on quality of care; 13 actions based on
unprofessional conduct; 10
nontherapeutic prescribing violations;
12 actions based on inadequate medical
records violations; two actions based on

two actions based on failure to properly
supervise or delegate; one advertising
violation; five orders based on criminal
convictions; two actions based on
violation of probation or prior order;

voluntary surrenders; and two

for minor statutory violations. At its
July 17 meeting, the Texas Physician
Assistant Board took actions against

At its August 20-21 meeting, the board
issued 829 physician licenses.
Three area Dr's receiving action;
McGonagle, Martin, M.D., Lic. #G6563,
Brownwood TX
On August 21, 2009, the Board and Dr.
McGonagle entered into a 2½ year
mediated agreed order requiring his
invasive cosmetic surgery practice be
monitored; that within one year he
complete the medical recordkeeping
course offered by the University of
California San Diego Physician
Assessment and Clinical Education (PACE)
program; that within one year he

obtain 20 hours of continuing medical
education offered by Audio-Digest
Foundation in wound care, infectious
disease, and antibiotic therapy; and
that he pay an administrative penalty of

based on Dr. McGonagle’s failure to meet
the standard of care in treatment of
several patients who received cosmetic
procedures, including lip implant, face
lift, breast augmentation and
blepharoplasty, as it related to the
treatment of postoperative wound
infections and the use of antibiotic

Crawford entered into an agreed order
requiring that within one year she
obtain 10 hours of continuing medical
education in medical recordkeeping and
10 hours in ethics; the order also
requires that she submit a written
statement of corrective action taken.
The action was based on Dr. Crawford
utilizing a Florida company for
administration and interpretation of
Electromyelography (EMG) and Nerve
Conduction Velocity Studies, and that
employees who administered and
interpreted the studies were not
licensed Texas health care providers as
required.
Roy, Lisa Marie, M.D., Lic.

take and pass the Texas Medical

within one year she obtain 10 hours of
continuing medical education in medical

All of these stores have a Rent-to-Own
program. We encourage you to rent an
instrument for your child to start on.
This gives us time to find out if your
child is on the right instrument. If for
some reason, we need to switch them, it
gives us some “flexibility” to do so.
The music stores will allow you to
switch instruments for a short time with
no penalty.
One point we would like to make is that
we advise you not to buy an instrument
from any store that cannot service the
instrument “in house” (non-music stores,
online stores). Most instruments
are delicate and do require minimal
service from time to time.
If you have any questions, please call
or email us at the school.
Sincerely,
Jerry Everett

Pack a
Safe Lunch

Coleman County Extension Office)
Extension Nutrition and Food
Science Program
Taking your lunch to school or work is a
great way to save money. It is also a
good way to use leftovers from last
night’s dinner. When packing a lunch
that will be eaten several hours later,
remember these food safety tips so the
lunch you pack doesn’t make you or your
family sick.
Don’t get bugged by your lunch.
Keeping
bacteria away from your food can greatly
lower your chance of getting a
food-borne illness.
Keep hot foods HOT, cold foods
COLD.
Bacteria that cause food-borne illness
grow best at temperatures between 40 and
140 degrees F. This is known as the
temperature danger zone.
Other tips
--Keep lunch boxes clean. Wash them with
soap and warm water after each use.
--Freshly cut fruit spoils quicker than
whole fruit.
--Keep lunches out of direct sunlight or
other heat sources.
--Throw away any leftover perishable
foods. Do not save them for a later meal
or the next day’s lunch.
--Use only the leftovers that have been
in the refrigerator for less than 1 or 2
days.

Scott
Receives Punishment for Boatright Deaths
8/21/2009
Trey Barton Scott, of Clyde, Texas pled
guilty two weeks ago in District Court
for the Intoxication Manslaughter
charges in the death of
Charley Wayne "Chuck"
Boatright Sr. and Charley Wayne
Boatright Jr. Their deaths were a
result of a two-pickup crash on U.S.
Highway 84 in northern Coleman County on
June 3, 2007. Today, August 20,
2009, Scott received his punishment from
Judge John Weeks.
District
Attorney Heath Hemphill stated, "The
punishment range is 2-20 years for
Intoxication Manslaughter. I think that
the Defendant pleading guilty and
receiving 14 years on each case is a
fair outcome. He will not be eligible
for parole until half of his sentence
has been served due to the finding that
a deadly weapon (the vehicle) was used
in this case.
This incident was a tragedy for two
families, especially the Boatright
family. We were ready to go to trial on
this case but in a way its probably good
that Mr. Scott decided to plead guilty
and the Boatrights did not have to
endure that process and re-live this
event. They've had this to deal with for
two years now and while it doesn't make
it all go away, hopefully they can get
some closure and try to start healing."
There were more cases presented in
District Court today and will be
reported at a later date.

ACT
scores hit all-time high level in Texas
8/20/2009 (News Release from
Texas Education Agency)
AUSTIN –
The Texas ACT composite score reached an
all-time high in 2009 as did the number of
students tested.
Results released today show that Texas
public and private school students in the
Class of 2009 earned a score of 20.8 out of
a possible 36. The composite score has
increased every year since 2005 when Texans
earned a composite score of 20.2.
Scores on three ACT subtests – English,
mathematics and science – also reached
record highs for Texas students.
“Over the past few years, Texas
educators have worked hard to improve the
postsecondary readiness of our students. In
collaboration with Texas colleges and
universities, educators have implemented
early college high school programs; science,
technology, engineering and math (STEM)
programs and articulated career and
technical programs. They have added dual
credit classes, expanded Advanced Placement
offerings, and increased the rigor of high
school classes. Today, we have solid
evidence that this work is paying off,” said
Commissioner of Education Robert Scott.

They are from out of town and are going door

They are taking the money, but not

services until the work is completed
as promised.

New traffic, criminal laws
set to go into effect Sept. 1
8/17/2009
HB 2730 is the DPS’s Sunset Legislation, and
many of the DPS-related bills this session were
included in HB 2730. Notable traffic and
criminal laws that go into effect on Sept. 1
(unless otherwise indicated) include*:
Seatbelts:
HB 537 requires all occupants of a vehicle, no
matter their age, to be secured by a safety
belt, no matter where they are seated in the
vehicle; SB 61 amends the existing statute
regarding child passenger safety seats. The bill
requires that any child younger than 8 years of
age be restrained in an approved child passenger
safety seat unless the child is at least 4 feet,
9 inches in height. The law becomes effective on
Sept. 1, 2009, but tickets for this offense
cannot be issued until June 1, 2010. Police
officers are allowed to issue a warning before
that date. CLICK
HERE for more...
Driving:
HB 55 makes it illegal to use a wireless
communication device in a school zone unless the
vehicle is stopped or a hands-free device is
used. Cities or counties wanting to enforce this
law must post a sign at the beginning of each
school zone to inform drivers that using a
wireless communications device is prohibited and
the operator is subject to a fine. It is a
defense to prosecution if the operator was
making an emergency call.
HB 2730 increases the penalties for driving
while intoxicated with a child passenger by
adding an automatic driver license suspension
period for first-time offenders and an increased
suspension period for repeat offenders.
Concealed handgun:
HB 2730 amends
numerous provisions regarding concealed handgun
licenses (CHLs), including eliminating student
loan defaults as a disqualifier, to clarify that
DPS must suspend or revoke a license when the
licensee becomes ineligible and mandating that a
magistrate suspend a CHL held by the subject of
an emergency protective order.
Driver license:
HB 2730 requires that all applicants under the
age of 18 take the driving skills exam to
receive a driver license. The law also requires
that a provisional driver license (under 18) or
instruction permit expire on an individual’s
18th birthday, removes the requirement that a
provisional driver license or instruction permit
be renewed annually and increases the fee for
those licenses from $5 to $15. It also extends
the current phase-two restrictions for holders
of a graduated driver license from 6 months to 1
year. These restrictions include limited night
driving, prohibited use of wireless

SCHOOL
SUPPLIES - NEW in 2009!
8/13/2009
The 81st Texas Legislature recently passed
HB1801 (2009) expanding the list of items
qualifying for exemption from Texas state and
local sales and use taxes during the annual
sales tax holiday in August. Effective this
year, in addition to clothes, footwear and some
backpacks, Texas families also get a sales tax
break on most school supplies priced at less
than $100 purchased for use by a student in an
elementary or secondary school.
The following is an all-inclusive
list of qualifying school supplies (if priced
less than $100):
1. Binders
2. Book bags
3. Calculators
4. Cellophane tape
5. Blackboard chalk
6. Compasses
7. Composition books
8. Crayons
9. Erasers
10. Folders; expandable, pocket, plastic, and
manila
11. Glue, paste and paste sticks
12. Highlighters
13. Index cards
14. Index card boxes
15. Legal pads
16. Lunch boxes
17. Markers
18. Notebooks
19. Paper; loose leaf ruled notebook paper, copy
paper, graph paper, tracing paper, manila paper,
colored paper, poster board, and construction
paper.
20. Pencil boxes and other school supply boxes
21. Pencil sharpeners
22. Pencils
23. Pens
24. Protractors
25. Rulers
26. Scissors
27. Writing tablets
Texas shoppers
get a break from state and local sales taxes on
August 21, 22, and 23rd - the state's annual tax
holiday. Lay-away plans can be used again this
year to take advantage of the sales tax holiday.
As in previous years, the law exempts most
clothing and footwear priced under $100 from
sales and use taxes, which could save shoppers
about $8 on every $100 they spend. Backpacks
under $100 and used by elementary and secondary
students are also exempt. A backpack is a pack
with straps one wears on the back. The exemption
during the sales tax holiday includes backpacks
with wheels, provided they can also be worn on
the back like a traditional backpack, and
messenger bags. The exemption does not include
items that are reasonably defined as luggage,
briefcases, athletic/duffle/gym bags, computer
bags, purses or framed backpacks. Ten or fewer
backpacks can be purchased tax-free a one time
without providing an exemption certificate to
the seller.

HUMANE SOCIETY
OPEN AT NEW LOCATION THIS WEEKEND
8/13/2009
(Contributed by Jo Ann Eddleman)
Come by to say hello at our new location at 108
East Pecan this weekend. The store will be open
on Thursdays and Fridays from 9 a.m. to 5 p.m.
and on Saturdays from 9 to 2 p.m. Everything is
not displayed yet, but you will find many, many
new items to browse through.
We will also have a dog or two for you to visit
with. The Humane Society is overloaded right now
with some wonderful dogs that need new homes. We
will offer you a fee reduction if you choose to
adopt this month. We are hoping that, with this
new store now open and all the additional space,
sales will allow us to start thinking about
expanding our temporary holding kennels until
foster homes become available.
Don’t forget, we always need foster homes. There
are still many dogs we are not able to save from
the City shelters because we don’t have room!
The Anatolian mix pictured is just one of them.
His time is limited. The Humane Society pays
100% for the spay or neuter of any adult dog
adopted straight from the City shelters.
New Curriculum Meeting
8/13/2009
CISD will be implementing a new curriculum in
grades K-12. This curriculum has been developed

ensures quality through a process of continual
review. The key components of the CSCOPE
curriculum are:
· A K-12 systemic model in the four core content
areas-English Language Arts, Math, Science and
Social Studies/History
· Common language structure and process for
curriculum delivery
· A rigorous, aligned, written, taught and
tested curriculum
· Clarified and specified TEKS/TAKS expectations
assembled in a vertical alignment format
· Customizable instructional plans that allow
the district to integrate resources into the
system
· Lessons in both English and Spanish
An informational meeting will be held for
parents and community members regarding the
changes involved with the implementation of the
new curriculum. Anyone who is interested in
finding out more about this curriculum is
encouraged to attend.
The meeting will be
held on Thursday, August 13th at 5:30 in the

Winters Bank
Robber in Custody
8/12/2009 by Jason Gore, 8/11/2009
Reprinted from
www.ballingernews.com
About 1pm Tuesday
a man, later identified as local Winters
resident Tony Johnson, walked into the Compass
Bank in Winters to conduct normal business, it
seemed. What the bank employees did not realize
at first was that Mr. Johnson was armed with a
knife and a note demanding cash. After the
standard business was completed, the note was
presented to a bank employee.
Mr. Johnson took
the cash given to him and proceed to leave the
bank, unknowing that the alarm had been
activated. Law enforcement personnel arrived on
the scene as the suspect was exiting the bank,
which in turn caused him to reenter the bank. At
that point he displayed his knife and took one
teller as hostage and demanded another to hide
with them behind the counter.
Officers then
entered the bank, which flushed the suspect from
his hiding spot, releasing the hostages. Mr.
Johnson fled from the rear of the bank on foot
where he was able to get an unwitting passer-by
to give him a ride to a local residence.
The unidentified
driver later learned of the robbery, and
informed law enforcement where they dropped off
Mr. Johnson just a few minutes earlier. Law
enforcement officers arrived on scene at the
residence. Mr. Johnson was apprehended and
transported to Runnels County Jail. Most of the
money was recovered as well as the weapon used
during the robbery.
Winters Chief of
Police Nathan Johnson was happy to say, "I'm
just glad that no one was hurt and the suspect
was taken into custody very quickly." Chief
Johnson went on to thank the many law
enforcement agencies for their assistance. "I'd
like to give credit and thanks to the Runnels
County Sherriff's Department, the TABC officers,
Winters PD Officers, the 3 game wardens, as well
as the Texas Rangers and the FBI," Chief Johnson
stated.
The FBI is in
charge of the crime scene at this time to
complete the investigation.

Choosing the
Correct Backpack for Your Child
8/10/2009
Christin Burris, CEA-FCS
Coleman County Extension Office
It’s
that time of year again—back-to-school time!
Many parents and children prepare for that first
day of school by doing some back-to-school
shopping, which often involves buying new
clothing, pens, pencils, paper, markers, etc.
However, backpacks are one of the biggest
necessities for both college-aged and younger
students, and it’s important to choose wisely.
There are so many backpacks to choose from, and
choosing the right one for your child is not
always easy. Backpacks come in all sizes,
colors, fabrics, and shapes—all of which help
kids express their own sense of style. As
practical as backpacks are for those who use
them, backpacks can cause strained muscles and
joints and back pain when worn incorrectly.
The human spine is made up of 33 bones called
vertebrae, and between the vertebrae are discs
that act as shock absorbers. When something
heavy—such as a backpack filled with books—is
incorrectly placed on your child’s shoulders,
the force of that extra weight can pull your
child backwards. To compensate, your child may
bend forward at the hips or arch his or her
back, which can cause your child’s spine to
compress unnaturally. Because of the heavy
weight he or she is carrying, your child might
begin to develop shoulder, neck, and back pain.
What can we do about this?
The American
Academy of Pediatrics recommends that before you
purchase a backpack, look for the following five
criteria:
• Choose a lightweight backpack that doesn’t add a lot of weight
to your child’s load. For example, although leather backpacks look
cool, they weigh more than traditional canvas backpacks.
• Choose a backpack with two wide, padded shoulder straps. Straps
that are too narrow can dig into shoulders.
• Choose a backpack that has a padded back, which provides increased
comfort and protects the wearer from being poked by sharp edges
(such as pencils, rulers, notebooks, etc.) inside the backpack.
• Choose a backpack that has a waist belt, which helps distribute
the weight more evenly across the body.
• Choose a backpack that has multiple compartments, which also helps
distribute weight more evenly.
Although most backpacks come with two shoulder straps, this doesn’t
mean that your kids will use both straps! Many kids wear their
backpacks over just one shoulder, which is the wrong thing to do.
This makes the person lean to one side to offset the extra weight,
and they might develop lower and upper back pain and strain their
shoulders and neck.
Wearing the backpack incorrectly can also lead to poor posture. So,
make sure your children wear the backpack using both straps. It’s
also a good idea to tighten the straps enough for the backpack to
fit close to the body, and it should sit 2 inches above the waist.
Girls and younger children may be especially at risk for
backpack-related injuries because they’re smaller and may carry
loads that are heavier in proportion to their body weight. Doctors
recommend that people—especially children—carry backpacks that are
no more than 10–15 percent of their body weight. For example, if a
child weighs 80 pounds, 15 percent of his or her body weight is 12
pounds. So, for an 80 pound child, the backpack and its contents
should not weigh more than 12 pounds—but remember, lighter is always
better.
Lifting and Positioning Backpacks
Children also need to know how to lift and position their backpack.
Improper lifting can cause damage. Teach your children these four
simple steps to safely lift their backpacks:
1. Face the backpack before you lift it.
2. Bend at the knees.
3. Using both hands, check the weight of the backpack.
4. Lift with your legs, not your back.
5. Carefully put one shoulder strap on at a time; never sling the
backpack onto one shoulder.
Another Option
Another option to consider when purchasing backpacks is to look for
a backpack on wheels. However, these types of backpacks may be less
practical than traditional backpacks because they’re difficult to
pull up stairs. If you’re thinking about purchasing a rolling
backpack for your child, contact the child’s school first to be sure
that they are allowed. Many schools don’t allow rolling backpacks
because they pose a tripping hazard in the hallways.
By following these guidelines, your child will start off this school
year with a healthy back!

A
lengthy question and answer session took place
when Charles McDonald stepped to the podium. He
introduced himself as the Waste Water/Septic
Tank Inspector for Concho, Menard, Sutton,
Schleicher, and Edwards Counties and the city of
Brady. Judge Hobbs, the commissioners, County
Attorney Joe Lee Rose, and Travis Rhodes had
many questions for him in reference to the rules
and regulations of Waste Water/Septic Tank
construction that will follow should the County
move towards adopting Sub-Division rules. Mr.
McDonald gave detailed information on the
methods and fees established in the other
counties he serves. He explained the affect
these rules would have on existing septic tanks,
etc in the County. His comment was, that if the
existing system does not fail, it usually can be
left alone. He added that the system must not
pollute ground water and no
cesspools are allowed anywhere in the state of
Texas. A discussion of gray water containment
followed. He suggested that the County and City
governments could establish an inter-local
agreement, in which the county would have the
responsibility of the fee structure and
paperwork. Mr. McDonald also proposed to the
Commissioners that he personally is interested
in becoming the Coleman County Inspector if the
program is initiated. No action was taken on
this discussion item.
A report from Terry Scott on the Coleman Wide
Ambulance Task Force Committee was tabled since
he was unable to be at the meeting. Dejsha
Splattstoesser spoke to the Commissioners
concerning County Road conditions. She made
several suggestions she wanted considered by the
Commissioners. John Pearce addressed the
Commissioners on the difficulties of getting his
tower placed on Santa Anna Mountain and he
reported on several other topics in reference to
possible emergencies.
The Commissioners approved a resolution for the
District Clerk Records Archive Fee of $5.00 be
added to help cover costs of such. Also approved
were the Judge to be able to order defendants to
pay Court Appointed Attorney Fees, transfer of
$2000 from County General Fund to the Historical
Fund, the County Retirement Plan for 2010, and
the County Clerk Image Conversion Project.
Shirley Sansing discussed the proposed budget
with the commissioners, noting some changes
since their last discussion. Bills were approved
for payment and Judge Hobbs placed the Burn Ban
back into effect, then the meeting was
adjourned.

Man Killed in
County Wreck From North Richland Hills
8/7/2009
One person was
killed, a Coleman man seriously injured in a two
vehicle head-on crash at 10:35pm Thursday night
on U.S. Highway 67, about 1.8 miles west of
Valera in Coleman County.
According to the official DPS report, the man
killed in the fiery crash was Joel Claudio
Ornelas, 40, of North Richland Hills, Texas. The
report indicates Ornelas was driving a 2008 Ford
pickup and was wearing a seat belt. An autopsy
was ordered by Nance Campbell, Coleman County
Justice of the Peace.
The driver of the second vehicle was John Clark
Baum, 43, of Coleman. He was in a 2000 Lincoln
Navigator and was not wearing a seatbelt.
According to the report filed by Trooper Michael
Gray of Ballinger, Baum was traveling eastbound
on US 67 going the wrong way. Ornelas was
traveling westbound on US 67. The Lincoln
traveled back across the roadway in front of the
pickup. The driver of the pickup, Ornelas, took
evasive action and steered to the left to avoid
hitting the Lincoln. Both vehicles struck
head-on in the roadway. Baum was ejected from
the Lincoln and landed on the roadway. The
Lincoln came to rest in the east lane of US 67.
The pickup came to rest in the south ditch on
its driver's side and burst into flames. Baum
was transported by helicopter from the scene to
Shannon Medical Center in San Angelo. The cause
of the crash is still under investigation, the
report says.
Council Hears Budget Plan
8/7/2009
The Coleman City Council received a
Budget Plan for Fiscal Year 2010 from
City Manager Larry Weise on Thursday
afternoon. The plan was lengthy and very
detailed. In reviewing the plan, Weise
explained his reasoning for: 1.) not
recommending a raise in primary utility
rates, 2.) recommending a $1.00/mo sewer
service charge to be added, 3.)
recommending a 3% credit card fee to
cover processing charges the city
receives from the credit card companies,
and as well as other changes made to the
budget. The council members thanked him
for his work in preparing it and voted
to accept the Plan to be written as a
Budget for a 1st reading at the August
20th meeting.
One visitor to the meeting was Bill Whitfield who addressed the
council on issues he has on Sunrise Lane. He asked for it to be
graded and asked what the speed limit should be. Police Chief Jay
Moses stated that within the City Limits the speed limit is 30mph
unless otherwise posted. Since this was not on the agenda, he
requested that the topic become an agenda item for the next council
meeting, at which time he will formally present these issues.
Bids for the agricultural lease of the McGregor property owned by
the city were opened. Accepted was Ken Greaves' bid of $21.65/acre
for the 109.1 acres.
Other items addressed by the council included a denial of a request
from Rhodes Construction for assistance with roofing the Loaves and
Fishes building, acceptance of appointment of Gary Cox to the
Airport Advisory Board, acceptance of the resignation of EDC
Director Roger Nelson, and the approval of budget amendments for FY
2008/2009.
One other item on the agenda was a recommendation from the Planning
and Zoning Commission to change the zoning at 1315 N. Neches from
Commercial to Manufacturing District-Heavy for the purpose of
operating an auto wrecking yard, towing service and welding shop.
Owners Gary and Brenda Lambert were in attendance to insure they
will be building a fence for aesthetic purposes. The council
approved this recommendation after assurances from Larry Weise there
are ordinances in place on care of such property.
Entries Still Coming!
8/7/2009
Entries for the 2009 Fiesta
Juried Art Show are still coming in – Ohio and
California are the latest out of state work to
be received. 41 artists, so far, have entered
their work- Over 100 paintings From the entries,

October 2 & 3 at the Coleman Library.
Art Patron donations have been coming in at a
constant pace. The Patrons of the Arts have been
very responsive and encouraging. Without the
help of these folks there would be no Art Show.

has accomplished for Coleman one more time on
October 2. The Special Awards Preview will be
6-8pm at the Library.
In addition to the continuing work to get the
show up and ready, Art League members are busy

To
Whom it May Concern:
8/7/2009
(Contributed)
After reading the article from Holly
McFarland, I would like to assure her,
and the many concerned, that Novice ISD
is, in fact, taking all "risks" into
account every minute of every day. As a
teacher at Novice ISD, I have seen and
experienced the "risks" that the kids go
through everyday. I would also like to
let her know that we are constantly
going to training for these "risks" and
can safely say that no amount of
training would prepare you for the
actual experience of teaching the Novice
ISD students and their "risks". MOST of
our kids have outside "noise" everyday.
We can't always prevent the "noise", but
we do as best we can at making sure that
"noise" doesn't prevent them from
succeeding.
We have had an Improvement Plan and have
been implementing this plan from at
least the time that I have been there
(Aug 08). We do everything in our power
to improve the success of our students
and go out of our way to make sure that
they at least have a chance for success.
I can also tell you that parenting
programs only work when the child has
parents. Unfortunately, a large part of
our students have no parents. A mom?
Possibly. A Dad? That's rare. They live
with grandparents, uncles, friends, and
just about anyone that will take them
in. Some of our kids actually go without
electricity and running water from time
to time. It is impossible to ignore the
"risks" when they are breaking our kids
spirits day by day. When parents are
involved, kids are more successful,
which is exactly why most of our kids
aren't having success. We do what we can
as teachers and coaches by giving them
rides, giving them food, but most
importantly, giving them someone that
they can turn to if they need love,
help, or just some semblance of a solid
foundation.
I know that your article is simply
intended for advice and help for a
school that needs it. Go a step farther
and bring your assistance and knowledge
to Novice ISD. I would invite Ms.
McFarland out to our school. Come spend
a week with my husband and I and see the
"risks" first hand. We have chosen to
stay at Novice ISD when most would run
the other way because we love our kids
and we know we can make a positive
effect on them. We are more than happy
to accept any assistance that you are
willing to give. What a wonderful way to
know exactly how to fix our problems. I
would also like her to know that we are
doing the best we can at improving their
lives everyday and that the Rewards for
our students will one day outweigh the
"risks".

Eighty
percent of Texas schools and districts
meet AYP
Aug. 6, 2009
(News Release from TEA)
AUSTIN – Eighty percent of Texas schools
and districts met Adequate Yearly
Progress (AYP) standards required by the
annual federal evaluation system, the
Texas Education Agency announced today.
This year, 992 school districts earned
the Meets AYP label, up from 824 or 67
percent of the districts in 2008.
The percentage of schools that achieved
this designation rose from 75 percent in
2008 to 80 percent today. This year,
6,696 campuses earned the Meets AYP
designation, compared to 6,170 last
year. The evaluations
for districts and campuses are available
at:
http://ritter.tea.state.tx.us/ayp/index_multi.html
.
The federal evaluations
are based on:
---Participation and passing rates on
state math and English language
arts/reading tests for grades 3-8 and
10;
---Graduation rates for high schools and
districts; and
---Attendance rates for elementary and
middle schools.
Significant changes were made in the
evaluation system this year. The
performance standards rose substantially
and a growth model called the Texas
Projection Measure was introduced into
the AYP calculations.
“The
passing standards are beginning to rise
sharply as school districts work to
reach the No Child Left Behind mandate
that 100 percent of students pass their
math and reading tests by 2014.
Districts had to significantly increase
passing rates in reading and mathematics
this year just to maintain a Meets AYP
designation,” said Commissioner of
Education Robert Scott.
The
testing information for the federal
evaluations is based on results from the
Texas Assessment of Knowledge and Skills
(TAKS), TAKS (Accommodated),
TAKS-Modified (TAKS–M) and
TAKS-Alternate (TAKS–Alt) assessments.
Three tests – TAKS (Accommodated),
TAKS-M and TAKS-Alternate are tests
available to students with disabilities
who need some type of accommodation that
is not available on the standard TAKS.
Texas is
one of the first states to use a
modified test in its AYP calculations.

Nelson came to Coleman from Grapevine
where he was the City Manager. He and
his family moved to Coleman to live in a
smaller community, rather than the

them in a small community, but will give
him the opportunity to return to the
management of city activities, which he
enjoys.

THERE’S A NEW
DOCTOR IN TOWN!
8/4/2009 (by Sue Titsworth)
Coleman
Medical Associates has added a new doctor to
their staff! Dr. Kody Yerger joined Dr. Paul
Reynolds and Dr. Darron Atwood Monday, and is a
welcome addition both to the clinic and to
Coleman County Medical Center.
Kody was born in Abilene, and his parents still
live there. He attended Elementary and Jr. High
School in Eula, where his mother taught school,
and went to High School at Wylie. From there, it
was on to McMurry University, then to University
of Texas at Houston for his medical training.
He did his residency at John Peter Smith
Hospital in Fort Worth.
Kody became interested in the medical field when
his grandmother was being treated for cancer. He
was undecided about which field of medicine he
wanted to go into, and had narrowed it down
between Pediatrics and Family Practice. When he
did his rural residency at Hamilton, he made up
his mind that Family Practice was the final
choice. Since he liked the smaller towns, and
Coleman had been recommended to him by three
different people in the medical profession, he
decided to come here. Coleman also has the added
benefit of being close to Abilene and his
parents.
Kody is engaged to Chelsea Clements, who is a
Registered Nurse currently working at John Peter
Smith in ICU. They are planning to be married in
the fall.
Kody said he is glad to be here, and is looking
forward to meeting everyone.

CHS
Student Receives Honor
8/3/2009
The
United States Achievement Academy announced
today that Gabby Roberts from Coleman Texas has
been named an All-American Scholar At-large
Award Winner. Gabby will appear in the
All-American Scholar Official Yearbook which is
published nationally. Gabby is a sophomore
student at Coleman High School.
This award is a
prestigious honor very few students can ever
hope to attain. In fact, the Academy recognizes
fewer than 10% of all American high school
students.
"Recognizing and
supporting our youth is more important than ever
before in America's history. Certainly, winners
of the All-American Scholar Award should be
congratulated and appreciated for their
dedication to excellence and achievement," said
Dr. George Stevens, Founder of the United States
Achievement Academy.
The Academy
selects All-American Scholar winners based on
the Standards of Selection set forth by the
Academy. The criteria for selection are a
student's grade point average, student
achievements, and a well-balanced schedule of
academics and extracurricular activities.
Gabby is the
daughter of Jack and Isabel Roberts from
Coleman, Texas. The grandparents are Pauline
Stanley of Coleman, Texas and Marcus and Manuela
Pena of Menard, Texas.

the techniques, a critique of the class’s work
was given at the end of the Friday session.

Property of
the Month...Hot! Hot! Hot!
8/3/2009 by Liz Hughes
We are certainly
having a hot Texas summer! Despite the heat,
many folks around town are managing to keep
their lawns beautiful by applying a lot of water
and praying for rain. Fortunately, we were
blessed with some much needed rain during the
month of July. Although it might not have been
as much rain as we would like, it is always
welcomed and we are thankful for every drop.
Keep Coleman Beautiful's Property of the Month
Program is in it's fifth month for the 2009 year
and will end with the October selections. It has
been very successful and Keep Coleman Beautiful
has already received approval to have the
program again in 2010! With this month's
selected properties, twenty property owners have
received the POM designation. Nominations for
the POM have been received over the past four
months and several of those properties have been
named POM by the Selection Committees. Any
citizen of Coleman may volunteer to serve on a
Selection Committee and to date, twenty
different citizens have served...a few of them
more than once!
Now, what you have been waiting for...the "HOT!"
Property of the Month for August 2009 in the
North Ward is that of Kenneth and Mary Jo Brixey
at 3101 N. Hwy 84 and the "HOT!" selection for
the East Ward is that of Nancy G. McKinney at
112 W. Cedar Street. The "HOT!" Property of the
Month selected in the South Ward is the property
of Bob and Debra Lumpkin at 1900 South Concho
and the West Ward selection is at 902 High Road,
the property of James and Dixie Bible.
Congratulations to these citizens for helping to
"Keep Coleman Beautiful!" Each will have a sign
in their yard for the month of August and it is
suggested that you drive by to see what a great
job they are doing.
Many thanks are in order to those who served on
this month's Selection Committees. Jami Burdick,
Terri Moore and John Gregg made the selections
for August in the West and North Wards. Carol
Pennington, Linda Hyde and B.P. Casselberry made
the selections for the East and South Wards.
These folks spend time and gasoline doing this
task, however, they have all said that they
really enjoyed making the selections.
Until next month...Keep those nominations coming
and call to volunteer your service! Email
nominations to chamber@colemantexas.org or call
Liz Hughes at 625-2975 (evenings are best!).
