S. population is employed in farm or farm-related jobs.”

Each year, the National Ag Day program gathers members of the agricultural industry in an effort to promote American agriculture. Focused on sharing how agriculture provides almost everything we eat, use and wear on a daily basis, the National Ag Day program helps educate millions of consumers each year. Join this effort to promote American agriculture to everyone during National Ag Week, March 15-21, 2009. For more information contact your local USDA Service Center or the Agriculture Council of America.

TEXAS LEGISLATURE CONSIDERS CHANGE
TO ANIMAL CRUELTY LAW

3/16/2009  (Contributed)

The Humane Society has received an action alert from the Texas Humane Legislation Network regarding proposed legislation in the 81st Texas Legislative Session that would impact the treatment of animal cruelty cases.
Under current law (Chapter 821B of the Health & Safety Code) when law enforcement officers seize cruelly treated animals the trial to determine whether or not the owner will be divested of ownership is held within 10 days in a Municipal or Justice of the Peace Court and the decision of that court is final and not appealable.
HB 1046 will change that and allow the owner to appeal the Municipal or Justice Court's decision and get an entirely new trial. If this bill passes, city and county attorneys will have to try these cruelty cases twice, which will be very costly to the cities and counties and will make the seizure and disposition of cruelly treated animals by law enforcement officers much more difficult and much more expensive. Many small towns and lesser populated counties (where starving horses and puppy mills most often are) will not have the resources to pursue these types of cases.
Please take a moment to access our web site at www.HumaneSocietyCC.com where we have posted more detailed information on this bill and what you can individually do to make your feelings known about the proposed legislation.

Dear Band Boosters and Friends of the Big Blue Band,
3/13/2009  (Letter to Editor)
I just wanted to take this opportunity to say how much we appreciated your hard work and effort at our Dinner Concert last Monday. We had a huge turnout and feed about 400 people. Also, I would like to thank the many people who showed up for some great food and a good concert.

This is my third year to serve this community and I have always been amazed at how much Coleman stands behind it’s Band program. We have a Band that is rich in tradition. From Professor James King Sr., Coleman’s first Band director and who incidentally I learned from a memoir written by Vanna McFarland was the first Texas Band Director to let girls in band, to Mike Brady who added so many trophies to the trophy case that they now line the tops of the music lockers. Since 1931, when Band was annexed to the School, we have entertained and inspired audiences in our town and all over our great state.

Traditionally bands serve as goodwill ambassadors for their schools and community. When people see the Bluecat Band marching in a parade, they see an extension of our school, our town and our citizens. What would a Texas A&M Football game be like, without the Corps performing at Half-time or the world famous University of Texas Longhorn Band playing “The Eyes of Texas are Upon you”? All of those young adults in those outstanding Bands started out just like our Sons and Daughters here, in a local School Band program.

Knowing that our families, friends and fans are there to support us makes this job a lot easier, so on behalf of the Big Blue Band, I would like to say “Thank you.”
Musically,
Jerry Everett
Coleman High Band Director

3/13/2009
"Playaways" are now available at the Coleman Public Library through grant funds provided by the Friends of the Coleman County Foundation.
What is a Playaway?
A Playaway (Digital Audio) is the newest format of audio, combining a wide variety of content with any easy-to-use player all in one small unit. Its portability allows users to enjoy their favorite authors and titles on the go, whenever and wherever. Playaway's are more convenient and easier to enjoy than juggling multiple CDs, cassettes or a separate player. They also have a universal headphone jack that can be used with most of the commonly available car adapters on the market, including cassette adapter and FM transmitters. Candidate for Coleman Police Chief Sentenced in Austin Court
3/13/2009
An update to the story below:  Steve Vail appeared in Travis County Court at Law #3 Friday, March 13, 2009 and pled "nolo contendere" (no contest) to the Violation of Clean Air Act charge against him.  He was sentenced to 12 months deferred adjudication (probation) and ordered to pay a $4,000 fine and a $60 per month supervision fee.

Original story:  A candidate for Coleman Chief of Police was charged on January 30, 2009, with the offense of: Violation of the Clean Air Act.

Colemannews.com has learned that Steve Vail has a complaint filed against him in the County Court at Law #3 of Travis County in Austin, Texas. He was summoned to appear at the Criminal Justice Center in Austin on February 27, 2009. Vail, former Coleman County Game Warden and past Coleman Police Chief, filed his latest candidacy on Monday, March 9, 2009.

According to a summons issued by the court, Vail, on or about December 13, 2007, violated a rule adopted under the Texas Health and Safety Code by “causing, suffering, allowing and permitting outdoor burning” on a 212 acre tract of land, belonging to Vail, by County Road 264, near Santa Anna.

According to an affidavit of probable cause by a criminal investigator employed with the Texas Parks and Wildlife Department’s Environmental Crimes Unit, Vail committed an offense under the Texas Water Code “by burning roofing shingles, construction and demolition debris, metal and tires” which was not authorized by the Executive Director of the Texas Commission on Environmental Quality.

The report states that on December 13, 2007, a marked Department of Public Safety helicopter, carrying two Coleman County Sheriff’s Deputies, left Coleman Municipal Airport in search of oil field pipe which had been reported stolen. They noticed smoke coming from the direction of Santa Anna and, upon closer inspection, noticed two areas that were burning and one area that had been burned. The deputies identified Vail as the man seen at the site.

Commissioners to Further Discuss Additional Burn Ban Requirements
Welders May be Affected

3/9/2009    (Kim E. Horne)

Coleman County Commissioners held a meeting Monday morning. In attendance were Commissioners Johnny Mike Stephenson, Bill Don McCrary, Alan Davis, and Mark Williams. Also attending were County Clerk Stacy Mendoza and County Judge Jimmy Hobbs.

Roy Poage had requested to be placed on the agenda to speak to the court about putting closer restrictions on occupational welders. Poage talked to the court about the fire on his property last month. This fire came close to burning his home. He expressed that he wanted to encourage all residents to monetarily donate to their local volunteer fire departments because they are lacking in funds. He also wanted to ask the court if they would consider having the welders register the location of their worksites so that the fire departments would know where they were welding. Mr. Poage also wanted the court to consider large burn ban signs to be placed around the county. Judge Hobbs asked Aristeo Ponce to speak on behalf of local welders. Buster Hensley then gave his opinion on the burn ban restrictions. He stated that many of the fires are due to the unusual drought conditions, but he would also like to see the welders notify the fire department before welding. Ross Jones then spoke and told the court he, too, has had several grass fires by his property and home. He stated that he would also like to see these signs in effect and to have welders register before welding. The court then discussed the issue and asked County Attorney Joe Rose what could be done with the burn ban to enforce these restrictions. Rose stated that it was up to the Commissioners Court to decide. Jones, former District Attorney, had some suggestions such as amending the Burn Ban to include having welders register before welding.

It was then decided by the court to further discuss changing the present Burn Ban to require welders to have spotters, ample water, and location notification.

Also on the agenda was Robert Compton with Pre-Paid Legal Services. He was unable to attend but Wade Hampton took his place. Mr. Hampton explained his services to the court and asked them to consider this for their County employees. Judge Hobbs stated Commissioners would consider it.

Also on the agenda was to discuss and approve Burn Ban signs. The Court decided they need to look into the cost of the signs, so this item was tabled for now.

The court discussed and approved adding the Glen Cove Volunteer Fire Department to their monthly contributions to local fire departments.

Last on the agenda was Luther Dunlap, County Agent, asking the court for new tires for his truck. This was also approved.

Town and Country Garden Club
3/9/2009    (by Eileen Morris, President)

The Coleman Town and Country Garden Club met on Tuesday, March 3, at the Miller Building. President Eileen Morris opened the meeting with a welcome to members and guests Ernie & Deborah Yates, and thanked the evening’s hostess, Jane Padgitt.

Ernie Yates, Master Gardener from Gouldbusk, presented a power point program, “Fruits and Nuts”. He gave us so much useful information to improve our chances for successfully growing fruit and nut trees, with emphasis on pecan trees. Two things he said you have to know before you start are the nutrient composition of your soil and how well it drains. Another helpful tip was to use a foliar spray of either zinc nitrate or zinc sulfate on pecan leaves in early spring.

Roll call response was a report on how the hyacinth bulbs from Melissa Sturdivant are doing. There were 15 members present, plus guests Deborah and Ernie Yates.

The redbud tree project was a great success. A total of 100 trees were sold. Thanks to everyone in the community who supported our efforts. Appreciation was also expressed to Jane Padgitt for transporting the trees and to Eileen Morris.

Town and Country Garden Club will host the District VIII Fall Convention that is to be held in Coleman on October 30 and 31, 2009. Committee assignments have been made and committee chairmen will give their progress reports at the April meeting.  Becky Greaves brought an arrangement of dried redbud branches for the artistic design. Ann Watson recommended a landscape book “Best of Texas” for help in planning a garden.  Program Chairman Sue Shields announced the April program will be “Selection, Care and Maintenance of Trees” by Bruce Kreitler of Broken Willow Tree Service.

The timely topic has given the teams across the nation to research alternative energy sources and how they might be used in future.

DOG MAYOR CAMPAIGN
3/5/2009  (contributed)

Candidates for our 2009-2010 dog mayor can sign up this weekend at the Humane Society Thrift Store. The filing fee is only $5.00, and we have some exciting ideas for the winner this year. The store is now open from 9 to 5 on Thursday and Friday, and 9 – 2 on Saturday.

The dog mayor application has all the information you will need to get your dog in the running. There isn’t a deadline to file, since you could collect the winning amount of votes the same day as the winner is announced if you’re really sharp and know how to twist a few arms at the last minute.

The winner will be announced during our Fifth Annual Community Garage Sale and Flea Market event on Saturday, April 18, so there’s plenty of time to get your campaign rolling and get those votes. Each $1 equals one vote. Give that pooch the attention and fame he or she deserves. The position of Dog Mayor for Coleman County is nothing to be sneezed at!

Some interesting items have been added and the toy collection relocated for better access for visitors. Things have been dusted, shined and fluffed, and everyone is encouraged to come visit!

The Museum was relocated to Heritage Hall in the fall of 2007 and opened to the public in February 2008. Since the doors opened at Heritage Hall there have been visitors from 67 Texas cities and 15 different states, including Alaska, and one foreign country, Abu Dhabi, United Arab Emirates. The Museum is dedicated to Coleman City and County history, so it is wonderful when we have visitors with no ties to Coleman, they just enjoy the experience of local history museums.

The quilts can be antique, collectible, new, and well loved. The deadline to enter the quilt exhibit is March 21st. For additional information about the exhibit call 625-1140 or 624-5544. Commissioners Approve Waldrop Bridge Project
3/2/2009   ~Kim E. Horne
The County Commissioners met on Friday morning.  Those present were Commissioners Allen Davis, Johnny Mike Stephenson, Bill Don McCrary, Mark Williams, County Clerk Stacy Mendoza, and County Judge Jimmy Hobbs.

There was another full house of visitors at the commissioners' meeting this month. The invocation was read by county Judge Jimmie Hobbs. The meeting was called to order. First up on the agenda was Sheriff Wade Turner who presented the Coleman County Racial Profiling report; it was approved. Next was to be Robert Compton with Prepaid Legal Services but he was unable to attend and had to reschedule.

The Coleman Fire Department then spoke to the court and wanted to thank the commissioners for all their help and resources that have been provided to them. There have been a large number of fires around the county due to lack of rain, high winds and hot conditions. They also asked the judge to remind welders to have spotters and water available while it is so dry outside as well as to have people who are doing controlled burns to please call before proceeding with them. This is because it is a waste of time and resources to drive out to a fire that is a controlled burn. The Judge said legally that was out of his hands and was a state issue, but wanted the media to please remind people of this fact.

Next was the discussion on the Waldrip Bridge Restoration project. Elias Rmeile with the Texas Department of Transportation was there to discuss the project with the court. He asked to court to sign an agreement with TxDot to approve this project. Judge Hobbs and Commissioner Johnny Mike Stephenson asked many detailed questions. The court then made the decision to approve the project. The large crowd then broke into applause. After the court quieted, the commissioners discussed and approved adjustment of the Mileage reimbursement rate to Federal Guidelines. The court made a motion to lower it to $0.55 per mile.
The last speaker was John Pearce who discussed National Incident Management System (NIMS) Classes and NIMS Requirements. Mr. Pearce wanted the court to watch and review software about NIMS facts and regulations. Last up was the payment of bills, and then the meeting was adjourned.

CCMC CAMPUS GOES TOBACCO-FREE!
3/02/2009 –  Submitted by Sue Titsworth
Effective March 1, 2009, the campus Coleman County Medical Center will be tobacco free. The hospital buildings have been deemed tobacco free for several years now, but up until now, there has been a place for employees, patients and visitors to go outside and smoke. This is no longer the case.

CCMC is a health care facility, and the use of tobacco – in any form – has been proven to be a health risk, and the majority of the hospitals in the United States have banned the use of tobacco from their campuses and facilities. The CCMC Board of Directors has made the decision to join with these hospitals and prohibit the use of tobacco – in any form – from the hospital campus.

The CCMC Board and Administration appreciates your cooperation in making our hospital a Tobacco-Free campus.

HUMANE SOCIETY ANNOUNCES NEW BOARD MEMBER AND NEW THRIFT STORE HOURS
3/2/2009    (Submitted by Jo Ann Eddleman)

Approaching 2009 with great anticipation, the Humane Society board of directors has voted to add two board members to the five member board that has been in place since the Society’s incorporation in December 2003.

One new application for the board was approved at the Humane Society’s February meeting. Melinda Vasquez has been active with the Humane Society for four years. She and her daughter, Addie Vasquez, showed their commitment to and love for animals by tending to the dogs the Humane Society keeps at a holding yard until they can be placed in a foster home. Addie has since moved to Stephenville to attend Tarleton State, and Melinda has chosen to fight the empty-nest syndrome by accepting our invitation to the board. We expect Melinda to act as our liaison with the schools. She will also be asked to research the Internet for opportunities that the Humane Society can take advantage of to help our spay/neuter and rescue programs.

The board is accepting applications for the seventh director. If you are interested, please pick up an application at the thrift store.

The board is also pleased to announce that the Humane Society Thrift Store will expand its hours starting this week. The store will open at 9:00 a.m. on Thursday and Friday instead of at noon. Saturday hours remain at 9:00 a.m. to 2:00 p.m.

The contractor work on the donated buildings at 108 and 110 East Pecan is nearly finished. Dobbins Electric has installed new wiring in the 108 building and JMJ Roofing has installed rubberized roofing on the 110 building. Both buildings are now in the dry and have utilities! Both services were kind enough to provide partial in-kind donations to the Humane Society for the work they performed. Thank you!

A large opening is now in place to connect the two buildings, and the buildings will be given a good cleaning and facelift in the next few weeks. We haven’t ventured to set an opening date yet, but hope to relocate the thrift store and the furniture outlet by the end of spring. The thrift store is vital to the funding of our programs, and we cannot express our appreciation enough to all who support this effort by donations of resale merchandise and shopping.

Humane Society of Coleman County, P. O. Box 282, Coleman, TX 76834, email:  hscc@verizon.net.   We are a 501(c)(3) organization and donations are tax deductible.
