I emptied another .30 on Saturday morning. Most of the rain fell Friday afternoon. Gives me 2.25 for the session. (This does not include what fell late Saturday evening)

Commissioners' Court Hears Sub-Division Rules

Judge Jimmie Hobbs and all Commissioners were present Friday morning, with the only actions taken being approving minutes from prior meetings and approving current bills for payment and authorization of transfer of funds.

On the agenda was Tommy Morris from the County's group insurance company. He presented the proposal for the coming fiscal year for insurance coverage and cost. He commended Coleman County employees on doing a good job of keeping medical costs down the past 3 years, allowing the company to credit the county thousands of dollars. He commented on the trend in this county being quite different from the present trend of rising medical costs of the nation. No action was taken by the Commissioners. Following him, information was presented to the court on estimates for a volunteer Dental, Life and Vision Insurance for county employees by Brian Stallones with ANCO Insurance. No action was taken.

A large percentage of time was spent in discussion of possible adoption by the county of Sub-Division Rules to comply with the Texas Water Development Board funding requirements. Travis Rhodes, with Coleman County Special Utilities District, and City Manager Larry Weise introduced the topic to the commissioners explaining the importance of approving this adoption of rules - the cities of Coleman and Santa Anna (and possibly other economically distressed areas of the county) might qualify for low-interest loans and grants if the county adopts these Sub-Division Rules. These monies would be used to update infrastructure of water and sewer components. Joe Reynolds, Attorney with the Texas Water Development Board, presented to the commissioners three main points of these rules:
1. There is a limit of 1 single-family dwelling on lots of 5 acres or less.
2. Developers (or Sub-dividers) of lots of 5 acres or less must provide access to infrastructure.
3. Developers (or Sub-dividers) must insure that adequate water and waste water management will be provided.

The Commissioners' and County Attorney Joe Lee Rose's main concern was "unintended consequences" of these rules. Reynolds stated that variances and exceptions can be written into the rules to accommodate special circumstances for Coleman County and general landowners.  There were many questions asked of Reynolds by visitors, Cty. Atty. Rose, Judge Hobbs and the commissioners.  Further information will be gathered and reviewed by county commissioners, Hobbs and Rose in the coming weeks. 

Chapter 364 of the Texas Administrative Code is where the Sub-Division Rules can be found. Coleman County is presently covered by Subchapter A, but if the county adopts the newer Rules will be covered by Subchapters A and C. Click on the link below to see Chapter 364.

No action was taken on this item, but will be further discussed in future Commissioners' meetings to clarify specifics. 


TEA Releases Accountability Ratings

The Texas Education Agency today released annual rating status for 1,235 school districts and charters operators and 8,322 schools. Ratings are posted at:

"Increasing passing rates on state tests and a new growth measure contributed to substantial increases in the number of Exemplary schools and districts in the state’s accountability system. New Restaurant Opening Saturday

The Way Station, owned and operated by Jeff and Jeannie Moss and Jack and Margaret Vaughan, is located on the Hwy 84 Bypass. The Grand Opening will be Saturday, August 1st and they are recommending that you call for reservations for that night.  Call 325-625-1700.

Steaks and Family Dining is their emphasis, but the scope of their menu will surprise you! Saturday there will be music behind the restaurant "under the trees" featuring the local band BARBWIRE. Doug Burks, Charlie Croft, Darwin Archer, and Bob Ray are the members of the band BARBWIRE. They will be entertaining from 8:00-10:00pm Saturday. Looks to be a great place for family and friends to eat locally.

Warrants Served Tuesday

The Coleman Sheriff and Police Departments were busy Tuesday, July 28, 2009. They arrested a total of six people who had warrants against them:

1. Angela Garvin- Arrested on a warrant in county court for making a Terroristic Threat.
2. Kelly Croft- Arrested on a warrant in county court for for resisting arrest then escape charge was issued for a failure to appear.
3. Michael Todd Dyer- Arrested on a warrant in county court for assault.
4. Gregory Todd Dyer- Arrested on a warrant in county court for assault.
5. Abraham Dancy- Arrested on a warrant for a Felony charge of Burglary of a building.
6. Guy McElrath- Arrested on a warrant for a Felony charges of a motion to revoke probation, evading arrest, and detention with a vehicle.


Are Ya' Ready for Some Football ???

Monday, August 3rd is the beginning of Coleman Bluecat Football! The athletes will meet with the coaches at 7:00am to get their practice gear and workout will begin at 7:30am. They are scheduled to practice Monday through Friday 7:30am until 1:00pm. There is also a mandatory workout scheduled for Saturday, August 8th. Coach Buzzard informed the athletes that UIL rules state that all athletes must complete a certain number of workouts in pads before the first scrimmage...if an athlete misses the Saturday, Aug. 8th workout, he may not be able to participate in the Merkel Scrimmage on Saturday, August 15th.

Happy Creative Stitchers Donate Gowns

Coleman's "Happy Creative Stitchers" made surgical gowns for children in the Operation Smile campaign. The Operation Smile organization's Mission Statement is: "Mobilizing a world of generous hearts to heal children’s smiles and transform lives across the globe."  See www.operationsmile.org/ for more on that organization.

The Stitchers began their project of surgical gowns about four weeks ago and recently donated 56 gowns and 54 bags in which to put beanie babies, toothbrushes, toothpaste, coloring books, and crayons, as well as $100 for purchase of these items. The Stitchers' previous projects were: blankets for Child Welfare, blankets for EMS, a quilt raffle for Breast Cancer Research, quilts for kids in Mexico, and a quilt show with proceeds to the Senior Citizen Center and Diabetes Foundation.

Others that worked on the project are: Carole Burroughs, Anna Jenkins, Corene Adams, Juanell Stiles, Juanita Jackson, Tera McMahon, Nelda Gorman, Raye King, and Betty Ashley.


New Law Affects Cell Phone Use

A new cell phone law affects the use of cell phones by drivers in school crossing zones. Gov. Rick Perry signed House Bill 55 in June and this Texas law goes into effect
September 1st.


The new law amending the Transportation Code states: an operator may not use a wireless communication device while operating a motor vehicle within a school crossing zone, unless:
(1) the vehicle is stopped; or
(2) the wireless communication device is used with a hands-free device (Ex: earpiece)

The law also states that an operator may not use a wireless communication device while operating a passenger bus with a minor passenger on the bus unless the passenger bus is stopped.

A municipality, county, or other political subdivision that enforces this section of the law is required to post a sign to inform drivers of the law.

This law will preempt all local ordinances, rules, or regulations relating to the use of a wireless communication device by the operator of a motor vehicle.

clean up the concession stand night on Tuesday, August 4th at 6:00pm.

CHS Band Members Begin Practice Monday !!!

The schedule for summer band is listed below. Please be aware that these are mandatory practices. Jobs and vacations are not excusable absences. If you remember, you were reminded of this before school let out in May. This year is the year we are allowed to advance from Region to Area and even to State! Because of this we want to get in as many practices before school as possible!!! Inform your employers as soon as possible of this schedule. Athletic practices will be over by 1pm so there will be no conflicts with our rehearsals. Our practice will be indoors in the High School Band Hall.

SAHS Class of '59 to Meet at Homecoming

The SAHS Graduating Class of '59 will have their 50th reunion during homecoming, Oct. 9-10
. All graduating members and former members of the class are urged to attend the activities and renew friendships. Also, friends from other classes are welcome to attend and help celebrate. The class will be meeting at the Fire Dept. Annex on Friday and Saturday. They will participate in the homecoming parade and be recognized at the pre-game ceremonies. Also, the class will be recognized at the Homecoming business meeting on Saturday morning. The Ex-Student of the Year is being selected by the members of the class.

Some members and former members have been a little difficult to find: Christine (Carpenter) Downs, Pat (Taylor) McCullough, Sandra DeShay, Linda Harrington, Richard Brannan, Roy Payne, Shirley Francis, and Patsy DeShay. HARTMANS GATHER FOR 38TH REUNION

“And a fun time was had by all” was the sentiment of all those in attendance at the 38th annual Hartman Reunion held July 18th in Bangs, Texas. The descendents of I. E. and Reba Hartman gathered with three of I. E. and Reba’s children present this year: Edd Hartman, Winnie Blanscett, and J. B. Hartman. Also present were grandchildren, great grandchildren, and great, great, grandchildren. A total of 45 attended the reunion this year.

Registration began at 10:00 with visiting and games taking up most of the morning. After a “bring your own” lunch, there was a short business meeting. It was decided to donate $200.00 to the Santa Anna Cemetery Association again this year.

A “white elephant” auction was held with the proceeds going toward reunion expenses. Auctioneer Dale Reeves, with Randall Blanscett and Mike Hartman assisting, keep the bidding lively. $950.00 was raised.

The ever-popular Candy Guessing Contests were back this year. Winners were Dale Reeves and Terry Mach. The “Box Game”, as usual, was a big hit again this year. Stephanie Edwards and Javin Walker were the big winners.

Prizes were also awarded as follows: Oldest in Attendance- Ruby Hartman; Youngest in Attendance-Caden Boyle; and Traveled the fartherest- Atchley sisters, Hallee and Chloe. Door prizes went to Sandra Walker, Beth Hartman, Hannah Hartman, Randy Blanscett and Scott Walker.

Grandpa’s Catering (aka Ronnie Hartman, Stan Hartman, Terry Mach, and Jordan Mach) prepared the meat for the evening meal, which consisted of grilled pork tenderloin, sausage, and chicken tenders with all the trimmings. Cherry cobbler topped off the evening meal.

Wind Damage Common in Coleman

The storm which slowly moved through Coleman County Tuesday evening was small, but packed a punch.

We've received numerous reports of wind damage around town and broken tree limbs are common.

The most damage seems to be on the south side of town where plenty of residents could be seen in their yards this morning picking up tree limbs or sawing off broken branches.

Along 24th Street near the Coleman Rodeo Grounds, a roof was blown off a horse barn and a large tree was split and laying among power lines. Electric crews had been called to repair the wire damage. Near the school campus, a very large tree was uprooted across the street from the new high school gym.

The National Weather Service issued a Significant Weather Advisory for Coleman County Tuesday night, but not a thunderstorm warning. A significant advisory is a relatively new advisory which is used when radar indicates the storm is strong, capable of pea size hail and 40 to 50mph wind, but doesn't quite reach "severe" criteria for a thunderstorm warning to be issued. A warning is issued when winds exceed 58mph, hail is 3/4 of an inch in diameter or larger or a tornado is indicated. Many folks we talked to are convinced the wind was much higher than 50mph.

Along with the wind damage came welcomed rain. Standing water is common in Coleman this morning, thanks to early morning showers and storms. We've heard reports around town ranging from 1.5 inches to 2.5 inches. Not bad for July.

District Court Report
7/29/2009

District Court was held Thursday, July 23, 2009 at the Coleman County Courthouse. Judge John Weeks presided.  District Attorney Heath Hemphill presented several cases before the court.
--Ricky Hurtado pled guilty to Criminal Mischief. This is a 2nd degree felony. He received a fine of $750, 5 years deferred adjudication, 5 years community service, $978.02 in restitution charges and was ordered to repay the county for his attorney fees.
--Justin Leigh Morris pled guilty to a 3rd degree felony of possession of a methamphetamine. He received a $750 fine, 5 years deferred adjudication, 200 hrs community service and was ordered to repay the county for his attorney fees.
--Lance Wood pled guilty to Burglary of a Habitation, this is a 2nd degree felony. He received 5 years deferred adjudication, 150 hours community service, a $500 fine and also was ordered to repay the county for his attorney fees.
--Eddie Turner Jr. was on probation for burglary of a habitation. District Attorney Hemphill ask the court to revoke his probation due to a probation violation. This motion was granted and Turner was sentenced to 15 months at a State Jail Facility.

CISD School Board Approves Tax Election

The Coleman ISD school board voted to approve the order of a Special Tax Rollback Election on October 10, 2009 to ratify the tax rate set for the upcoming year. This will be voted on by the residents living in the CISD school district. An explanation of this tax rate follows:

The Maintenance and Operation tax rate will increase by 13 cents, however the Bonded Indebtedness (I&S) rate will drop 12 cents...this makes for a total tax increase of 1 cent. The I&S rate will be decreasing because of the amortization schedule of the building of the new high school gym. The District will be debt free on facilities in 5 years. The increase on the M&O rate will allow the school district to receive the maximum state funding available. The rate change will bring to the district an estimated $585,749 in additional revenue: $449,216 from the state and $136,533 from local.

If the election fails, the school district stands to lose approximately $450,000 in state funds. This would most likely result in program and personnel cuts for the 2010-2011 school year. The "65 and over" tax freeze will not be affected by this.

The 2009-2010 budget shows a decrease of $80,000 over the current year with figures as follows:

2008 - 2009 Budget was $8,370,760
2009 - 2010 Budget is    $8,290,909

The 2008-2009 budget was a deficit budget and the 2009-2010 budget will be as well if the 1 cent raise is not approved by the voters. The district has to dip into reserves if the budget is not balanced. While the district maintains a healthy fund balance, it is not unlimited and the state recommends that a 3 month operating budget be held for emergencies.

District officials plan to hold public meetings and mail out a brochure to CISD voters in the next 2 months to fully explain this issue.

LOCAL BIKE ENTHUSIASTS TACKLE HILLS IN BUFFALO GAP

Pictured (L-R) Drew Hubbard, Barb Hubbard, and Gary Strickland recently competed in the "Tour de Gap", a 77 mile race through the hills of Buffalo Gap. Although newcomer, Drew, finished his race in an incredible 4 hrs & 15 min, it was not enough to place...."YET!" says Drew. Newcomer, Barb, amazingly finished in 4th place in the women's division. This was Gary's second "Tour de Gap" with the first in 2004. As the three riders continue to prepare for the upcoming 100 mile race in late August, Gary reassures the Hubbard's, "Tour de Gap is the hardest ride, by far, due to the elevation changes!" We'd like to remind motorists to be aware AND COURTEOUS of cyclists training on our county roads. Cyclists try to ride on the shoulder of the roads; however, may need to ride on the road for a short while due to debris. What's next for these bike enthusiasts? The Melon Patch Tour in DeLeon! Delicious fruit will be served at the rest stops on this fun ride where cyclists can choose 8, 18, 29, 42, or 71 miles!

CISD Board Met Monday Night

All but one board member was present Monday night at the Coleman ISD school board meeting. Jody Payne was unable to attend. The night began at 6:45pm with a Special Meeting for a Budget Hearing.  No questions were submitted to the board. 

 

The agenda for the Regular session Monday night included the approval of a Special Tax Rollback Election, which will be discussed in a separate article.  Also on the agenda and approved by the board was the adoption of the Budget for the 2009-2010 school year, adoption of the Tax Rate for 2009, and the hiring of the independent auditor previously used by CISD (Reed, McKee & Co., P.C.).

The Student Code of Conduct was approved with one major change from last year. At all three campuses, cell phones retrieved by the office will be returned to parents after a $15 fee is paid. This fee will be charged each time a student's phone is confiscated.

Delegate to the 2009 TASB Assembly will be Sue Sloan, with John Casey as the Alternate Delegate. The contract with Global Training Academy, Inc. (Use of Drug Dogs) was approved for the 2009-2010 school year. The Fuel Bid was given to Berry Marketing and the Nortel Norstar Phone System was purchased by Billy Bledsoe (abstained from vote on this issue). Budget amendments were approved, with final amendments to be presented at the August board meeting.

Placed on the calendar for August was the New Teacher Luncheon on Friday, August 14th and the Staff Luncheon on Friday, August 21st.

I would like to personally inform the voters of the Panther Creek CISD that I have inquired about running for the Panther Creek school board. I made a public comment back in the spring about running for school board. I did contact the superintendent of Panther Creek and asked how to find out information on running in the next school board election. I have not officially asked to be appointed to the position that is available on the Panther Creek school board. I would rather not be appointed to sit on the school board. I would rather be elected by the voters, in the future, if I decide to run for the Panther Creek school board. I am considering this due to the fact that I have two grand children that are living in the Panther Creek School District and they will most likely attend Panther Creek CISD. If anyone has any questions they would like me to personally answer about this situation you may contact me at 325-636-4430.

Sales Tax Holiday - August 21 - 23, 2009
7/27/2009  

Texas shoppers get a break from state and local sales taxes on August 21, 22 and 23 - the state's annual tax holiday. Lay-away plans can be used again this year to take advantage of the sales tax holiday.

As in previous years, the law exempts most clothing and footwear priced under $100 from sales and use taxes, which could save shoppers about $8 on every $100 they spend. Backpacks under $100 and used by elementary and secondary students are also exempt. A backpack is a pack with straps one wears on the back. The exemption during the sales tax holiday includes backpacks with wheels, provided they can also be worn on the back like a traditional backpack, and messenger bags. The exemption does not include items that are reasonably defined as luggage, briefcases, athletic/duffle/gym bags, computer bags, purses or framed backpacks. Ten or fewer backpacks can be purchased tax-free at one time without providing an exemption certificate to the seller.

School Supplies - New in 2009!
The 81st Texas Legislature recently passed HB 1801 (2009) expanding the list of items qualifying for exemption from Texas state and local sales and use taxes during the annual sales tax holiday in August. Effective this year, in addition to clothes, footwear and some backpacks, Texas families also get a sales tax break on most school supplies priced at less than $100 purchased for use by a student in an elementary or secondary school.


 

60 boys going into grades 4th thru 9th took part in the Annual Bluecat Football Camp last week. These young men spent 4 mornings with Coach Buzzard and the rest of the CHS football coaches where they were taught drills, stances, and other skills. Participants received football camp caps on the first morning and football camp t-shirts on the last morning. Everyone - students and coaches - had a great time.

 


 

The Celebration was a time of life changing decisions!

The 1st night there was more than 15 that went to the altar for prayer, almost all of them children or teens.  Corey cooked brisket, burgers & fries.  The teens volunteered for staff work and did a wonderful job!  Then the Children's Ministry sang "Open the Eyes of My Heart Lord".  ADOPTED the band had everyone on their feet and dancing!  Paul Gossett spoke on "The Breathe of God" with over 15 coming to the altar for prayer!   Dr. Rev. Paul Gossett is just as funny and thought provoking as he was during the Oasis days. However there is a deeper stirring of the Holy Spirit that is evident in the words he speaks.

 


 

CCMC BOARD MEETING

The Coleman County Medical Center Board of Directors met in their regular meeting at 12 Noon on July 23, 2009, and addressed a short agenda.

Danny Morales, Accounts Payable and Payroll Clerk, was recognized as CCMC Employee of the 3rd Quarter by Board Vice President Jackie Smith.

The board approved the hospital financial report for June, noting that there were more patients this year than normally seen in June. CEO Douglas Langley advised that while June did have an unusually large census that the remainder of the summer months will probably show smaller numbers.

In other business, the board approved a Red Flag Identity Theft Prevention Policy and Procedure aimed at reducing patient fraud, approved the quarterly Compliance report, and set a date of August 10, 2009 at 12 Noon for the Public Hearing on the 2009 – 2010 CCMC Budget.

Langley advised the board that there is a second lot at Lake Coleman belonging to the hospital. A motion was passed to authorize Langley to put an ad in the Coleman paper asking for bids for these lots and to set a minimum bid level on each lot

Security Forces Have New Commander

AIR FORCE BASE, Colo. --
Maj. Marcus J. Corbett assumed command of the 310th Security Forces Squadron in a ceremony July 12 at Schriever Air Force Base, Colo.
The primary mission of the 310th SFS is to provide worldwide physical security and force protection support for the terrestrial elements of Air Force Space Command's space systems. The squadron also provides trained and equipped security forces personnel for deployments in support of contingencies and wartime requirements.


Maj. Corbett graduated from the United States Air Force Academy in 1998 with a Bachelor's of Science degree in legal studies.


Maj. Corbett is filling the position left vacant by previous 310 SFS commander, Lt. Col. Robert L. Haughey, who retired in January.

Fraser's First Day as Acting Governor of Texas

Monday was a new first in the life of State Senator Troy Fraser (R-Horseshoe Bay), as he spent his first day as the Acting Governor for the State of Texas. Although the day was a non-eventful one, it will be a day he will never forget. "Few people get the chance to serve the State of Texas in the capacity of Governor and I am extremely honored to have this opportunity," said Fraser.


Senator Fraser was elected by his colleagues at the end of the 81st Legislative Session in June and again during the Special Session, as the President Pro Tempore of the Texas Senate. As President Pro-Tempore, Fraser is third in line for the Governor's seat and will be given the responsibility until January 2011 to serve in that capacity in the event that Governor Rick Perry and Lieutenant Governor David Dewhurst are out of the state or unable to perform their duties.

Gospel Singing

First Saturday Gospel Singing will be hosted on
August 1st at Trinity UMC, 1609 S. Concho St.  The singing will run from 6:00 to 8:00pm. This is an old-time gospel singing...not just a concert.  We invite all to come and join in the singing. The Stamps Baxter songbook, Heavenly Highways, is available with plenty of your old favorites. Soloists, trios, quartets are needed to come share their harmonies. CHS Summer Cheer Camp Begins Monday

The Coleman High School 2009-2010 cheerleaders will be holding their annual Cheer Camp Monday - Wednesday, July 27-29th
.  There will be a session each day for 4 year olds only - from 8:00-9:00am.  Ages 5 through 7th-grade girls are invited to attend from 9:00-11:30am. 

 

 

Registration begins Monday, July 27th at 7:30am for 4-year-olds and 8:30am for all others. 

Cost of the camp is $25 for 4-year-olds and $35 for all others.

 All campers will receive a Camp T-Shirt. 

Please note time and cost differences for 4-year-olds.

Members Only Art Show at Library This Week

The Members Only Art Show is being held at the Coleman Public Library this week. All kinds of artwork is being displayed - sculptures, stained glass, ceramics, and of course paintings. Bill Shields is the chairman of this event. The "Blue Bunny" books are available for purchase at this show. The money raised will go towards financing the Juried Art Show. This year the Juried Art Show will be held during the Fiesta in October and will be held at the library. 

 

The Show will still be open for viewing Friday and Saturday from 9:00am – 4:00pm. 

The Art League would like to thank the Coleman Public Library for allowing them to use the Community Room to display the artwork. 

 


 

A wreck occurred around 11:00am Thursday, July 23, 2009 at the corner of Walnut and Neches involving two pickups. The red pickup had a driver and two children, the white pickup had one driver and no other passengers.  One of the children and the driver of the white pickup were transported to the Coleman County Medical Center with what appeared to be non-life threatening injuries.


 

Electric Co-op Annual Membership Meeting is July 24

For 71 years, members of Coleman County Electric Co-op have gathered once a year for their membership meeting. This year, it's in COLEMAN, and the date is Friday, July 24th.


Coleman High School is the location. Registration begins at 5:30pm. The business program is at 7:00pm. Come early and enjoy homemade ice cream and cookies, prepared and served by members of the Coleman County 4-H Club.

Attendance gifts will be given to children and each member who registers. The usual prize drawings for adults and children will also be held. The annual meeting rotates between Coleman and Ballinger. It is Coleman's turn to host this year.

Coleman Country Club Hosts Three-Person Scramble

The Coleman Country Club hosted its Three-Person Golf Scramble this past weekend. A field of 22 teams consisting of 66 golfers competed for top honors.

In the Championship flight, the first place team consisting of locals Chris Brann, Creston Olinger and Creston Olinger, Jr shot a 59/58 for a total of 117. Finishing in second place was the team of Neal, Thompson and Villaneuva with scores of 58/61 for a total of 119, and rounding out third was Thiberville, Watts and Medlicott who shot scores of 62/58 for a total of 120.

They were Young, McDonald and McDonald who shot a 63/64, Tiemann, Porter and Porter who shot a 63/64 and Salazar, Duquette and Strickland who shot a 64/63.

The agenda was short Tuesday morning as the Coleman ISD School Board hired two coaches, replacing resignations from earlier this summer.  Nicole Chapman will teach 6th grade Math and will be a coach in the girls' program.  James Jeanes will teach HS World History and will be a boys' coach.


 

CPL Awards Day Held Recently

The Coleman Public Library held its Awards Day for the Summer Reading Program for elementary and teen ages Wednesday, July 8th, 2009 at 2:00 p.m. The theme’s for this years programs were; “Libraries: Deep in the Heart of Texas” and “Time Twistin” TTR.09” for the teens.

This free program is co-sponsored by the Texas State Library and Archives Commission, Friends of the Coleman Public Library & City of Coleman/Public Library. The purpose is to encourage the children and families to read for pleasure, to help children and young adults maintain and improve their reading skills, become a lifelong reader’s, library users and establish reading as a foundation for academic success.

Librarian Sue Dossey announced a total of 165 registered for the elementary program and 24 registered for the teen program. At registration this year the library invited Mr. Sherrell Hazelwood to give a program about his book “The Texas Blue Bunny” and Mr. Truitt Mitchell provided music for a “sing-a-long”.

Dossey then announced the reading program begins in March with the Friends of the Library Book/Bake sale. All proceeds go towards the reading program for book bags, pencils, books, crafts and other incentives for each reader to start out with. This year local citizens, organizations and businesses made donations for door and grand prizes. (Name to be drawn at awards day). Local business that have given coupons in the past are: City of Coleman a free swim pass, Coleman Dairy Queen – free ice-cream cone, Coleman Pizza Hut – free personal pan pizza. New business to donate free coupons this year were: Best Fried Chicken – free small drink, Coleman Video – free movie rental, Owl Drug Store – free small drink, PrimeTime Family Entertainment – one free round in batting cages & The Grazin’ Patch – one free kids meal with the purchase of a adult meal.

A favorite each year is the guessing game contest and coloring contest. The winner of the guessing game contest was Faith Hoover. Morning girl and boy coloring contest winners were: Seth Shaer and Sadie Pence. Afternoon winners were: Marshall Goins and Annalissa Sanchez. A special prize was giving to those winners.

A first this year was the Stick Horse Rodeo held during rodeo week. Library staff, Sarah Beal, Candace Beal, Sandra Spake and Krystal Pence turned the community room into a rodeo arena. Children registered in the reading program were invited to participate in different events. Cowboys and cowgirls were given their choice of a cowboy hat, belt buckle, or bandanna. It was a fun filled afternoon. Advisory Board member Kevin McMahon was the official rodeo judge.

Dossey then turned the program over to the morning, afternoon & teen program chairman’s.

Sandra Rose was in charge of the morning events that included ages Toddler through Kindergarten age. Sandra announced 48 readers completed their reading requirements and received a reading log with all the coupons attached. A total of 207 attended all four programs with an average of 52 per program. Children enjoyed finger plays, songs and programs that included “Animal Stomping Jive”, “Texas Treasures”, Cowboys & Cowgirls” and “Roaring through Dinosaur Valley”. Crafts made were: paper sack animals, bookmarks, cowboy hats and dinosaur puppets.

Each child that attended 3 out of 4 programs and return reading logs with 20 title list would be eligible to have their name in a drawing for the Grand Prize: “A Day In Abilene.” For the morning and afternoon lucky winner a big red bucket was filled with Cokes, Dr. Peppers, candy, cracker jacks, trail mix, summer reading program t-shirts and a gift card to McDonalds, gift card to “Books A Million”, one adult and child ticket to Century Theater, one adult and child ticket for a “Abilene Round Up Pass”; this include tickets to the Abilene Zoo, Frontier Texas, Grace Museum, and 12th Division WWII Museum, and tickets to Prime-Time Family Entertainment.

Mona Wilson was the afternoon program chairman. This program included children going into 1st through 5th grades. She reported 64 children complete requirements. A total of 232 attended all programs and an average of 63 attended each program. Children enjoyed programs about: Dinosaurs by Pam Cohea, The Alamo by Tess Justice, Sock Puppets by Sue Shields and Flower & Herbs by Danella McBrayer. Melissa Nelson was in charged of the afternoon crafts. Some of crafts the children made were: dinosaur fossils, Mountain Men bags, and wildflower pots. Sue Shields provided the children with finger puppets for her program. Mona Wilson then turned the program over to Christa McWhorter who explained the charts for keeping record of the amount of books read by each child. Kids returning weekly reading logs will receive 1 star for every 10 books listed. Top five readers in each grade will be recognized and be eligible for the grand prize drawing. The top reader in each grade received a Hastings gift card.

Sarah & Candace Beal were in charge of the 2nd Annual Texas Teens Read. The purpose of the teen program is to encourage teens to read during their summer vacations and become lifelong readers and library users. Recognize the library as a safe and engaging space and to attend programs that will help them to become caring, responsible and successful adults.
There were 24 to register and 12 to complete the program. Total participation for all three programs was 39 with an average of 12 for each program. Registration started off with a “Build your own sundaes”. Teens picked out an old book to begin their ongoing project of an “Altered Books”. Teens were encouraged, (“And it wasn’t easy.”, says Sarah) to break all the rules as they rip, puncture, paint and glue old discarded books into a masterpiece of art. The goal was to alter the book’s appearance, turning it into a new kind of artistic expression. The altered books are now on display at the library for the next couple of weeks. Winner of the best-altered book was James Stamper (
left). Teens also enjoyed a fantasy festival. Game day included favorite games and the Friends of the Library provided pizza. Those registered had to attend 2 out 3 programs to get a certificate and the most hours read would receive a grand prize. The grand prize was much like the morning and afternoon prizes; a red bucket filled with cokes, candy cracker jacks, trail mix, and a t-shirt but also included was a new I pod for the top reader.

Art Camp at FUMC

First United Methodist Church is pleased to announce its first-ever Art Camp.  Sign-up for the Art Camp is

For those who are registered for Art Camp, the following information is very important.  Art Camp will be held during the week of August 3rd through August 7th from 9 a.m. to 12:00 p.m. each morning in the church fellowship hall.  All supplies will be made available at no cost and snacks will be provided mid-morning.  Various local artists will be on hand during the week to help each camper with the different artistic mediums that are being demonstrated.

All artwork completed during the week will be shown in an Art Show which will be held on Sunday afternoon, August 9th, from 2:00 p.m. to 4:00 p.m. in the church fellowship hall.

Forage Tour

The Runnels County Ag & Natural Resources Committee will host at Forage Tour at the Glen Halfmann Farm in Miles on Thursday, July 23rd beginning at 8:00 a.m. near Miles. The program will begin with a tour of the Forage Sorghum Variety Test Plot on Hwy 67 North. Dr Ricky Rice will discuss the varieties and lead the tour of the forages. At approximately 9:00 a.m., the tour will move to Wetherby Hall in Miles where several guest speakers will talk including: Dr David Drake, AgriLife Extension Agronomist, “Nitrate Toxicitiy and Prussic Acid Poisoning”, Dr Alan McGinty, AgriLife Extension Range Specialist, “Chemical Brush Control options for Mesquite and Pricklypear”, and Jan Hatler, Texas Department of Agriculture, “Laws and Regulations for Pesticide Applicators”.

 

A complimentary noon meal will be provided by B&H Seed Services beginning at approximately 11:00 am. Three hours of continuing education credits will be given to pesticide applicators in attendance. Gov. Perry: Appraisal Reform Legislation Makes Progress Toward Slowing Pace of Increasing Property Appraisal Rates

HOUSTON – Gov. Rick Perry today ceremonially signed House bills (HB) 8 and 3613, which will help slow the pace of increasing property appraisals, provide additional oversight for the appraisal process, and grant a total exemption for the homes of veterans who are disabled due to their service for our country.

“This session, I called on members of the Legislature to continue efforts to reform our appraisal system so that Texas citizens won’t continue getting stuck with higher taxes,” Gov. Perry said. “I believe these two bills move Texas forward in this area by attempting to slow the steady upward pressure on appraisals across the state, but there is still more work to be done to further protect Texas homeowners against increasing appraisals.”

HB 8 allows the comptroller to conduct the Property Value Study (PVS) every other year, beginning in 2010. This change will help reduce the pressure on Central Appraisal Districts (CAD) to increase appraisals each year to avoid falling outside the bounds of the PVS. The PVS will still be conducted annually for school districts that fail the study until the district passes.

Additionally, under HB 8 CADs will be required to undergo a review of appraisal standards every two years, giving the comptroller increased oversight over the appraisal process and ensuring that CADs follow standard appraisal procedures and practices.

“I am pleased the governor is signing this legislation, as it represents the joint efforts of the comptroller, Sen. Williams and myself to bring accountability and uniformity to appraisal districts," Rep. John Otto said.

“My goal was to provide property taxpayers with the most significant taxpayer appraisal reform protections in 30 years,” Sen. Tommy Williams said.

HB 3613 ensures that a home’s market value is based only on the property’s use as a home, protecting homeowners from drastically increasing values due to appraisals based on another potential use. The bill also grants veterans with a service related disability that are either classified as 100 percent disabled or as individually unemployable by the U.S. Department of Veterans Affairs a homestead exemption for the total value of their home.

Fine Arts League Membership Show Opens
7/21/2009

Setting up for the Membership Show July 21-25 was a great adventure - First for the Fine Arts League of Coleman County. The nice large room at the Library gave a perfect backdrop for the artwork - some were displayed on the art display panels (purchased with funds from the Friends of the Foundation) and some were specially exhibited on tables by the artists. Bill and Sue Shields, co-chair of the event, lead with expertise that only comes from the experience of preparing for and hanging an exhibit. Members Linda Wright, Pat Slate and President Sherrell Hazlewood helped with the sign-in, set up and hanging.

 

Members will be on hand during the show Tuesday-Saturday this week at the Library 9:00am-4:00pm to greet you.  An exhibit of some 80 pieces of artwork representing 27 artists (members of the Fine Arts League) is now open to the Public Tues - Sat 9-4 each day this week.

Native Plant Society of Texas Organizing

The Native Plant Society of Texas was founded in 1980 by Carroll Abbott, of Kerrville, with sponsorship by interested individuals, including several members of the faculty of Texas Woman's University in Denton. By April 25, 1981, more than four hundred and twenty Charter Members had signed up. The work of these early members alerted the public to the need to preserve Texas' native plants, and to the wisdom of using them in landscapes. The Society now has thirty chapters around the state.

The Society's mission - to promote research, conservation, and utilization of native plants and plant habitats of Texas through education, outreach and example - is especially timely in light of America's new emphasis on 'green'. Education continues through symposiums, undergraduate and graduate research grants, scholarships, and local chapter meetings.

Everyone is invited to an organizational meeting for the Concho Valley Chapter of the Native Plant Society of Texas. The meeting will be held at
7:00 pm July 28 at the Massey-Meyer Garden Center in San Angelo. The Center is located at 815 South Abe - the northwest corner of Abe and Washington. Refreshments will be served.

After receiving several international inquiries (Armenia, S. Korea, Pakistan, Canada), we were pleased to receive 3 entries from an artist from British Columbia, Canada. It is exciting and we are hopeful for some more, but those from the “lower 48” are wonderful and welcome, too. Get your entry in – August 3 is the deadline!!

The CD entries are slowly coming in and each is like opening a package at Christmas! But as Forrest Gump said, “Life is like a bowl of chocolates – you never know what you’re going to get”. Artists of all media, caliber, skills and talents from all over are expected to enter this show. Our advertising has been successful so far, but all the “chocolates” are not here yet.

City Council Received Ambulance Report

On Thursday, July 16, 2009 the Coleman City Council received a report from the County Wide Ambulance Service Taskforce in regard to their findings and recommendations. The Task Force was given the challenge of coming up with a viable option to keep the Coleman EMS intact. Terry Scott, Chairman of the Committee, presented his report to the Council. He reported to the council that the 13 member committee which was organized in July 2008 had the following recommendations for the ambulance service for Coleman County:
1.  The Task Force does not recommend creation of an emergency services taxing district.
2. The local government entities should take necessary steps to ensure a locally owned and operated EMS service.
3. Assuming that CCMC will operate the system, providing management, employees and equipment at a “cost-only” basis, the City and County should arrive at an equitable subsidy sharing plan to support the continuation of the EMS Service.
4. The Task Force recommends that CCMC, the City, and the County, and any other governmental entity providing any portion of the subsidy, create a committee with one representative from each governmental entity. Members of this committee would have reasonable access to all financial and operational information on the EMS Service. This committee would serve as a liaison for the participating governmental entities to determine that the EMS is being operating efficiently and at the lowest possible need for subsidy. This committee would have no power except to report to, and make recommendations to the governmental entities both operating and providing subsidies for the EMS. The Task Force envisions that this committee would meet at least annually and report in connection with budget preparation for the participating governmental entities.
5. The participating Governmental entities should enter into an inter-governmental agreement, implementing these recommendations in more detail with the goal of adopting an ongoing policy of support for the EMS Service, and to the end that the employees of the EMS and the citizens being served have assurance of the ongoing viability and availability of this essential public health and safety service.

Following his presentation, Mayor Pro Tem John Plummer commended Terry Scott on the excellent job that he did as chairman of the committee, he kept it organized and kept the business going. He also thanked Steve Autry for serving as recorder of the sessions. City Manager Larry Weise expressed his thanks to Mr. Scott and the others on the Task Force. He appreciated the effort that went into it. Mayor Poldrack also voiced his thanks for the comprehensive report.

City Attorney Steve Autry stressed that the findings were as important as the recommendations. There is always room for improvement, but there were no major flaws in operation, staffing, etc. Autry feels that we have a very adequate and appropriate level of ambulance service. Richard Hensley added that for a town our size the EMS staff is well trained and staffed.

 


 

Agenda Lengthy for Thursday's Council Meeting
7/20/2009  
Present at Thursday's City Council meeting were Mayor Nick Poldrack, Mayor Pro Tem John Plummer, Councilwoman Tracy Rankin, Councilman Harold Skelton, Councilman Terry Langley, City Manager Larry Weise, City Attorney Steve Autry and City Secretary Sue Burleson.  The Agenda was lengthy and the meeting adjourned at 7:45pm, after a 5:00pm start.  The Ambulance Task Force report is in a separate story following this article.

 

First, Council received the Quarterly Occupancy Tax report from the Coleman County Chamber of Commerce. Council approved and accepted the Quarterly Occupancy Tax report from the Coleman County Chamber of Commerce. 

 

Also on the agenda, the Council considered approval for city employees to be eligible to receive the $25.00 cash reward included in the Keep Coleman Beautiful Property of the Month judging. Nan Moses, President of the Keep Coleman Beautiful organization, brought the Council up to date on the Property of the Month awards and that the two City of Coleman employees who had received the Property of the Month award had not received their $25 credit to their account. Weise informed the Council that under local government code this is represented as a conflict of interest. He left it to the Council to make the decision. After some discussion between the City Manager, City Attorney and Mayor Pro Tem Plummer, Public Works Director Bob Ray suggested that the City donate the funds to KCB. Mayor Pro Tem Plummer made a motion that the City donate $350 to the Keep Coleman Beautiful organization for the remainder of this project. (Langley did not vote due to his home being one that had been chosen for the month of June.) The motion passed and KCB will make the determination on how to spend the donation.

 

Following that discussion Bob Ray, Public Works Director for two years, gave an informative power point presentation of the work done in this department for the last six-eight months. There have been 31,000 feet of sewer and water line laid and 2,485 calls answered within the various departments.

he Council also conducted a Budget Workshop for the development of the 2010 Budget. Weise furnished the Council with general information on the budget. Weise said this was a time for the Council to discuss the budget process and for him to receive feedback. The draft will be presented to the Council August 6th, 1st reading will be August 20th, and the second and final reading will be September 3rd. The budget for the City is comprised of two funds - the General and Utility, or Enterprise fund. As elected officials and management, the process of developing the budget is the single most important undertaking faced each year. The budget establishes the fiscal and operational boundaries for the year and it sets policy.


The priority over the last 3 years has been on revitalization and rebuilding of the City’s aging infrastructure and capitol facilities. The reorganization of the flow of supervision under four Divisional Supervisors has enhanced operational efficiency, planning and communication throughout the organization. Weise sees the following as priority issues:
a.  Bring the TWDB lake line and interior water projects to the construction state
b.  Complete the Police Department move by summer of 2010.
c.  Continue to be aggressive with the replacement of electric meters, having the entire system on digital meters by October 2012.
d.  Permit and have ready for utilization the new Type IV landfill by summer 2012.
e.  Engage in aggressive capital and revenue development.
f.   Continue to maintain a competitive employee compensation package.
2010 Budget issues are:
1.  Additional outlay of $170,.000 to meet the 2008 CO’s demand.
2.  Type IV Landfill, need to plan about $35,000 in the 2010 budget.
3.  Continue with moving the Police Department to City Hall.
4.  Continue to maintain a competitive employee Compensation package.
5.  Faced with high maintenance cost with our utility operations due to the age and depreciation of our capital assets.
6.  Continue to address water and electrical metering upgrades.
7.  Continue to update the equipment and vehicle fleet.

Coleman Bikers To Bike

It'll be a grueling day in the sun starting at sunrise for the Coleman bike riders who'll endure sore muscles and tired posteriors for that sense of accomplishment from hours of pure cycling madness! Wichita Falls' "Hotter 'n Hell" Bike Ride will require these riders to pass thru "Hell's gate" (the 60 mile mark) by 12:30pm in order to continue on the 100 mile route. Some riders will purchase a state of the art electronic timing chip and be able to review their speed and time against others their age and gender. Hotter 'n Hell is one of the oldest and largest cycling events in the nation which draws 12,000 fitness oriented riders and bicycle racers each year to Wichita Falls the last weekend of August.

The Three-Legged Stool
Successful fitness and weight management requires a “three legged stool” approach. As you know, each leg of the stool is as important as the other, and without all three legs, the stool is not stable. Likewise, without all three aspects of a successful weight management program, it is very difficult to succeed. For example, you may have tried to lose weight by dieting alone, and you probably remember that you did manage to lose for a few weeks. However, up to half of the weight you lost was likely in the form of metabolically active muscle mass rather than fat. And when you stopped that particular “diet”, the weight came back plus more. You may have tried to lose weight by just exercise and found that the weight loss leveled off quickly, and you never reached your goal. By following a comprehensive approach of the first leg, exercise, and the second leg, nutrition, combined with the third leg of ‘
embracing change,’ you can dramatically improve your chances for long term success.

Change is difficult; even change that will have a positive long-term impact on our lives. For any change of habit to have a chance to take root, a plan of action is needed. Jumping into change for emotional reasons only is not likely to produce a lasting effect. An effective plan must be rational to succeed. It takes 30 days to discard a bad habit and 30 days to create a good habit.

In order to get through the pain of dealing with change, we must become comfortable with being uncomfortable. You must believe that the change is for the better, and that it will not always be as difficult as it is in the beginning. Endure the discomfort until your burden becomes your blessing. Remember, if you always do what you’ve always done, you’ll always get what you’ve always gotten. Einstein said, “Insanity is doing the same thing over and over and expecting different results.” Just knowing and acknowledging that change is necessary is not enough.
Embracing change is the third leg that keeps us stable, maintains our focus, and ensures us from falling away from successful goals.


Coleman School Board to Hold Special Meeting

The Coleman School Board will meet at 7:45am Tuesday, July 21
, in the school administration office, 300 West Pecan.

The only item on the agenda is to consider hiring personnel for the 2009-2010 school year.



Sylvia Molina and her helpers held an Anniversary Party for the married couples at Holiday Hill.  13 couples were honored with 5 of them having both husband and wife in Holiday Hill.  The combined years of marriage for these couples is over 500 years!
Sylvia took her own 33rd Anniversary date and, having lost her own husband this year, decided to make it a happy day for others.
We honor Sylvia for her kind heart and daily acts of kindness!


 

Coleman's EDC Upgrades Two Buildings

As a part of our coverage on improvements to the Coleman Municipal Airport, we include improvements made to two large buildings adjacent to the airport complex.

 

The Coleman Economic Development Corporation is currently marketing two industrial buildings which have a combined space of roughly 100,000 square feet. The buildings have been painted and, thanks to insurance funds, the old roofs replaced.

A local industry, Filtration Equipment and Supply, is leasing 25,000 sq. ft. in the larger building to accommodate the growth they have experienced in recent years.

Because the EDC held on to a corridor between the two buildings, they have the potential to expand the airport and create an industrial airpark. The EDC has been marketing the buildings to airplane manufacturers and airplane service companies. There is a total of 12 acres adjacent to the airport available for development right now.

Oncor Holds Public Meeting
7/16/2009

Oncor Electric Delivery Company LLC invited citizens of Coleman County and the surrounding area to the Bill Franklin Center Wednesday evening for a "come and go" question and answer session. Anyone living within 500 ft of a proposed line should have received a direct invitation in the mail. Stations were set up around the room where property owners could look at visual aids to help them understand the process that is in progress. Representatives from Oncor were onsite to answer questions from the local landowners.

The state legislature has called for an increase in renewable energy, and Oncor was awarded, by the Public Utilities Commission, the opportunity to build transmission lines to take wind-generated electricity to other parts of the state.  A proposed transmission line from the Bluff Creek Switching Station in Taylor County to the Brown Switching Station, located southwest of Brownwood, will be constructed and is planned for completion in 2012.

A 3rd party consulting group (PBS&J) developed some possible locations for the proposed transmission line. Over 30 environmental criteria had to be evaluated in order to find these routes. These criteria included: number of habitable structures within 500 ft of the route centerline, length of route across parks/recreational areas, length of route through commercial/industrial areas, across agricultural land, number of streams crossed by route, length of route through known habitat of endangered or threatened species, length of route across areas of high archaeological/historical site potential, number of FAA-registered airstrips within 20,000 ft of the route centerline, number of FM radio transmitters, US or State highways, and number of Farm to Market-county roads- or other public roads crossed by the route.

Oncor's media representative told Colemannews.com
that easements will be acquired with 160 ft right of way, 80 feet on either side of the line. The process of acquisition begins with the input from the public at these meetings and from their questionnaires. Be sure you complete a questionnaire if any of the lines affect you or your land. Within about 6 months the final proposals will be presented to an Administrative Law Judge for a proposed Final Order. Oncor plans to have the transmission lines completed by the end of 2012 to comply with the legislative order.

Numerous Upgrades at Coleman Municipal Airport

Most Coleman citizens know we have an airport. The majority of them only see it from a distance or watch planes takeoff and land, never setting foot on the property.

Over the past several months, things have quietly been happening at Coleman Municipal Airport. A strategic plan, put in place about three years ago, has resulted in upgrades designed to attract more pilots and visitors. They, in turn, purchase fuel and use the services at the airport, and bring revenue to the city. It may be hard to believe, but there are three T-Hangars on the airport, full of airplanes. According to Randy Long, airport manager, there are 33 airplanes based in Coleman.

 


Improvement #1: Fuel
Pilots have long been able to purchase fuel for their general aviation aircraft in Coleman, but soon, pilots who fly small jets will be able to purchase jet fuel in Coleman. A new 12,000 gallon fuel tank of Jet A will be offered as self-serve. Plus, the airport has a truck for full-service jet fuel. According to Long, there is also a new 15,000 gallon fuel tank for general aviation planes. The larger fuel storage allows the City of Coleman to make better purchases of fuel, at a cost savings. The location of the "fuel farm", at the north end of the field, is in a much safer location, Long said. Pilots can fill-up and taxi a short way to the runway for takeoff. After some resurfacing is complete, the new fuel system should be ready for use by the upcoming dove season.

 

Improvement #2: Game Fence
Safety in aviation is top priority. With contributions in large part from airport users, a high game fence, almost three miles long, has been constructed around the entire perimeter of the airport property. Designed to keep deer and other animals off the property and off the runway, pilots will have one less thing to worry about when they land and takeoff.


Improvement #3: Resurfacing
The Texas Department of Transportation has an aviation division which is responsible for keeping local airport surfaces and runways in good shape. Recently, the Coleman runway, taxiways, and tarmac were resurfaced with cold base sealer, leaving a very smooth surface.

Improvement #4: An AWOS System
AWOS stands for Automated Weather Observing System. It should be in place and operational within six months or less, Long said. The system sends out constant weather reports which pilots can listen to in their planes to make better judgments when landing or departing from Coleman. This system also submits data to the National Weather Service network which means the Coleman temperature, wind, humidity, barometric pressure and dew-point will be available for access online and can be used by television stations to show on weather maps.

The Ray E. Martin Memorial Trust scholarship committee is proud to award the Annual Panther Creek "Barney Martin Memorial Scholarship" for the year 2009 to Matthew Monsey Allen in the amount of $1200.

Matthew is the son of Donnie and Gloria Allen of Voss, Texas. He is an honors graduate of Panther Creek, Class of 2009. He excelled in academics and athletics and is a member of the National Honor Society. He is a member of the Coleman Jr. Rodeo Assn, and the Gouldbusk Rodeo Assn. He is also a member of the South Coleman County Volunteer Fire Dept. and member of the Leaday Baptist Church. He has a passion for playing the drums and roping. Matthew is planning to attend Clarendon College in the fall. Congratulations Matt!

The Barney Martin Scholarship has been given to 12 other Panther Creek graduates since the death of Barney Martin in 2002. Barney was a member of the 1991 graduating class. We hold Panther Creek in highest esteem, and believe wholeheartedly in the work they do for the students of P.C.H.S.


 

Coleman ISD Awarded $500,000 Technology Grant

Royce Young, Superintendent, Coleman ISD has announced that the District has been awarded a Vision 20/20 Technology Grant that will target 4th through 7th grade students. Coleman was 1 of only 15 school districts in the state that was awarded this competitive grant. Young stated that it is a tribute to our administrators, technology department, and teachers who planned, wrote the grant, and participated in the competitive interviews for the selection process. He also noted that Coleman ISD is well known with technology grant providers in Austin because the district is on the cutting edge of technology student immersion with the general curriculum.  (Colemannews.com photo above is of the laptops obtained in the spring of 2009 for CHS.)

 

Coleman also received a $500,000 technology grant last year that placed a laptop in the hands of every high school student and teacher. This grant will place a laptop in the hands of every 4th through 7th grader with rollout occurring sometime during the 09-10 school year. “With a limited operating fund there is no way that the district could provide technology or technology training to students without grants of these types.” Staff will also be trained in the latest technology advancements to insure that the most benefit will be realized for the students of Coleman ISD.

2009 CROP CERTIFICATION DEADLINE

Curtis L. Garrett, CED for the Coleman County Farm Service Agency, reminds producers to
certify their crops by July 15, 2009. This would include but not limited to all spring seeded crops such as: cotton, grain sorghum, sorghum forage, (sudan, red top cane, etc) native grasses, and improved grasses. According to program regulation, producers must annually certify all crops at their local FSA Office. Failure to report all cropland and crops may result in ineligibility for some programs.

Novice 100th Anniversary Art Show

Bill and Sue Shields did a great job on the art show in Novice celebrating the town’s birthday. The Shields are also the chair-people for the Fine Arts League Membership Show Scheduled for July 21-25 at the Coleman Public Library. They are devoted members of the Fine Arts League of Coleman County. Sue is a talented pianist and a member of the Garden Club. Bill sings in the church choir.  He had a solo part in the Coleman County Choir Patriotic performance July 5th .

Bill paints in oils and acrylics and has won some top awards. As an exhibitor in the Novice Art Show, he had the excitement of one of his paintings being SOLD! His large oil painting was entitled “Freedom” – featuring the American Flag with an eagle soaring above. Congrats, Bill.

Grace Baptist Church Thanks You!

Due to the need of some members having to move away because of work related issues, and some very heartbreaking circumstances, Grace Baptist Church is no longer able to meet in the building at 115 Santa Anna Ave.. Instead, as of August 02 2009 we will be meeting every Sunday morning at 10:30 at the Pastor's house located at 600 Martin Street until we are able to find another building. We thank each and every one of you in the community who has showed us so much kindness and help during these very trying times. We pray that the Lord will continue to meet our needs and that Grace Baptist Church will continue to minister to this wonderful community. Thanks again, and we hope to see you at our home services. Theft at Hidalgos
7/13/2009
Coleman Police Department was called at lunch today to investigate missing money in the office of Hidalgo's Cafe on Colorado Street. 

 

Police Sergeant Phil Chambers led the investigation by finger printing six individuals and dusting the area of the office for fingerprints.  The prints will be sent to the Department of Public Safety crime lab in Austin for further analysis.

The FIRST MEMBERSHIP SHOW EVER – sponsored by the Fine Arts League of Coleman County, Inc., at the Coleman Public Library. Exhibit is limited to Members only who each may exhibit 3 pieces of artwork. Art work is to include all 2 dimensional work: oil, pastel, water-media, charcoal, as well as other works such as quilting, embroidery-handwork, jewelry (made by the artist), glass, sculpture, etc,. Some items will be for sale. ( Membership in the FALCC is $15 )

The Exhibit is for the pleasure of the public as there will be no judging, just the fun and experience of entering a show. People’s favorite ribbons for 1st, 2nd, 3rd, will be determined by public ballot.   A “special mini “separate exhibit will hang for the “Purple Mini Show” in honor of Millie Martin. Members are requested to bring their ‘purple paintings’ when entering the show. This painting will be in addition to the 3 mentioned above.

4-Wheeler Accident Injures Glen Cove Man
7/12/2009

Donald Eugene Herron, 74, of Glen Cove, was injured Sunday afternoon when the four-wheeler he was driving overturned on a highway.

 

An ambulance helicopter from Shannon Medical Center lands at Coleman County Medical Center to transport Herron for further treatment.


Coleman Police dispatch got the call at 2:48pm. According to the investigating officer, DPS Trooper Mike Gray from Runnels County, the accident happened about one mile west of Glen Cove on State Highway 153.

According to Gray, Herron was going west on Highway 153 and attempted to turn south across the highway when the four-wheeler apparently overturned in the middle of the road. Herron was found by passing motorists and authorities were called.  The investigation was on-going at the scene as of 6:00pm Sunday.

Herron was taken by ambulance to Coleman County Medical Center and later flown by helicopter to an area hospital in unknown condition at around 6:00pm.

The Gouldbusk Rodeo Association will hold the Gouldbusk Team Roping Bash on
Saturday, July 11th. The roping will be a #9, # 11 and #13 roping. Entry fees are 3 for $50.00 Team / $25.00 man enter up. All roping's run together with separate short rounds.

The producer has the right to classify you if you do not have a USTRC number. Books will be open from 5:00 till 5:45p.m. and roping will begin at 6:00p.m. Buckles will go to Champion header and heeler of each roping. A concession stand will be available on site. Gov. Perry Names Lowe Chair of Texas State Board of Education

AUSTIN –
Gov. Rick Perry has named Gail Lowe of Lampasas chair of the Texas State Board of Education for a term to expire Feb. 1, 2011. The board and education commissioner oversee the state’s public school system.

“Gail has shown exemplary leadership and commitment to the education of young Texans through her work on the State Board of Education for the past seven years, as a classroom volunteer assisting elementary school students with math and reading, and as a member of the Lampasas School District,” Gov. Perry said. “I am confident that through her leadership, we will continue to ensure that Texans receive the educational foundation necessary to be successful in college, the workplace and beyond.”

Lowe is co-publisher of the Lampasas Dispatch Record. She is a member of the Lampasas Chamber of Commerce, Texas Press Association and National Newspaper Association. She is also a past trustee for the Lampasas Independent School District. Lowe received a bachelor’s degree from Louisiana State University. She replaces Don McLeroy of College Station.

 


 

Call for Quilts

The opening of the eighth annual quilt show, “Quilting on the Western Trail” will be held at the Red River Valley Museum, 4600 College Drive, Vernon, Texas from 10am to 5pm on Saturday, October 3, 2009. The show will be co-sponsored by the Pease River Quilters Guild of Vernon. Quilts and other quilted items will be on display beginning October 3rd through November 3rd. A free gift bag will be given to the first 100 people attending on opening day. Vendors will have booths with various items for sale on opening day.

This year the quilt show will have the following categories in which to enter: Bed Quilts, Lap Quilts & Baby Quilts, Miscellaneous, Young Quilters

An award will be given in each category for the best entry selected by a qualified judge. Persons may enter as many categories as they would like on a space available basis. There will also be cash prizes awarded to the top three entries in the show. Items previously entered will not be accepted.

Entries may be entered free and should be brought to the museum no later than September 15, 2009.


 

Texas Blue Bunny Books

The First Edition of the Texas Blue Bunny Books will be available during the Fine Arts League membership show July 21-25, 2009 at the Coleman Library. The book is a Fund-raising promotion for the Juried Show coming in October. It will be a treasure in the future for those of us who grew up with cottontail and Jack rabbits when we no longer see them in our countryside.

The book is the creation of Sherrell Hazlewood and he has granted the League the opportunity to be a part of the tradition of the “Tall Texas Blue Bunny”.

CISD School Board Hires Teachers

Thursday night the CISD school board participated in a budget workshop. Before doing so, however, they accepted the resignation of Shella Arnwine, Jr High math teacher and coach. They announced that Zach Edington, the elementary physical education teacher, will be the new head baseball coach for the Bluecats next year. Also, the board accepted the recommendation of the principals and hired: Michael Cook – HS teacher/boys’ coach, Rebecca Goodwin – Ag teacher, David Gutierrez – Theater Arts teacher, Joshua Timms – HS teacher/boys’ coach, and Brittney Walker – Elementary teacher.

Electric Cooperative Annual Meeting will be held on Friday, July 24, 2009 at the Coleman ISD Cafeteria. This meeting is held every other year in Coleman County. 4-H members are asked to
provide the refreshments for this event. We have been asked to bring HOMEMADE Ice Cream, HOMEMADE Cookies and Punch (the office will take care of the punch). Any flavor and as much homemade ice cream and as many cookies as you want to make would be great!

Please call ASAP the County Extension Office at 625-4519 (or reply to this e-mail) and let us know if you can bring homemade ice cream and/or cookies. We need at least 30 freezers of homemade ice cream and 75 dozen homemade cookies.

4-H Wildlife Camp

OK......We now have details for the annual 4-H Wildlife Camp at Lake Ivie ! Extension Agents and Adult Leaders along have put together an interesting program this year. Program topics include: Boating Safety, Outdoor Cooking, Tracking Wildlife, Game Theft and the all-time fun Kayak Races on the river and Skeet/Archery and Rifle shooting.

Cost for this camp is $20 per person. Parents and adult leaders are encouraged to attend. Remember we always need adult volunteers to help chaperone. There is no charge for parents to attend. AGRICULTURE SECRETARY VILSACK ANNOUNCES $66.4 MILLION FOR COMMUNITY FACILITIES PROJECTS IN RURAL AREAS
7/9/2009

TEMPLE, TEXAS, July 9, 2009 - Agriculture Secretary Tom Vilsack today announced the selection of nearly $66.4 million in essential community facilities projects in 33 states throughout the country that are being funded immediately with federal funds provided through the American Recovery and Reinvestment Act. Texas will receive $549,830 for nine projects across the state from this third wave of Recovery Act community facilities investments announced by USDA.

“Communities throughout the country are benefiting from the Recovery Act, and by building or upgrading facilities such as libraries, public buildings and community centers, we are investing in the future of rural America,” Vilsack said. “These projects will advance the Administration's efforts to jumpstart the economy by creating jobs and economic development opportunities in hundreds of small towns.”

For example, Rural Development is providing a $40,000 grant to help the City of Olney in Young County, Texas, buy a rescue truck for the local volunteer fire department which recently lost the use of two fire trucks and a rescue vehicle to maintenance issues. The situation has put the community and department in a very vulnerable situation in responding to an average of 31 wrecks per year. Currently, a volunteer responding to a rescue call must go to the fire station and load rescue tools into their private vehicle to respond to a call. The new 4x4 rescue truck will be equipped with a generator, water tank, radio, sirens and lights, which will provide quicker and more extensive responses to emergency calls from the 3,396 residents of Olney.

Rural Development is providing a $219,850 loan and grant to the City of Edna to help the City Fire Department buy a new pumper truck. Currently, the Fire Department uses a 1983 truck that has a very low pumping capacity is plagued by brake and transmission problems which are becoming too costly to have repaired on a continuous basis. The new truck will have double the operating capacity and be capable of carrying six firefighters. It will provide protection and service to the 5,899 citizens of Edna.

The funding announced today is being is being provided through USDA Rural Development’s Community Facilities program, which helps finance essential community facilities for public use in rural areas. These facilities include childcare centers, hospitals, medical clinics, assisted living facilities, fire and rescue stations, police stations, community centers, public buildings and transportation. Through this program, USDA ensures that such facilities are available to all rural residents. These funds are available to public bodies, non-profit organizations and recognized Indian tribes.

Fisher County Hospital District; $60,000 loan and grant
City of Hawk Cove; $18,862 grant
Kountze Volunteer Fire Department; $57,290 loan and grant
City of Lamesa; $40,700 grant
City of Olton; $46,678 grant

City of Comanche; $50,000 grant

New Livestock Indemnity Program Announced by FSA

Eligible ranchers and livestock producers can begin applying for benefits through the Livestock Indemnity Program provided in the 2008 Farm Bill on July 13, 2009
.

"This program will provide livestock producers with a vital safety net to help them overcome the damaging financial impact of natural disasters," said Curtis L. Garrett, Executive Director for USDA Farm Service Agency in Coleman County.

The Livestock Indemnity Program (LIP) provides assistance to producers for livestock deaths that result from disaster. LIP compensates livestock owners and contract growers for livestock death losses in excess of normal mortality due to adverse weather, including losses due to hurricanes, floods, blizzards, disease, wildfires, extreme heat and extreme cold. Eligible losses must have occurred on or after January 1, 2008 and before October 1, 2011.

The following table provides the final dates to file a notice of loss and/or application for payment for either 2008 or 2009 livestock losses.

Three Arrested Tuesday Morning in Coleman
7/8/2009

The Coleman County Sheriff's Department and Coleman Police Department arrested a man and two women around 11:00am Tuesday at a residence at 1814 South Neches Street in Coleman.

According to Les Cogdill, Deputy Sheriff, it was known to law enforcement that Carlos Mata Jr. was wanted in Eastland County for a motion to revoke warrant and they suspected him to be at the residence. Officers arrived at the South Neches address but could not get anyone to come to the door, even though they had witnessed someone inside.

According to Cogdill, officers left the area and waited. A short time later Carlos Mata Jr. exited the rear of the residence and was taken into custody. Officers then made contact with Tamela Ka Rosales at which time she and Margaret Ann Espitia were arrested for hindering apprehension or prosecution, which is a class A misdemeanor.

The subjects were transported to the courthouse for processing.

According to Bro. Danny, Angelica Frances has four top selling Contemporary Gospel albums in the United Kingdom and has just finished writing her first book. Angelica is originally from New Zealand, a descendant of seven Morai Tribe chiefs of New Zealand. Gloria Dyer is an Australian Aboriginal from the Noongar Tribe near Perth, Australia. Both of these women sing and minister the gospel.

There will be a meeting on Wednesday, July 8 at 8:00pm, in the First Baptist Church Family Life Center to discuss the upcoming Co-ed and Men's Fall Volleyball League, as well as basketball and softball leagues to follow.

 

All church's are welcome and encouraged to participate. If there is not enough interest in your church for a team, you are welcome to join forces with one or more churches to create a team. Please come and provide ideas and suggestions, and give us an idea on who needs to combine to make a team and how many teams will be involved. Santa Anna Summer Reading Program Every Thursday in July

The Santa Anna Public Library will host the Summer Reading Club every Thursday morning in July, from 9:30-11:30am.  Any child age 4 through grade 6 is welcome.  This year's theme is "Deep in the Heart of Texas."  Lots of fun activities are scheduled to help explore the rich heritage of Texas beginning with the dinosaurs.  Reading, crafts, games, snacks and contests will take place each week.  Call the library at 348-3395 with any questions.

The results are in – Donations Exceed Expectations

In the midst of uncertain times and a weakened economy, Hunters for the Hungry exceeded expectations by posting an increase of nearly 8% in donated meat. During the 2008-2009 hunting season, hunters donated a total of 192,040 pounds of meat through 104 participating meat processors in 74 counties. More than 90 recipient organizations received and distributed the meat to those in need. This could not have been accomplished without the participation of hunters, meat processors, and faithful supporters of the program.

Recipients of Hunters for the Hungry donations are always appreciative of the meat. Food pantries, shelters, soup kitchens, residential facilities, and other food providers cannot say enough about the positive impact that the food donations have on their clients:
---We don’t usually have meat available/donated to give to our families. Because of your great program, at least 200 families had meat in their diet for a few days – thank you!! – Hill Country Daily Bread Ministries, Boerne.
---We gave to 400 families (needy and elderly people). It is hard for our pantry to have enough meat to give to people. This really helped. – McKenzie United Methodist Church, Watson Food Pantry, Clarksville.
---All our families were very grateful for the fresh meat. A lot of our seniors cannot afford to buy medication and fresh meat, so it was very well used for a good cause. – HIS Ministry, Santa Fe.

---All clients we serve are at or below the poverty line or experience tragedies or unexpected and unplanned expenses. Our request for assistance has increased by 35% year to date. We love the program. – Salvation Army, Kerrville.
---People are happy to receive the meat and start asking about it before we receive any. – Hamilton United Care, Hamilton.

J.W. Harris Wins Prescott, Arizona Bull Riding
Ties for 1st in St. Paul, Oregon

The wins just keep on comin' for J. W. Harris, reigning PRCA World Champion Bull Rider. 

Over the July 4th Cowboy Christmas run, Harris won the prestigious Prescott, Arizona bull riding with an 88 point ride on Broken Arrow Rodeo's "Cracker Jack". The win was worth $7,311 for Harris.

Harris then tied Corey Navarre for 1st place in St. Paul, Oregon with a 91 point ride on Flying Diamond Rodeo's "Far North". Harris and Navarre each pocketed $9,988.

Jansen Merrill and Kelby McCorkle competed at the District VI 4-H Shoot in Midland, Texas on Friday, July 3, 2009. Jansen placed 1st in 5-stand, 3rd in Trap, and 5th in skeet.   Kelby placed 2nd in 5-stand, 1st in skeet, and 5th in trap.  Both Jansen and Kelby won the High All-Around Award for their age division and received a belt buckle.   The shooters will wrap up their season at the Texas 4-H Shotgun Shootout in San Angelo
this week, July 9, 10, & 11.

 


 

CCMC BOARD MEETS IN CALLED SESSION

The Coleman County Medical Center Board of Directors met June 29th in a call meeting to address a short agenda.

Hal Carr of The Coker Group was on hand to give a report on Healthland, which is the company that CCMC was considering for the purchase of an Electronic Medical Records system. Since the report was very favorable, the board elected to authorize CEO Douglas Langley to sign a contract with Healthland to purchase the system which the hospital must have in order to meet governmental standards.

The board went into closed session to discuss a retirement funding plan for the hospital CEO. After reopening the meeting, they approved the plan.

The Board also discussed the purchase of an ambulance, but took no action on this item.

Property of the Month Announces July "Four"

It is hard to believe that it is already July!  Four more of our citizens have been named to receive the Property of the Month designation.  Keep Coleman Beautiful's Property of the Month Program began in April and so far sixteen property owners have received this designation!  It is such a thrill to be able to notify our citizens that the POM Selection Committees for the month have chosen them. 

 

For the month of July our committee members for the North and South Wards were Sue Brusenhan, Linda Hyde and Liz Campbell.  For the West and East Wards, Mike Gray, Doris McCulloch and Nita Wood served on the Selection Committee.  Many thanks to each of them for their time and careful consideration in their selections.

 

The Property of the Month selections for the month of July 2009 are the homes of Janie Hemphill, 710 West College (West Ward), Wanda "Maw" Barnett, 103 Ripley (North Ward), Jimmy Bartley, 312 E. 4th Street (East Ward), and Corene Adams, 406 Santa Anna Avenue (South Ward).  Congratulations to each of them!  It is hoped that you will take time to drive by and view each property.  (Photos below courtesy of Linda Hyde)

J.W. Harris Wins Pecos, Texas Bull Riding

There is not a hotter cowboy in any event than J.W. Harris. The Coleman County native won Coleman's PRCA bull riding, then won the big show in Reno, Nevada and also won the bull riding at the West of the Pecos Rodeo in Pecos, Texas.

Harris scored
90
points on the bull named "The Air Up There" from Carr Pro Rodeo's stock. The win was worth $5,087.

Coleman County's Guy Allen served as pickup man for the rough stock events at Pecos. Allen also won third place in the second round of steer roping.

It has been three years since the Mozelle Homecoming/Reunion. On Saturday, September 26,
2009 we will meet in the Bill Franklin Center. Registration is at 9:00am. The program will begin at 10:00am. Lunch will be catered by Big O's Restaurant of Valera. We will have the building until 10:00pm. If you have any memorabilia, we will have a table for display. We would like for each class to bring something nice for the Silent Auction.

Be patriotic: Drive safely for July 4

Texas drivers are urged to drive safely during the July 4 holiday weekend. Starting Friday and going through midnight on Sunday, Texas Highway Patrol troopers will be out in force, looking for people who are driving drunk, speeding or not wearing safety belts.

“Texans can avoid jail by driving sober. Designate a sober driver before the drinking starts and make sure the driver stays sober,” said Highway Patrol chief David Baker. “We want to make sure people are safe. It’s important also to make sure that everyone is properly secured by seat belts or in car seats or booster seats.”

Last year during the extended holiday weekend (July 3-6), DPS troopers made 772 driving while intoxicated arrests and issued 12, 918 speeding citations. During that same weekend, they issued 3,026 tickets for safety belt violations and 434 for child safety seat violations.

Troopers are participating in Operation CARE (Combined Accident Reduction Effort)—a nationwide campaign by state police agencies to reduce fatalities during holiday periods. They are also participating in Operation Holiday—a statewide effort by law enforcement to reduce fatalities during holiday weekends.

Here are some driving tips the DPS recommends for travelers:
• Slow down, especially if weather and road conditions do not allow for the designated speed.
• Secure everyone in the vehicle properly, either with a safety belt or in the appropriate car seat or booster.
• Save phone calls for home or find a safe place to pull over to make your calls.
• Make sure you have enough gas in the fuel tank to make it to your destination.
• Drive with courtesy—do not participate in road rage behavior.
• Make sure tires are properly inflated and fluids are at the appropriate levels. Check fan belts for excessive wear.

3rd Annual Rain Dance

The 3rd Annual Rain Dance will be held on Friday, July 3rd with live music featuring Brad Williams and the Mountain Oyster Band. The dance will be held at the Turnrow Bar & Grill in Rowena, Texas on US Hwy 67. Prizes will be given for the best rain dance!!! Band will play from 9:00-11:30pm.  NOTE

"A Patriotic Musical" to be Performed Sunday

A musical, "A Patriotic Musical," sung by the Coleman County Choir will be presented this Sunday, July 5th at 7:00pm in the Family Life Center at the Coleman First Baptist Church.  The hosting pastor is John Stanislaw and the event is sponsored by the Coleman First United Methodist Church and Pastor Mike Kerzee.  The director is Truitt Mitchell, who reports that around 50 voices will be heard that night.  Refreshments will be served after the concert to those attending.
 


 

Basketball Shooting Clinic - Limited  Spots Available

We have openings for the Rick Penny Shooting Clinic for July 13th and 14th. This is open to boys and girls from the 7th grade to 12th grade. I have limited spots still available. Local PRCA Cowboys in Cody, Wyoming

World Champion PRCA Bull Rider J.W. Harris from May in Brown County and Coleman bull rider Cory McFadden are scheduled to compete tonight (Wednesday) in the first performance of the Cody PRCA Rodeo in Wyoming.

McFadden has drawn a bull named Hang Time while Harris will attempt to make eight seconds on Sackfull.

The bull riding is one go-round and there are 62 entries. The Cody rodeo is one of the PRCA's Gold-Tier stops on the Wrangler Million Dollar Tour.
