Interesting End To 2009,
Nice Weather Brings in 2010
by KRBC
Meteorologist Chris Whited
12/31/2009
A cold front is arriving
into the Big Country this
morning and will progress
south as we head through the
day. A little minor
disturbance will drift
across the far northern
counties with the front in
the morning and will produce
the chance for a light
rain/snow mix generally
north of Interstate 20 with
the best chance chances
across the far northern
counties (we're talking
about areas north of U.S.
380) of the Big Country. The
majority of us will see the
winds shift to the north
with a mostly cloudy sky and
cooler air arriving in the
area. Highs will be in the
middle 40s early but I
suspect we'll drop into the
30s across the far northern
counties and lower 40s by
the afternoon as the cooler
air drops into the region.
Welcoming in 2010:
New Year's Eve weather
should be partly cloudy with
lows in the middle 20s with
the cooler air thanks to the
front. Enjoy the full (blue)
moon! New Year's Day will be
nice with a mostly sunny sky
and highs in the lower 50s.
About the same deal for
Saturday but highs will be
in the middle 50s. By Sunday
a cold front will cool us
back down into the middle40s
for highs.
Next Week: Models show some
cooler air trying to work
toward West Central Texas
and have been going back and
forth on precipitation
chances for the middle of
next week. The runs this
morning's still looking dry
except for Thursday, but the
model keeps most of the
moisture just to our east
and northeast. Again this
morning I don't have any
precipitation chances in my
forecast package for next
week. Of course this could
change as we get in new
data.
Blue Moon For New
Year's Eve:
(MSNBC) Once in a blue moon
there is one on New Year's
Eve. Revelers ringing in
2010 will be treated to a
so-called blue moon.
According to popular
definition, a blue moon is
the second full moon in a
month. But don't expect it
to be blue — the name has
nothing to do with the color
of our closest celestial
neighbor.A full moon
occurred on Dec. 2. It will
appear again on Thursday in
time for the New Year's
countdown. A full moon
occurs every 29.5 days, and
most years have 12. On
average, an extra full moon
in a month — a blue moon —
occurs every 2.5 years. The
last time there was a lunar
double take was in May 2007.
New Year's Eve blue moons
are rarer, occurring every
19 years. The last time was
in 1990; the next one won't
come again until 2028.

My theories about
creation….
Submitted by Anita Calk
12/30/2009
Well, I thought I’d jot down
a few things about my
beliefs concerning creation.
I’m sure that I heard this
somewhere. (it isn’t MY
theory, but one that I heard
when I was in my teens) I
don’t remember whose ideas
they were, but it sort of
cemented in my mind and
formed the basis of my
understanding concerning
these things. Through my
life, I’ve never found
anything to disagree with
it.
Genesis 1:1 states that “In
the beginning God created
the heavens and the earth.”
I believe that the Bible is
true, though we may not
understand all of it. Then
God created the sun, the
earth, the sea, etc.
I believe that the best
description of all this is
the King James Version.
There is a word that it uses
that seems to be dropped
from the newer versions.
That word is firmament.
I think that it is a key
word, and it is the basis of
my theory. I believe that as
the earth was formed, and as
it was cooling, there was a
layer of ice that completely
covered the earth between
the earths’s atmosphere and
the void of space. It
completely protected the
earth from the damaging rays
of the sun.
My reasoning has several
points.
1. I believe that this
created a terrarium effect
that caused the whole earth
to be a garden (which could
have supported multiple
dinosaurs) And Yes, I
believe there are dinosaurs
mentioned in the Bible. Look
up leviathans or dragons.
2. I believe that it is this
“firmament” which protected
those on the earth from
damaging rays from the sun,
thus causing people
(pre-flood) to live to be
900 years old, living for
many generations. (Gen. 5)
(Gen. 11) After that time,
the life span dramatically
dropped off to 200-300
years, and then to 70 years.
(Psalms 90:10)
3. Also, I believe the
firmament is why, before
Noah, there was no rain,
only a mist (Gen. 2: 5-6)
that came up out of the
ground.
4. Noah was also the first
one to see a rainbow,
because before that, there
was not enough direct
sunlight to cause one. (The
covenant of the rainbow,
Gen. 9:11)
5. I believe that when the
great flood happened (Gen.
7:11) that this firmament
was broken (by asteroid or
whatever) and that is what
caused the earth’s orbit to
change, the flood, and
possibly causing the death
of the dinosaurs (not the
ice age) as well as all
other life.
6. Scientists of today do
not dispute the fact that
the environment of the earth
had to have been different
from today in order to
support dinosaurs. There is
also evidence of ocean life
on mountaintops. They even
point out that at some
point, something altered the
rotation of the earth.
Some might call my ideas
naive. They may believe that
the earth is millions of
years old, that the
scientists know everything.
That humans descended from
monkeys or little sea
creatures that crawled out
of the ocean. But I believe
that God is the creator.
That He is in control, and
that someday we’ll all find
out… the REST of the story…

Downtown Sunday School Class
Presents County Fire
Fighters' Association with
$1,000
12/29/2009
Early this week the Men's
Downtown Sunday School Class
presented the Coleman County
Fire Fighters Association
with a $1,000 check toward
the purchase of a
maintenance truck. With the
many pasture and grass fires
that occur each year in
rugged terrain the ability
to keep operating is a must.
Fire truck breakdowns,
flats, and blowouts are
frequent, thus resulting in
hours lost to each unit.
Being able to repair these
problems onsite will save
time and money for each
department.
The Coleman County Fire
Fighters Association is
currently hosting a
fundraiser to help purchase
a service truck. The
Association is selling
raffle tickets for a
collectors M-14 rifle
modeled from the Vietnam
Era. Tickets are $20 a piece
and may be purchased from
any area fire fighter. The
M-14 rifle was donated by
Dennis Strobel and Shoppin'
Baskit.
The Men's Downtown Sunday
School Class makes numerous
financial donations to the
Senior Center, Meals on
Wheels, Matthew 25
Ministries, Toys for Tots,
and other deserving
organizations.
Present day leaders for the
Men's Downtown Sunday School
class are: Bob Murchison,
President; Monte Merriman,
Vice President; and Glen
Hagler, Chief Financial
Officer.
Kermit Sorrells, Charlie
Hunter, Larry Guthrie, Baker
Rudolph, Richard Hetzel, and
Bob Murchison are the
teachers. Donnie Allen and
Victor Hetzel lead the
singing with Earlene Barker
and Helen Stafford offering
piano accompaniment.
The Class meets every Sunday
morning at 9:15 a.m. for
coffee and donuts at the
Miller Library Building on
the Courthouse Square. All
men not affiliated with a
Church Sunday School are
invited to attend.

Snow expected across West
Central Texas Tuesday as an
upper level disturbance
moves into the southwestern
half of West Central Texas
early this morning producing
wintry precipitation.
Precipitation across West
Central Texas will be in the
form of snow. Significant
snowfall is possible with
this system as it moves east
across the region on
Tuesday. wintry
precipitation will end
across West Central Texas
Tuesday night as the
disturbance moves farther
east.
Snowfall amounts generally
ranging from 2 to 4 inches
are possible, with some
isolated higher totals.
Although identifying exactly
where the greatest snowfall
totals will occur remains
uncertain. All current
indicators point to mainly
the Concho Valley and the
Big Country, generally west
of an Abilene to San Angelo
line (roughly west of U.S.
277) for Tuesday.
The Northerneastern and far
Northern areas of the Big
Country should see snow
amounts generally ranging
from 1 to 3 inches, which
some isolated higher totals.
Snow accumulation across the
advisory area may impact
travel. Highs total will
range from the upper 20s and
the lower 30s.
The Winter Outlook: The
Climate Prediction Center
indicates a moderate El Niño
pattern will continue to
bring West Central Texas a
wetter pattern here in the
winter months. Increased
wintry precipitation is
possible depending on
temperature trends. Equal
chances of above or below
normal temperatures remain
possible for the area.
Interesting Texas News
Leading Into 2010
12/29/2009
Texas gains most people
The U.S. Census Bureau
estimates that Texas added
more people than any other
state in the 12-month period
that ended last July 1.
The bureau said Texas gained
478,000 new residents, an
increase of 1.97 percent,
bringing the state’s
population to 24.8 million.
California had the second
highest growth, adding
381,000 residents, and
remained the most populous
state at 37 million.
Michigan, Maine and Rhode
Island were the only states
to lose population. The
United States grew by 0.86
percent to 307 million
people.
The report is the final
estimate before the bureau
releases its official 2010
census in December. The
numbers are used to
determine the distribution
of seats in the U.S. House
of Representatives.
Food stamp audit
sought
Texas Health and Human
Services Executive
Commissioner Tom Suehs has
asked State Auditor John
Keel to audit the state’s
lagging food stamp
application process.
Earlier this month, Texas
Rio Grande Legal Aid sued to
force the state to meet the
30-day requirement for food
stamp processing.
Keel said some eligible
families have waited for
months to receive food
stamps. In requesting the
audit, Suehs blamed the
delays on high staff
turnover, staff shortages,
natural disasters and
increasing applications.
He told Keel that the
department’s process is “too
time consuming and not very
productive.”
Suehs asked for Keel’s help
identifying waste and
finding ways to improve
processing applications.
Keel said his office is
postponing other audits to
make the food stamp issue a
priority.
State to
destroy blood samples to end
suit
To settle a lawsuit, the
Texas Department of State
Health Services will destroy
more than 5 million blood
samples taken from newborns
without the parents’ consent
and stored for research.
Four parents sued the
department, saying that
taking and storing the
samples was unlawful and
violated the privacy rights
of the parents and children.
The Texas Civil Rights
Project sued in U.S.
District Court in San
Antonio earlier this year.
The state began collecting
blood samples from newborns
in 2002 and halted the
process in May when a new
state law banned it. Under
the settlement, the state
has until April 13 to
destroy 5.3 million samples
stored at Texas A&M
University.
Health department officials
began collecting the blood
samples for medical
research. Although the blood
spots did not identify the
children, parents were never
notified that their
newborns’ blood would be
stored indefinitely. The
Legislature this year passed
a law requiring parents to
consent to their babies’
blood being collected and
stored.
Death sentences
decline
Capital punishment sentences
have declined significantly
in Texas over the past few
years, according to a study
by the Fort Worth
Star-Telegram. The newspaper
said death sentences are at
a 35-year low.
Prosecutors are seeking
fewer death sentences and
juries are more reluctant to
sentence a defendant to
death by lethal injection.
Also, since 2005 a sentence
of life in prison without
parole has been available to
juries. Previously, juries
had to choose between death
and life with a possibility
of parole.
Since the change, capital
punishment sentences have
dropped by 40 percent. Texas
had 13 death sentences in
2008 and nine so far this
year, compared to 47 death
sentences in 1999.
State Sen. Eddie Lucio Jr.,
D-Brownsville, the author of
the life-without-parole law,
said, “It isn’t life without
parole that has weakened the
death penalty. It is a
growing lack of belief that
our system is fair.”

Gov. Perry Places Friendly
Independence Bowl Wager with
Gov. Perdue
12/28/2009
AUSTIN – Gov. Rick Perry
today placed a friendly
wager with Georgia Gov.
Sonny Perdue over the
outcome of today’s
Independence Bowl game
between the Texas A&M
University Aggies and the
University of Georgia
Bulldogs.
“Georgia has a tremendous
football program, but
they’re going to find out
the hard way just why Texas
is the center of the
football universe,” Gov.
Perry said. “As an Aggie
myself, you might say I’m
biased, but I’ve seen this
team grow each week under
Coach Sherman, and I know
the Aggies will take home a
victory and send the
Bulldogs back home to
Georgia.”
Gov. Perdue offered a
different point of view.
“In 2007, Governor Perry
graciously flew the Georgia
flag at the Texas Capitol
after the Warner Robins
Little Leaguers defeated
Texas for the U.S.
championship in route to
their World Series title,”
Gov. Perdue said. “Now in
the Christmas Season, Gov.
Perry is seeking to redeem
himself with another wager.
However, I am confident that
Coach Richt and the Bulldogs
will deliver for Georgia and
the Atlanta Community Food
Bank.”
In the spirit of friendly
competition, Gov. Perry has
wagered Mesquite Smoked
Peppered Beef Tenderloin
donated by the Perini Ranch
Steakhouse in Buffalo Gap.
When the Aggies beat the
Bulldogs, Gov. Perry will
donate the food from Georgia
to Minnie’s Food Pantry in
Plano.
The Independence Bowl takes
place in Shreveport, La.
This year’s game begins at 4
p.m. CDT.

Snow Returns
Late Tonight & Tuesday
12/28/2009
Winter Storm Watch in effect
from Midnight on Tuesday
morning until 6:00 P.M.
Tuesday Evening for Taylor,
Nolan, Callahan, Runnels,
Coleman, Brown
and Coke County.
Cool start this morning with
temperatures into the 20s
and 30s across West Central
Texas with a clear sky. As
we progress into the day
today, expect clouds to
slowly increase across the
area. Daytime highs today
will climb into the lower
and middle 40s. Cloudy
conditions expected to be in
place for tonight with lows
in the middle to upper 20s.
Light snow is expected
well after midnight across
the area.
Late Tonight & Tuesday: A
winter storm expected to
impact West Central Texas by
Tuesday as an upper
disturbance moves across
Northern Mexico and into
Texas late tonight on into
Tuesday. Ahead of the system
warm and moist air will be
lifted up and over cold and
dry air in place at the
surface to produce
precipitation in the form of
snow. While exact
accumulations are still
uncertain significant
accumulation of snow is
possible across portions of
West Central Texas on
Tuesday. A Winter Storm
Watch is in effect for areas
along and south of
Interstate 20 until Tuesday
evening.
Later Week/Weekend: A bit of
snow could linger early
Wednesday morning and then
we'll start to clear out
with highs back into the
middel 40s. Expect mostly
clear to partly cloudy
conditions for the rest of
the week into New Years Eve
and New Years Day with highs
in the 40s Thursday and
lower 50s on Friday.
Overnight lows will be cold
into the middle and upper
20s. No precipitation is
expect at this time. The
weekend looks nice with a
mostly sunny sky, highs in
the middle 50s and overnight
lows in the lower to middle
30s.
The Winter Outlook: The
Climate Prediction Center
indicates a moderate El Niño
pattern will continue to
bring West Central Texas a
wetter pattern here in the
winter months. Increased
wintry precipitation is
possible depending on
temperature trends. Equal
chances of above or below
normal temperatures remain
possible for the area.

2009 – A Mighty Good Year
for Art!
12/28/2009
With
most folks, it’s customary
at the end of a year or
project, to look back and
see if it was a fruitful
experience. As far as
the Fine Arts League of

2009 one of our best since
inception in 1991.
Different times bring
different needs to the

always exists.
The League’s 40(+) members

the youth and adults.
Adult Members can receive
an art boost from a

Gov. Perry Activates State
Resources as Winter Storm
Threatens Texas Communities
12/28/2009
AUSTIN – Gov. Rick Perry has
directed the activation of
state resources, including
Texas Military Forces
personnel, high profile
vehicles and other resources
to assist motorists during a
severe winter storm
threatening Texas
communities in the Lubbock
and surrounding area.
"This severe weather system
has created dangerous
conditions for drivers,
especially as many families
take to the roads during the
holiday, and I urge Texans
in the communities impacted
by this storm to be
cautious, pay attention to
changing weather conditions
and heed warnings from your
local officials," Gov. Perry
said. "As this storm
continues to move through
Texas, the state is taking
precautionary measures to
assist the impacted
communities, and I
appreciate the brave men and
women who are always ready
to respond to an event that
places Texans in harm’s
way."
Severe blizzard conditions
are occurring along Highway
84 south of Lubbock in Garza
County, creating dangerous
driving conditions. Local
law enforcement, the Texas
Department of Public Safety
(DPS), the Texas Department
of Transportation (TxDOT)
and the Texas Military
Forces will continue to
assist motorists and any
potential rescues. Garza
County has also experienced
massive power outages. DPS
helicopters are standing by

provide additional
assistance as soon as wind
conditions allow.

Coleman EDC Hosts Special
Meeting for Recommendation
to City Council
12/24/2009
The Coleman Economic
Development Corporation met
briefly in a special meeting
yesterday at the Chamber of
Commerce Board room to
consider approving a
recommendation to the
Coleman City Council
concerning EDC contracting
with a marketing consultant
for the purpose of creating
and/or bringing new jobs to
Coleman, as well as
assisting in retaining and
expanding existing
businesses.
EDC President Larry Robinson
opened the meeting promptly
at 12:00 p.m. Mr. Robinson
started the meeting by
asking Director Drew Hubbard
to read the recommendation
aloud for the other
directors and guests in
attendance, as well as for
the audio recorder for the
official record.
Click here for a copy of the
recommendation.
The EDC held the special
meeting and created the
recommendation in response
to last week's City Council
meeting. The City Council
and EDC met last week to
discuss hiring Mr. Bob
Turner as a marketing
consultant to the EDC for
Coleman. While City Council
members and EDC Directors
disagreed on the language of
the last recommendation,
both entities openly
discussed the option of
hiring Mr. Turner and agreed
to table and then revisit
the action.
The new recommendation calls
for Mr. Turner's hiring, not
as a replacement to an EDC
administrator, but as a
marketing consultant
contracted for the purposes
of creating and/or bringing
new jobs to Coleman, as well
as assisting in retaining
and expanding existing
businesses.
After Director Hubbard read
the recommendation, Larry
Robinson opened the floor
for any discussion. Eric
Joffrion, a local retail
merchant, addressed the EDC
board and other guests in
favor of allocating more
attention and funds to
downtown Coleman. Mr.
Joffrion proposed that
Coleman needed to revitalize
downtown in order to attract
new businesses and
residents, as well as
creating community pride and
a unique sense of place. Mr.
Joffrion highlighted how the
EDC attains its funding from
sales tax generated from
retail sales and asked the
board to consider more
projects focused on
revamping downtown.
EDC President Robinson
thanked Mr. Joffrion for his
comments then asked if
anyone else wanted to speak.
Director Collier Watson
addressed Mr. Joffrion's
case by saying, "Retail
needs to have a demand."
Director Watson explained
that before Coleman can have
a thriving retail community,
it must first host a
population with purchasing
power. Director Roy Poage
illustrated Director
Watson's point by describing
his own experience with
expanding his former
business into a smaller
town. Director Poage said he
didn't look at the
downtown's beauty or
available retailers, instead
he searched for somewhere
with a well-located,
economical infrastructure.
Director Poage then claimed
that retailers naturally
responded to the increase in
employment and downtown
revitalization also
increased.
Director Watson continued
forward and asked the board
to consider approving the
recommendation to City
Council. Director Watson
highlighted that Mr.
Turner's contract was for
only 2 years and not
permanent by any means. City
Manager Larry Weise agreed
that Mr. Turner would indeed
serve as an asset for
Coleman, but asked the board
to consider hiring both a
contract marketing
consultant and an EDC
administrator.
Mr. Weise said, "I think we
can do this on both sides."
Mr. Weise went on to explain
that Roger Nelson's
departure freed up some
money. Mr. Turner's contract
pays out around $36,000 a
year, whereas Mr. Nelson's
expenses were around $42,000
a year. Mr. Weise explained
that the new difference
between the salaries could
be matched with funds from
the City of Coleman to hire
a administrator for the EDC
who could also report to the
City of Coleman as a city
planner and grant writer.
Mr. Weise said he believed
having both positions would
serve Coleman best by
providing care to its
employment issues, as well
as its quality of life
problems.
Mr. Weise stated his
enthusiasm for a link
between the two entities and
announced that he would
formally address the issue
at City Council's next
meeting on January 7th,
2010.
Upon hearing all the
discussion, EDC President
Robinson closed discussion
whereas a motion was made
and then seconded to approve
the recommendation to City
Council.
The meeting adjourned around
12:40 p.m.

tickets and 912 safety
restraint violations.
“We want to do all we can to
minimize the number of
traffic crashes and
fatalities during this
holiday season. Texas
drivers can do their part by
designating a sober driver
if they’ve consumed any
alcohol. The holidays are no
time to spend in jail, but
we will arrest any driver
who is impaired,” said David
Baker, assistant director
for the Texas Highway
Patrol.
DPS offers the following
advice for holiday travel:
-Drive with courtesy; it’s
contagious. Remember, it’s
the holidays!!!
-Slow down—especially in bad
weather, construction areas
and heavy traffic.
-Don’t drink and drive; get
a designated driver. Buckle
up everyone in the vehicle.
-Keep cell phone chatter to
a minimum, and avoid texting.
-Avoid drowsy driving.
-Make sure your vehicle is
properly maintained.

Ralphie is recovering
quickly, needs home for
Christmas
12/23/2009
It’s not too late to make
sure Ralphie has a Merry
Christmas. We’ll tell him
someone is going to take him
home as soon as he’s ready
and he’ll leap for joy.
Ralphie is really good at
leaping! Nothing has
dampened this young dog’s
spirits. Isn’t it good what
a few good meals and a warm
dog house can do? We thought
for a while someone was
adopting him, but it didn’t
happen, so Ralphie is still
holding his breath for a
loving family. If you would
like to meet Ralph, call the
Humane Society message line
at 325-625-4724.

NEWS FROM CCMC
12/21/2009
Last
Tuesday night, we had our
hospital Christmas party,
and had a really good
turn-out for it. Some folks
were unable to attend, but
most showed up to enjoy the
good food and fellowship.
Dr. Reynolds presented the
“Biggest Loser” awards, and
pins for number of years
worked were presented. Among
those who received those
pins were Ora Jane Anderson
and Janet Horton who both
received their 40 year pins,
and Bill Mann, who received
a 30 year pin! That’s what I
call loyalty!
The CCMC Employee of the
Year was also honored. The
Department Managers choose
an Employee of the Quarter 4
times a year, and the
Employee of the Year is
chosen from those four
employees, by the vote of
all of the hospital
employees.
This year the CCMC Employee
of the Year is Pamela Harmes!
Pam first started working at
the hospital in 1983 as a
Ward Clerk, and she has
worked here on and off for
several years, taking time
off to raise her family and
go to school. When she came
back to work for the
hospital in 1991, she was a
Registered Nurse. She left
us again for a a couple of
years to work in home
health, and every time our
administrator went over to
the City to pay his electric
bill he would ask her
husband, Don Harmes, when
Pam was going to come back
to work for CCMC! She came
back to us in March of 2008,
and we welcomed her with
open arms.
Employees here at CCMC – as
well as patients - agree
that Pam is a terrific
nurse. She’s also a sweet
lady who always has time for
a kind word to everyone! We
are so lucky to have her!
Congratulations, Pam!
See you soon.
HUMANE SOCIETY THRIFT STORE
HOLIDAY SCHEDULE
12/21/2009
The Thrift
Store will be closed
Thursday and Friday,
December 24 and 25. We hope
you have a wonderful
Christmas with your family,
friends and pets!
Make plans to come by the
store on Saturday, December
26, to take advantage of the
huge clearance sale Nelda
has planned. If you have
shopped the Thrift Store,
you know it’s hard for our
prices to get much lower,
but we need room for all the
wonderful donations we get
from our supporters every
week.
Just a reminder that these
donations support the Humane
Society’s discounted
spay/neuter program to help
reduce the homeless animal
population in our County. If
you need a discounted
voucher, please ask for an
application at the Thrift
Store. We pay 75% of the vet
rates our veterinarians give
the Humane Society (Thanks,
Vets!) to anyone who can
provide verification of some
form of government
assistance, and 50% to
anyone who asks for the
voucher regardless of their
financial need. Plus, we are
planning our free 40/40
Spay/Neuter event for large
dogs this spring and shot
clinics during the year for
dogs and cats as well.
All this is possible through
our Thrift Store revenue
that YOU are responsible
for. And we must thank the
Coleman County Foundation
for the new commercial
heater we have purchased to
keep the Thrift Store cozy
during the winter. How
fortunate Coleman County is
to have this foundation to
provide grant assistance to
the nonprofits in town who
work so hard to provide
services to our citizens.
Local business owner touts
Cowboy Spirit!
12/21/2009
While many
area businesses decorate
their store fronts with
Christmas lights, one
business owner displays his
counter with a different
message! Melvin Lawrence of
Elkin's Cut Rate isn't shy
about his enthusiasm for the
Dallas Cowboys. At the
register of his shop, Mr.
Lawrence features a display
of the Cowboy's victory over
the New Orleans Saints. Mr.
Lawrence obtained the Saints
cap from an boisterous
patron who constantly
insisted on whistling "When
the Saints Come Marching In"
and poking fun at the
Cowboys. However, after
Dallas's victory of the
Saints, Mr. Lawrence sang
his own victory song, dusted
the Saints cap with the
soles of his Cowboy boots,
and decorated his checkout
counter with a quick
reminder to those who doubt
the 'boys.

County Commissioners
Consider Issues for Approval
and More
by
Christine Flynn
12/21/2009
The County
Commissioner’s met on last
Monday for their first
meeting of the month. There
were many issues to consider
for approval and agents from
the Texas Cooperative
Extension update the Court
on their performance results
in 2009.
First, John Pearce, the
Emergency Management
Coordinator gave the status
of the mobile emergency bus
that is to house Coleman
County’s radio
communications. The purpose
of this vehicle is to
provide radio communication
in catastrophic situations
as in these times ground
phone lines and cell phone
communications are down.
This will allow emergency
facilities to coordinate
with one another and provide
our county with more aid.
Pearce has been working on
housing radio communication
in an old school bus. He
will also be attending an
informational conference in
San Antonio and asked the
Court if he could be
reimbursed for his food and
board. Pearce also asked the
Court for $350 to match his
financial efforts in order
to complete the mobile
project. The Court agreed
and more updates will follow
at the next meeting.
Next, Luther Dunlap and
Christi Burris from the
Texas Cooperative Extension
office give details on their
outreach programs this year.
First and foremost both
representatives give thanks
to the Court for their
continued support.
Dunlap presented the
programs he was involved in
such as Coleman County
Wildlife Management, Fish
Pond Management, and Home
IPM. These programs and more
were offered to the public
and students to promote
agricultural education.
Dunlap is also involved with
many organizations such as
Farm Service Agency, and
Natural Resources
Conservation Service that
offer information that is
relevant for our county.
Future programs to be on the
lookout for include small
acre living and preventing
predators. He also has ideas
for students of CISD and
continues to work with the
students of 4-H.
Christi Burris, the newest
agent updated the Court with
her projects and
accomplishments. Burris
organized or participated in
many programs as well
including the Walk Across
Texas Task Force, Better
Living for Texans, and 4-H.
The Walk Across Texas Task
Force program promoted a
healthier lifestyle through
walking at least thirty
minutes a day. This program
was available to the people
of Coleman County. For eight
weeks, teams of eight people
or individuals walked and
recorded their distance. A
total of 830 miles was
accomplished in all. The
program also proved a
success as many participants
have kept up their routine
for a healthier life through
physical activity.
Burris also taught nutrition
education to Loaves and
Fishes and Head Start. The
4-H program was also a huge
success this year with an
increase to 175 students.
The students traveled to
many competitions this year
and placed.
It was agreed by the Court
that the Texas Cooperative
Extension office had a
thriving year and they are
already in discussion for
next year.
The Court’s next objective
was to consider for approval
authorized votes for the
election of board members to
the Coleman County Tax
Appraisal District. There
were no objections and the
Court approved.
Precinct 1 and 3 also
received a bid of $118,000
each from Warren Cat Abilene
for two 2004 motor graders
with 4,000 work hours. Their
current models are wearing
and soon to be inoperable.
There was also an option for
a 2 year warranty that
covers major components. The
bid was approved.
The meeting adjourned with
consideration of approval
for bills and payments to be
made.
The next meeting is
scheduled for December 28th
at 9:00AM.
UPDATE ON POST OFFICE
HANDICAP RETROFIT
12/21/2009
by Jo Ann
Eddleman
The United
States Postal Service has
responded to a formal
request to retrofit the
Coleman Post Office to make
it handicap accessible.
In a letter received from
the regional USPS office in
Fort Worth, it was stated
that, at the request of the
Southwest Area Facilities
Office, the Postal Service
will start a project to
investigate what it will
cost to make the facility
handicap accessible. The
project is scheduled to
start in April or May 2010.
At the conclusion of the
study the findings will be
evaluated and a decision
will be made as to whether
the building will be
eligible for the alterations
that the Postal Service can
choose to perform to make
the building accessible to
the physically challenged.
At the present time, anyone
who cannot navigate the
front steps of the post
office building is expected
to call ahead to ask for
curb service or honk their
horn at the dock area at the
back of the post office.
Weather Heats Up Today,
Cools off by Christmas Eve

Meteorologist Chris Whited
12/21/2009
Today may be
the day of the Winter
Solstice but it's certainly
not going to feel like
winter across the Big
Country, Heartland and
Northern Concho Valley on
this December Day. Expect a
partly cloudy day with highs
in the upper 60s and lower
70s across the area. Winds
will also be on the
increase, so expect breezy
conditions the next few
days. Expect a mostly cloudy
night with still breezy
conditions keeping us well
above freezing into the
upper 40s for lows. Expect
about the same forecast to
continue on Tuesday with
highs once again in the
upper 60s and breezy with a
partly cloudy sky.
Next cold front arrives by
midweek bring a slight
chance for showers across
the Big Country, Heartland
and Northern Concho Valley
come Wednesday, Wednesday
night and early on Thursday.
For now expect we'll say
it's an all rain event as
the colder air is not
expected to arrive until
Thursday. Having said that
we'll still keep an eye on
the system and it's track
across the area. If any
moisture is able to wrap
around the low then things
could be interesting later
this week. Otherwise much
colder air will be here for
Christmas Eve and Christmas
with highs in the lower 40s
and overnight lows in the
middle 20s.

“Pie-in-the-face” benefits
Santa Anna Food Bank
12/18/2009
For two weeks in December,
Santa Anna Elementary
participated in a contest
against the Secondary
campus. Initiated by the
SAHS Student Council, the
contest involved bringing
cans of food to benefit the
Santa Anna Food Bank. When
the dust settled Tuesday,
December 15, the food bank
was 1281 items richer, and
Santa Anna students were
incalculably richer for
their efforts.
The winners in Elementary
brought 643 cans, edging out
Secondary, which donated a
near-miss of 638 cans. The
respective campuses were
competing for more than
bragging rights: the losing
campus principal had to sit
for a pie in the face.
Secondary Principal David
Robinett bravely faced his
fate as Elementary Principal
Debbie Bacon came forward to
deliver the blow. As the pie
was being delivered to Ms.
Bacon, the student carrying
the pie “stumbled” and
delivered it to Ms. Bacon’s
face, whereupon it
immediately traveled to Mr.
Robinett’s.
Laughter and applause from
the two student bodies
brought the assembly to a
raucous close with Council

City Council
and EDC host joint meeting;
Discusses Two Schools of
Thought on Economic
Development
12/18/2009
The City Council and Coleman
Economic Development
Corporation (EDC) convened
yesterday at 5:00 p.m. to
consider a small yet complex
agenda.
After EDC President Larry
Robinson and Mayor Nick
Poldrack officially opened
their meetings, Mayor
Poldrack delivered the
invocation and the Council
members approved the
minutes. The council then
read over one item on the
consent agenda and then
quickly moved on to new
business.
The first new business item
involved a short update from
Roy Poage on the current
state of the EDC. Mr. Poage
announced that, upon Roger
Nelson leaving the EDC as
Executive Director, each
director took over
administrative areas of
interest within the EDC. Mr.
Poage delivered an update
from his administrative area
and invited a guest to
illustrate his message.
Mr. Poage described how the
EDC purchased a large set of
industrial buildings near
the Coleman Airport for
$200,000 several years ago.
The EDC invested nearly
$30,000 to make the building
operable and predicts its
current market value is
around $400,000 to $500,000.
Mr. Poage continued by
describing how the EDC
leases one area of the
building to Mike Otto, a
local industrial business
owner who produces
filtration equipment from
raw material.
Mr. Poage next asked Mr.
Otto to speak on behalf of
his business. Mr. Otto began
by describing his business.
He stated that his company
started out 5 years ago with
only 5 employees. They make
any filtration equipment for
anything liquid. Mr. Otto
highlighted how the EDC
helped his business flourish
by backing a business loan
that aided Mr. Otto in
acquiring large amounts of
raw material to make
filters. Mr. Otto further
announced that he recently
landed a $1.8 million dollar
contract over the next 9
months with possible
extension periods with Ormat
Technologies in California.
Mr. Otto currently employs
25 employees, whereas 8 were
hired in the last 2 weeks.
Furthermore, he plans on
hiring 3 or 4 more employees
the last week of January.
Mr. Otto attributed his
success to the environment
the EDC created for his
business. He said, "We're
making a shift to be one of
the major players in the
filter world."
After hearing from Mr. Poage,
City Council moved on to the
next new business item which
read, "Council will consider
a recommendation from the
EDC Board of Directors that
a contract be consummated
with Bob Turner to serve as
Marketing Consultant for the
EDC and that this position
serve in lieu of the former
Executive Director's
position recently vacated by
Roger Nelson. Council may
take any action deemed
necessary."
The new business item
described hiring former
State Representative and
long-time Coleman County
citizen Mr. Bob Turner as a
contracted marketing
consultant. Mr. Turner
currently owns and operates
a small business called
"Rural Issues Consulting"
where he represents clients'
interest in Austin and
around Texas. Mr. Turner's
contract would pay $3,000 a
month, along with out of
pocket expenses incurred
during the job (not
including travel to and from
Austin).
Mayor Poldrack welcomed
guests to speak on behalf of
the agenda item, whereas a
lengthy discussion ensued.
First, Chamber of Commerce
Executive Director Mary
Griffis asserted her support
for Bob Turner calling him
an "asset to the community."
Mrs. Griffis described Mr.
Tuner as a man with genuine
interest for Coleman who
possessed necessary business
contacts to bring jobs to
Coleman.
Several EDC Directors also
spoke in Mr. Turner's favor.
Director James Wright said,
"Bob can do more in a day
than anyone on our board can
do in a week." New EDC
Director Tim Manly expressed
his confidence in Mr. Turner
and described Mr. Turner's
integral role in bringing
Wind Clean to Coleman. Mr.
Manly said, "Bob Turner gave
birth to Wind Clean."
Currently, Wind Clean is
Coleman's private largest
employer.
Mr. Turner spoke briefly
about his capabilities for
the position and commented
on his hopes for Coleman
County. He described his
past involvement with
bringing business to Coleman
and emphasized his duties of
operating as the marketing
and sales arm of Coleman
County. Mr. Turner stated,
"We have to be laying the
groundwork for opportunity
in the future."
Amidst the remarks of
approval, several voices
emerged that disagreed with
Mr. Turner's immediate
contract. City Manager Larry
Weise expressed his concerns
with Mr. Turner's contract
not because he felt Mr.
Turner was unqualified but
because he disagreed with
the purpose of the position.
First, Mr. Weise highlighted
several items of concern in
the EDC's bylaws. The bylaws
described the need for the
EDC to report to the City
Council, as well as EDC
duties that required
planning.
Secondly, Mr. Weise asserted
the need for the systematic
development of grants and
strategic planning. Mr.
Weise believes that both
economic development and
quality of life issues need
to be addressed in Coleman.
As a result, Mr. Weise
expressed his concerns for
the hiring of Mr. Turner
primarily as a disagreement
in what the City of Coleman
needs. Mr. Weise suggested
the hiring of someone who
can act as an administrator,
planner, and grant writer.
The new position would
operate within both the City
of Coleman and the Coleman
EDC.
Councilman Plummer echoed
Mr. Weise's concerns for
hiring Mr. Turner. He said,
"Administrative duties need
to be addressed on the EDC."
Mr. Plummer's concerns
mainly surrounded the
structure and administrative
duties of the EDC.
Furthermore, Mr. Plummer
disagreed with the language
of the new business item
because it suggested
entirely replacing the
Executive Director.
The floor once again opened
for discussion whereas both
City Council members and EDC
Directors civilly discussed
their options. While two
different schools of thought
developed concerning the
position, both entities
agreed to table the new
business item until they
could comfortably agree on
the purpose of the position
and redefine the language of
the item.
The Coleman
EDC adjourned upon the
agreement, whereas the City
Council moved forward with
the rest of their meeting
approving the next two items
of business.
Letter to the Editor:
12/17/2009
Dear Editor:
Early Childhood Intervention
(ECI) is a program that
provides services to
children ages 0-3 who have
medical diagnoses and/or
developmental delays. There
is an ECI program for every
county in the state and in
this area, the ECI office is
in Brownwood and covers
seven counties including
Brown, Coleman, Comanche,
Eastland, Mills, McCulloch,
and San Saba. ECI services
for children include Case
Management, Educational
services, Nursing, Physical
Therapy, Speech Therapy,
Occupational Therapy,
Nutrition, and Parent
Training. Funding for ECI is
obtained through the Texas
Department of Assistive and
Rehabilitative Services as
well as Federal and local
resources.
Each year, as early as
October, we begin the
process of raising money for
the ECI Christmas party. Our
goal is to have a gift for
each child, which is
presented by Santa at the
party. Fortunately, we live
and work in communities with
businesses and organizations
that are more than willing
to help out! Once again, the
businesses and organizations
in the counties served have
shown their generosity and
support through their
donations. ECI is very aware
of the many needs of various
organizations such as
ourselves throughout our
seven-county service area
and we are very grateful
that the great folks listed
below see the value in our
program and are there for us
year after year.
So here is a huge Thank You
to the following: Brown
County ARC, Pediatrics of
Brownwood, Kyle Kirkland,
DDS (Brownwood), First
Coleman National Bank,
Coleman County State Bank,
Goodson Insurance
(Comanche), Mid-Tex Federal
Credit Union (Brownwood),

Coleman Robotics Team
awes audience at last School
Board meeting of the year
12/16/2009
The
Coleman Independent School
District Board of Trustees
met last Monday evening at
7:00 p.m. A large group of
elementary students and
their parents attended the
meeting to watch a
demonstration by the Coleman
Elementary Robotics Team.
A group of Coleman
Elementary students formed a
Robotics Team with the help
of a grant from the Coleman
Foundation and their sponsor
teacher Mrs. Pam Cohea. The
Robotics Team competed in
regional and area qualifiers
competitions by both
creating and programming
robots. The students
literally built robots from
a box of parts and then
computer programmed the
robots to perform certain
tasks like picking up tuna
cans and moving them into
specific target areas.
The robot kits came with
instructions but the
students' own initiative,
creativity, and hard work
brought them to life. The
builders expressed their
creative skills by adding
extra sensors or robot arm
extensions to improve the
robots' abilities. Then the
programmers meticulously
entered encoding for each
move or function the robot
executed. For example, in
order to walk a line or use
a light sensor team
programmers had to enter
movement codes into a
computer program.
At the board meeting, each
student spoke on behalf of
the group describing their
experience with the program.
The adults in the room stood
in awe as the kids
demonstrated their new and
evolved vocabulary that
involved words like
trajectory, sensors,
stabilization, trial and
error, and degree and
rotations. The children put
their words to life when
they turned on their robot.
Like a sportscaster giving a
play by play at a football
game, the children described
the duties the robots
performed and how they
worked together to problem
solve and compete against
other schools.
The Robotics Team ended up
placing 4th and 9th place in
area where they competed
against some Junior High
teams. Furthermore,
Coleman's team competed for
the first time this year,
whereas the majority of
competing teams competed in
past years. However, the
most impressive point of all
was the hands on science,
engineering, and math skills
involved in the
extracurricular activity.
Furthermore, the students
loved competing in such a
unique and innovative
project. Their enthusiasm
alone impressed the board
and those attending, but the
fact that they were eager
about the subject material
mattered more. On a light
note, they gave their robots
Star Wars inspired names:
Robi-Wan Kenobi and Anakin
Robowalker.
After the students finished
their presentation, the
board members heard from the
district's accountant and
received a clean audit. The
board also heard from
Coleman High School
Principal Richard Holloway.
Mr. Holloway proposed that
the school change their
college visitation policy
where the School District
would afford senior and
junior year students with
two yearly excused absences
for college visits.
Currently, students cannot
miss school for college
visits unless they accept an
unexcused absence. Mr.
Holloway proposed two
excused absences for college
visits as long as the
student has written
permission from a parent,
written proof of attendance
at the respective college or
university, and
documentation from the
school such as an official
school pamphlet or student
services handout. The Board
unanimously approved the two
excused absences and passed
the request.
The School
Board will host its next
meeting January 25th, 2010.

Coleman
Senior Earns
2A Big
Country
All-State
Award
12/16/2009
Although
the Coleman
Bluecats
only
finished the
year with a
1-9 record,
they have
one bright
spot that
few other 1A
or 2A Big
Country
Teams can
boast
about...they
had a player
named to the
2A First
Team
All-State
squad.
Adam
Jimenez, a
senior at
Coleman High
School, was
named to the
First Team
All-State
squad at
defensive
lineman.
Adam
recorded 88
tackles in
2009, 36 of
which were
solo. He
also had 15
sacks, five
quarterback
pressures,
and caused
five
fumbles.
Jimenez was
the lone 2A
Big Country
player to
make first
team
All-State.
In fact no
other Big
Country 2A
player made
either first
or second
team
All-State.
Albany, who
is playing
for the 1A
State
Championship
this
Saturday,
only landed
one player
on the first
team
All-State
squad, that
being junior
defensive
lineman
Jonathan
Hargrave.
Albany’s
offensive
lineman Wade
Montgomery
made 2nd
team 1A
All-State.
What was
surprising
is the snub
of Albany
running back
Elijah
Hudson who
has rushed
for 2,473
yards and 40
touchdowns
for the
Lions this
season. He
made the
honorable
mention
list, while
the three
first team
running
backs rushed
for 1,600 or
less each
this season.

($149,010)
and Asay
($143,864)
to make
Harris the
first
back-to-back
world
champion
bull rider
since Blue
Stone won
consecutive
gold buckles
in 2001 and
2002.
"Heck, I’m
living a
dream," said
Harris, who
did not ride
in Round 10,
will have
surgery to
repair his
broken hand
in the
offseason.
"This is
something
you want to
do from the
time you are
a kid – is
to win as
many gold
buckles as
you can. I
actually
wasn’t too
worried. If
they caught
me, they
caught me.
They have
this thing
every year.
I’m still
young, so I
have to keep
a positive
attitude
about it.
This is bull
riding, it
happens.
It’s all the
hard work
throughout
the year. It
just proves
that rodeo
is 365 days
a year. You
have to go
all year,
and I did
give myself
a cushion in
case
something
did happen I
would be all
right."
Harris is
the first
bull rider
to win a
world title
without a
qualified
ride at the
Wrangler NFR
since
Freckles
Brown in
1962 and is
the first
titlist to
earn a gold
buckle
without
earning
money at the
national
finals since
Bill Nelson
in 1971.
"I hoped I
could keep
my hand
closed,"
Harris said
of his Round
9 ride. "At
the time,
they had a
chance to
catch me, I
thought. I
had to try
to do
something. I
kept my hand
closed that
was for darn
sure, but I
just
couldn’t
stay on
him."

Public Records Available to View Online
by Christine Flynn
12/14/2009
The County
Clerk’s office now has
official public records
available to view online at
http://texaslandrecords.com.
This is a free resource for
you to view. It is
recommended to begin your
search under the county and
to follow the instructions.
Other search categories
include, name, subject, and
title. Copies and images
have a charge of $1 per
page. Payment is made via
credit card. If you choose,
you can also register and
become a pay per access
user.
Since Stacey Mendoza’s
period in office she and the
staff have made this their
project to transfer all
public records from December
16, 2008 to date. They will
continue to update the
website.
You will still need to
obtain certified records at
the County Clerk’s office;
however, this is a helpful
tool to use for your
personal or business records
and for document back up.
Take advantage of this new
user friendly tool for our
county. If you should have
any questions, please
contact the County Clerk’s
office.

Coleman
County Youth Food Fair entry
forms are due to the
Extension Office by Monday,
December 28th, 2009. The
Coleman County Youth Food
Fair (the “Fair”) is
organized for educational,
charitable, and scientific
purposes. The Coleman County
Livestock Association (CCLA)
uses the Fair to encourage
and promote the educational
aspects of projects
conducted by Coleman County
youth under the proper
supervision and direction of
a county extension agent,
agricultural science
teacher, a family and
consumer sciences (FCS)
teacher or a 4-H adult
leader.
FFA,
FCCLA, and 4-H members
entering the Fair agree to
observe all rules of fair
competition, reject the uses
of drugs or physical
alteration of the livestock
or other exhibits, and to
refrain from any action that
would give an unfair
advantage over any other
exhibitor.
The
purpose of the Fair and the
CCLA is to provide an
opportunity for FFA, FCCLA,
and 4-H members to exhibit
their projects in friendly,
fair competition, to educate
the public about agriculture
and related areas, and to
provide for the development
of the knowledge and
responsibility by the
participating youth.

High Clouds
Return, A
Bit Warmer
Today
12/10/2009
by KRBC
Meteorologist
Chris Whited
Another very
cold morning
out there to
start the
day with
temperatures
averaging
between
18-25 in the
area.
Easterly
winds are
making it
feel a bit
colder than
the actual
air
temperatures.
High level
clouds will
drift back
into the
area and
today so
expect a
mostly sunny
day with
highs a
little
warmer today
thanks to a
southeast
wind. High
temperatures
will be in
the lower to
middle 40s.
Partly
cloudy and
still cold
tonight with
lows in the
upper 20s
and lower
30s.
A gradual
warming
trend starts
as we head
into the
weekend with
temperatures
back into
the 60s by
Saturday and
even warmer
on Sunday
with highs
in the lower
70s.
Overnight
lows will go
back above
freezing in
the upper
30s and
lower 40s.
We're still
into the
upper 60s
and lower
70s on
Monday but
cooling back
into the 50s
Tuesday and
Wednesday
with our
next cold
front
arriving. No
rain with
the front
based on the
model data
this
morning.
We're back
below
freezing for
lows by the
middle of
next week.
The Climate
Prediction
Center
indicates a
moderate El
Niño pattern
is taking
shape and
will bring
West Central
Texas a
wetter
pattern for
the winter
months.
There is
also a
chance for
increased
winter
precipitation
depending on
temperature
trends. Data
suggests
equal
chances of
above or
below normal
temperatures,
so more than
likely the
numbers will
remain near
normal for
this time of
year.

Dumped
puppy needs
home for the
Holidays!
12/9/2009
This
is what
happens when
you dump a
dog on a
country
road. A good
Samaritan
brought this
dog into the
shelter when
he was found
wandering
the highway
in the cold.
Ralphie is a
young boxer
without the
docked tail
or perhaps a
boxer mix.
He has
tested
heartworm
negative,
and the
Humane
Society has
accepted him
into their
foster
program.
Ralph is
eating like
a horse. He
will have a
warm
Christmas
with a full
tummy, and
will be
ready for a
forever home
in a little
while.
Please do
not dump
dogs. Please
take them to
the shelter
in Coleman
or Santa
Anna. The
Humane
Society does
everything
it can with
just a few
foster homes
to rescue
all
adoptable
dogs from
the
shelters.
And PLEASE
take
advantage of
our
discounted
spay/neuter
voucher
program.
Don’t let
your pet
have puppies
that may end
up like
Ralphie. Go
by the
thrift
store, 108
East Pecan,
or call the
Humane
Society
325-625-4724
for a

Golden
Spread EC
Announces
New Plant to
Be Built in
Hale County
12/7/2009
Golden
Spread
Electric
Cooperative
will
construct a
new electric
generation
facility
near
Abernathy in
Hale County
to meet the
growing
needs of its
16 member
distribution
cooperatives
and to
replace
expiring
wholesale
power
contracts.
Coleman
County
Electric
Cooperative
purchases
all of its
wholesale
power from
Golden
Spread
Electric
Cooperative
and is one
of the 16
member
owner’s.
Initially,
the new
gas-fired
power plant,
Antelope
Station,
will be
capable of
generating
approximately
170
megawatts,
enough new
capacity to
meet the
peak load
requirements
of 55,000
homes. It is
expected to
achieve
commercial
operation in
early 2011
and may be
expanded in
future
years.
Golden
Spread will
install
eighteen 9
Megawatt
reciprocating
engine-generator
sets. A
primary
reason for
choosing
this
technology
is its
“quick
start”
capability.
The engines
are designed
to achieve
full
operation in
less than 10
minutes.
Traditional
gas- fired
generation
can take
from one to
four hours
to start.
“The growing
summer
electricity
demand and
the large
amount of
wind
generation
that is
locating in
the
Panhandle
and South
Plains drove
Golden
Spread’s
choice of
quick- start
generation
technology,”
said Mark W.
Schwirtz,
president
and general
manager of
the
generation
cooperative.
Wind
generation
output
varies based
upon wind
speed.
Reductions
in wind
generation
output must
be offset
immediately
by a
corresponding
increase in
output by
other
generators.
“Quick-start
generation
works well
in meeting
this type of
electric
requirement,”
Schwirtz
said. The
new units
also are
fuel
efficient
and use
almost no
water.
Additionally,
by adding
eighteen
separate
units Golden
Spread
reduces its
risk from
unit
failures.
Antelope
Station is
expected to
create as
many as 15
permanent
jobs in its
initial
phase, with
the
potential
for
additional
permanent
positions if
the facility
grows.
“Golden
Spread’s
decision to
locate
Antelope
Station in
Hale County
was
influenced
by the
location of
existing
electrical
and natural
gas
infrastructure
and Hale
County’s
grant of
certain tax
incentives
to the
project,”
Schwirtz
said.
Golden
Spread
Electric
Cooperative
is a
not-for-profit
exempt,
consumer-owned
public
utility,
organized in
1984 to
provide
low-cost,
reliable
electric
service for
its rural
distribution
cooperative
members.
Golden
Spread’s
member
systems
serve
approximately
208,000
retail
consumers
located in
the
Panhandle,
South Plains
and Edwards
Plateau
Regions of
Texas, an
area
covering 24
percent of
the state,
and in the
Panhandle of
Oklahoma and
in
Southwestern
Kansas.
Golden
Spread owns
directly or
through its
affiliates
550
megawatts of
generating
capacity and
controls the
output of
240
megawatts of
additional
capacity
under a
power
purchase
agreement.
In addition,
Golden
Spread
purchases up
to 705
megawatts of
capacity and
energy from
various
suppliers.
General
Manager Witt
commented
that Coleman
County
Electric
Cooperative
joined
Golden
Spread
Electric
Cooperative
in late 2003
and this
once again
shows
innovative
ways that we
hope will
save our
members now
and in the
future.”

Cyberbullies
“out in the
cold” in Santa
Anna
12/5/2009
Twelve hardy
parents braved
frigid nighttime
weather to hear
Traci Terrill,
Education
Service Center
Region XV
Technology
Consultant,
discuss some of
the perils of
present-day
communication
technology for
today’s
children.
Meeting at Santa
Anna ISD’s
library, the
parents heard
Ms. Terrill
address such
issues as “cyberbullying”,
online
predators, “sexting”,
social
networking, and
general privacy
concerns.
Terrill defined
cyberbullying as
the use of
internet
technology or
mobile
technology such
as cell phones
to bully or
harass someone.
She told of
several
instances in
which children
had committed
suicide as a
result of
continued peer
harassment using
internet and
cell phone. She
urged parents to
teach their
children to tell
a trusted adult
in case of
cyberbullying.
Sexting is
another new
phenomenon in
which a young
person sends
sexually
suggestive or
nude images of
him or herself
through cell
phones. One of
the instances of
teen suicide
described by
Terrill was a
result of a
teenage girl’s
sending a nude
picture of
herself to a
‘boyfriend’, who
then forwarded
the photo to his
buddies. Ms.
Terrill
described the
current Texas
law making
actions such as
sexting
felonies.
Concerning
social
networking sites
such as Facebook,
Terrill gave
parents some
tools to use in
protecting their
children from
revealing too
much personal
information as
well as checking
on a child’s
Facebook
“friends”.
Terrill reminded
the parents that
her objective
was not to scare
but to inform
and encourage:
encourage
children to be
aware and to
talk freely to
trusted adults.
If you would
like to have
further
information or
to discuss
setting a
program for your
group, contact

Holiday
Spirit: Being
Thankful!
12/5/2009
By Anita Calk
This
Thanksgiving, my
husband and his
sister and
family spent the
day with their
mother, Mildred
Calk at the High
Rise preparing
to move her out
of the apartment
she has had for
12 years. She
was moving, at
least
temporarily, to
Holiday Hill
Nursing Home. It
took a couple of
days of the
usual stuff,
sorting,
deciding,
cleaning, etc.
It was a big
move for all of
us.
This got me
thinking about
the things that
we have to be
thankful for
here in Coleman.
For one thing,
she had spent
nearly 2 months
in and out of
the hospital
with various
ailments common
to a 91 year old
woman. It was
sort of ironic
to me that she
had spent 34
years of her
life working in
that same
hospital as a
nurse.
I am thankful
that she had the
Coleman Hospital
for her to go
to! I am
thankful that
there were
caring people
there that took
care of her! I’m
thankful that
Dr. Atwood
checked on her
and advised her
what to do, and
helped
facilitate her
transition. I’m
thankful that
she can go to
Coleman Medical
Associates when
she’s sick.
I am also
thankful for the
High Rise and
other similar
living
facilities that
Coleman has. The
High Rise has
been the PERFECT
place for her to
live for the
last 12 years.
It’s clean and
safe and right
downtown.
There’s no yard
to take care of,
there’s no
maintenance to
worry about, and
it is handicap
accessible.
It’s really been
great for her
needs and she
has really
enjoyed the
closeness of the
“community” that
lives there.
They take care
of each other
and it really
makes a
difference in
their lives. She
will miss them.
I am thankful
for the home
health people
that helped her
to stay there as
long as she has!
I don’t know
what we would
have done
without
Encompass Health
Care, or Talena
Taylor, who has
helped her for
two years now.
I am thankful
that she had
Holiday Hill
Nursing Home to
go to for her
therapy. She was
delighted to
find that her
roommate was a
friend of hers,
also a retired
nurse from the
hospital. I’m
thankful for the
caring folks
there that help
her to feel
comfortable.
I am thankful
for the Shoppin’
Basket! You
know, we may not
appreciate them
as much as we
should! They are
always there to
get just about
whatever we
need. They help
so much in
Coleman!
I am thankful
for the reliable
drug stores that
we have in
Coleman! Really,
there are just
so many
wonderful
businesses in
Coleman that
bend over
backwards to
help people!
I’m thankful for
the kind staff
at the Family
Health Clinic in
Santa Anna where
I get my allergy
shot every week!
I’m thankful
that we still
have a local
newspaper! Many
towns don’t
anymore! What on
earth would we
do without it??
I’m thankful for
colemannews.com!
If you don’t
check it every
day, you ought
to!
I’m thankful for
my Pastor,
Daniel Stovall,
my church,
Concho Baptist
Church, and all
the other
wonderful
churches in this
community that
work together to
help people and
spread the Good
News!
I’m thankful for
the caring folks
at the local
funeral homes!
I’m thankful
that there are
so many loving
and helpful
people that
volunteer their
time to help in
so many
wonderful ways
in this
community! Pink
Ladies at the
Hospital, Meals
on Wheels,
Loaves and
Fishes, Matthew
25 Ministries,
Senior Center,
etc. Where would
we be without
them?
I am so thankful
for the tireless
work of JoAnn
Eddleman, Nelda
Copley, Sue
Frizzell, Linda
Laws, and ALL of
the wonderful
people that have
helped organize
the Coleman Co.
Humane Society!!
Their determined
dedication (all
volunteer!), is
making a
difference to
the animals of
Coleman Co.
They aren’t up
to big city
levels yet, as
far as having a
huge shelter for
all animals,
including cats,
but they are
making a huge
impact!
A difference
that there has
NEVER been
before.
(I’m also
thankful for
Mona Watts! Our
caring animal
control
officer!!!)
The Humane
Society Thrift
Store is making
a difference to
lots of people!
It is really
filling a need!
It’s a great
place to
“recycle” stuff
you don’t want
anymore! It’s a
great place to
find what you
need! I went in
there one
Saturday,
desperate to
find a shower
chair for
Mildred. All of
the drug stores
were out of them
and she really
needed one. Well
I popped in
there and asked,
and sure enough,
there it was
just waiting for
me… for $5. The
things that are
for sale there
are really
helping out
people that are
on a tight
budget. Check it
out if you don’t
believe me!
Other people
that I’m
thankful for are
the Coleman
Fire, Police,
Sheriff, Highway
Patrol, Game
Warden, First
Responders, EMS
and other such
safety and
rescue
organizations. I
know nothing is
perfect, and
nothing suits
everybody, but
can you imagine
where we would
be without
them??
Did you know
that all the
Coleman County
Fire departments
from the rural
communities work
together to keep
us safe? Did you
know that people
like Williams
Tire Store bails
them out all the
time when
there’s a
problem with
tires, no matter
when? Did you
know that most
of the Firemen
in this County
are VOLUNTEER?
Well I am sure
that I have
forgotten
somebody really
important, but
maybe they will
forgive me.
My point is
this: Look
around and see
what we have to
be thankful for
in this county!
Say “Thank You”
to the people
that you
appreciate!
Look and see
where YOU can
make a
difference to
somebody, even
if it is just
one person. (or
just one animal)
Don’t just look
around and gripe
because
something is
wrong. Fix it!
Or find out how
you can help!
Our country was
built by people
willing to roll
up their sleeves
and tackle a
problem. It is
being destroyed
by people
complaining
about problems
instead of doing
something about
it.
I, for one, am
proud to be from
Coleman, Texas!
We may not be
fancy, but we’re
just folks.
Reach out and
say thanks, and
maybe lend a
hand while
you’re at it.
Volunteering
makes a
difference! Do
what you can!
Thanks to all of
you that are
making such a
difference for
all of us here
in the big city
of Coleman….

Monday jury

12/4/2009
The Jury
scheduled for
Monday, December
7 at 9:00 a.m.
in the Coleman
County
Courthouse has
been cancelled.
City Council
and EDC host
joint meeting
Appoint Manley
to EDC, Flynn to
Library Board
12/4/2009
Both the Coleman
City Council and
Coleman EDC,
Inc. met late
Thursday
afternoon in a
joint session.
Larry Robinson
called the
Coleman EDC's
meeting to order
promptly at 4:00
p.m., whereas
Mayor Nick
Poldrack also
called the
meeting together
shortly after
Mr. Robinson.
The City Council
began their
meeting with the
approval of
minutes and the
receipt of bids
for 72 bales of
hay. Gary Cox of
Coleman offered
$58.00 per hay
bale and won the
bid over another
gentlemen.
As the Council
had no old
business to
consider, they
moved on to a
lengthy list of
new business
items.
The first new
business item
concerned the
Coleman EDC's
open Board of
Directors
position
recently vacated
by Randy Turner.
At the last City
Council meeting,
per the request
of City Manager
Larry Weise, the
City Council
tabled the
Coleman EDC's
recommendation
of Tim Manley in
order to give
other
individuals in
the community a
chance to
express interest
in the
Development
Board.
Upon receiving a
few nominations
and expressed
interests, the
City Council
found Tim Manley
the most
qualified for
the position and
approved him
unanimously.
Upon Tim
Manley's
confirmation to
the Coleman EDC,
Larry Robinson
officially
closed the
meeting and the
City Council
moved on to the
next item in new
business.
The Council next
considered
candidates for
the Coleman
Public Library
Board. The
Directors serve
two year terms
and help with
the strategic
direction of
Coleman's
Library. The
Council
unanimously
confirmed
Christine Flynn
of Coleman to
serve a two-year
term on the
Board of
Directors.
The City Council
considered
changing the
zoning from
residential to
commercial at
802 Needham for
a medical clinic
operated by
Denise Rogers.
The Council
approved the
zoning change,
as Ms. Rogers
obtained all
pertinent
permits required
for the change.
The Coleman Fire
Department
requested
permission to
apply for the
SAFER Grant for
the placement of
additional paid
personal. While
a few councilmen
expressed
concerns about
matching funds
and expenses
implied by
hiring
additional
personnel, the
Council agreed
to allow the
Fire Department
to apply for the
grant.
Lastly, City
Secretary Sue
Burleson
presented the
City Council
with a letter of
resignation,
asking for
official
approval by the
City Council.
Although several
members
expressed their
reluctancy for
letting Mrs.
Burleson resign,
they passed the
request
unanimously.
Mrs. Burleson
will resign
March 31st,
2010.
The Council
adjourned
quickly
thereafter.
A Big 'Thank
You' to the
Coleman Police
Department.
12/4/2009
On Saturday,
December 5,
thieves broke
into one of my
warehouses to
gain access to
Sue Frizzell’s
Block1 Market.
Lacking
flashlights,
they lit pieces
of paper to
light their way
through the
buildings and
‘shop’. Buckle
sets, western
boots, jewelry,
knives and other
items were
stolen totaling
over $2,000.
Sue Frizzell
contacted the
Coleman Police
Department as
soon as she
discovered the
break-in.
Officers
immediately
investigated and
started working
the case.
Before the end
of the following
week, they had
not only
arrested
suspects, but
also recovered
all of the
stolen
merchandise.
Thanks and kudos
for these
hard-working
officers from
Sue Frizzell and
the two hardest
hit Block 1
dealers, Sue
McFarlane and
Bob Skinner, and
from me.

Letter to the Editor:
Christmas spirit alive and
well
12/4/2009
Wednesday Morning on my way
to work I stopped into
Shoppin' Baskit to pick up a
few things. I can honestly
say I have never had an
unpleasant experience while
shopping here.
This particular morning I
was feeling kind of down and
being the holiday season
didn't help. Holidays are
hard for me and my family
these days.
As Mr. Jack was helping me
carry my groceries out a man
handed me a small white
envelope and said Merry
Christmas from the Hammonds
Family and the Rockin' R
Ranch. I said thank you and
went on my way. As I got to
my car I peeked to see it
was a crisp one dollar bill.
Now I know to many a dollar
don't sound like much but
that one was special. That
dollar bill showed me that
some people do Still have
the Christmas spirit and
care for strangers. It gave
me a wonderful bright spot
in my day. I am saving my
dollar bill so I can look at
it when I start to feel down
this Christmas season and
feel a little cheer.
I would like to tell The man
in Shoppin' Basket, The
Hammonds Family and the
Folks at the Rockin R Ranch
Thank You and I hope you all
have a Very Merry Christmas
I am sure you gave several
people a bright spot that
day. God Bless
Sincerely
Peggy Boatright Deaver

in 2008 and an exhibit was held
as part of Coleman's
sesquicentinnel celebration in
2008.
A
special exhibit of Carl
Langford's "Lighthouse's" made
from old farm machinery parts
and other found objects is
included in the exhibit. Each
lighthouse is unique and it
is very interesting to see what
Carl uses to make each of them a
one of a kind art piece.
Come by Heritage Hall on Sunday,
have refreshments and view all
the wonderful ornaments included
in the exhibit, the Museum will
be open and if you haven't
been in, take time to view the
exhibits in the Museum area of
Heritage Hall.
Next Winter Storm
Arrives Late Tonight
12/3/2009
by Chris Whited, KRBC Meteorologist
A
very cold start this morning with
temperatures ranging between 25-30°
for most of us with a partly cloudy
sky. Be alerted that there could be
some patches of ice on the roads
where there is still a little water
left over from the melted
snow/wintry mix/cold rain from
yesterday. Clouds will continue to
increase today ahead of the next
winter storm for us. Highs today
will mostly be in the upper 30s,
although a few spots will creep into
the the very low 40s. Very cold
tonight with lower 20s and of course
our snow developing and falling
after midnight. The rest of the blog
this morning will update the storm
and the impacts on us here in the
KRBC viewing area. This information
was put of from the National Weather
Service in San Angelo early this
morning in a special weather
statement on the event.
With cold air already in place an
approaching upper level storm system
will bring a good chance of snow to
all of West Central Texas. It
appears the snow will start across
the northwest Big Country (northwest
of Abilene) after midnight Thursday
night and then spread across the
remainder of West Central Texas
during the daylight hours on Friday.
although the amount of moisture
remains uncertain and it appears
that an inch or two of snow
accumulation will be possible across
most of West Central Texas by the
time the snow ends Friday evening.
In addition to the threat of snow
very cold temperatures are possible
Saturday morning. If skies clear as
expected behind the storm system
temperatures will fall rapidly
perhaps reaching into the teens
across parts of the area.
Roadways Tonight/Friday Morning:
Given the cold conditions seen the
last few days temperatures on area
roadways have likely cooled to the
point where some of the snow may
create icy spots on area roadways.
Winter Outlook: The Climate
Prediction Center indicates a
moderate El Niño pattern is taking
shape and will bring West Central
Texas a wetter pattern for the
winter months. There is also a
chance for increased winter
precipitation depending on
temperature trends. Data suggests
equal chances of above or below
normal temperatures, so more than
likely the numbers will remain near
normal for this time of year.
Letter to the Editor: Don’t Tread on
Rural Texas
12/3/2009
Boyd Richie, Texas
Democratic Party Chairman
I’m a born and bred
Texan, and one of the things I know
about Texans is that we have the
courage to tackle tough problems.
When a fence is down, we mend
it. When family members are in need,
we take care of them. We take
responsibility and meet challenges
head-on.
I have lived in small
town Texas all my life and was
elected to serve as a rural
prosecutor. I’ve always believed we
have the right to expect those we
elect to represent us to make the
tough choices the same way everyday
Texans approach challenges in our
own lives. Sam Houston put it this
way: “A leader is someone who helps
improve the lives of other people or
improve the system they live under.”
The Republicans who
have been running things in Austin
for years haven’t stepped up to the
plate to meet our state’s
challenges. Instead, they always
blame someone else, blame
Washington, and blame one another –
all excuses about why they can’t get
the job done.
On issue after issue,
these so-called “leaders” have not
done right by rural Texas.
Texas Republicans
tried to take 600,000 acres of our
farmland for Rick Perry’s Trans
Texas Corridor toll road system that
was set to be run by a foreign
company. Texas Democrats want to fix
our existing highways and improve
our farm to market roads.
Following this year’s
legislative session, Rick Perry
vetoed legislation that would have
helped rural hospitals hire doctors
– an important state effort to
provide better health care for 114
medically underserved Texas counties
and 27 West Texas counties that lack
even one physician. By
contrast, Democrats have always
worked to support rural hospitals,
recruit more doctors and invest in
telemedicine – an important tool in
delivering top-notch medical
services to rural areas.
State Republicans
have failed to develop a plan that
will meet both the regional and
statewide water needs of our state.
Democrats will work to ensure that
rural Texas’s long term water
resources are not sold off to the
highest bidder.
Perry and the
Republican legislature have enacted
tax policy that raised state taxes
on many small businesses and lined
the pockets of their big business
campaign donors. Texas Democrats
support the small businesses
entrepreneurs, ranchers and farmers
that are the backbone of our rural
economy.
For years, the Texas
GOP tried to pass a billion dollar
private school voucher scheme that
would rob our local schools by
shipping our public school dollars
off to pay for kids to attend big
city private schools. Democrats want
to keep our education dollars
working for the rural schools that
are so important to our communities
and to our children. A child in
rural Texas deserves the same
opportunity to get the first rate
education needed to get good jobs in
the 21st Century economy.
Texans are proud,
independent people who don't back
down. Like all Americans, Texans are
fed up with today's self-serving
politicians. In Texas, Republicans
have run the show for the past
decade, and their failed partisan
leadership has divided Texans,
threatened our progress, and kept
Texans from fulfilling our true
potential.
Like Sam Houston,
Texas Democrats don't cotton to talk
about secession and we don't look
down on others, but we'll fight for
the Texas we love and do our best to
build a better rural Texas for
generations to come.
Chairman Richie lives
in Graham, Texas in Young County,
where he served as both District
Attorney and County Attorney.

D. D. “Tex” Wright
Chairman
Internet safety workshop on December
3rd
12/2/2009
Safety…. Sounds boring, right? It’s
not!
Kids
today are growing up online. Studies
show that almost every school child
has been online, and three-quarters
of young people can access the
Internet from their homes.
Kids go online to research and
complete school assignments and to
learn about topics that interest
them. They also go online to chat
with friends, play games, download
music, keep a journal or Web log,
create websites, shop, and who knows
what all. It may seem like kids are
pretty savvy Web users, and many
parents think that their children
are better computer users than they
are. But that doesn’t mean that kids
understand the dangers they could
encounter on the Internet or how to
avoid them.
Your child is just surfing the web,
meeting up with friends online, what
could he or she possibly need to be
safe about? We wish it wasn’t the
case, but there are many dangers
online that children like yours need
to be aware of. To have fun, and
enjoy the freedom of being creative
online, there are few of things
every child needs to know first.
When children have knowledge, they
have power. Even though you do
everything possible to keep your
child safe, it is important that you
become part of the solution.
To help all of us learn about the
many facets of communication safety:
cell phone, computer, you name the
medium-- IT Consultant at Education
Service Center, Region XV, Traci
Terrill, will present a workshop for
parents, students, and other
interested parties Thursday,
December 3, at 6:30 in the Santa
Anna School Library.
Please try to squeeze an hour out of
your busy schedules to join other
parents like you in helping protect
your most valuable assets—your
children.
If you have questions about this
most important issue or about the
program on December 3, please
contact Montie Guthrie, school
counselor, at 325.348.3136.
Central Texas Opportunities, Inc.
uses stimulus dollars to help local
residents buy homes, pay for
college, and start small businesses!
12/2/2009
Central Texas Opportunities, Inc., a
local non-profit organization, has
received funding to help residents
of Coleman and Brownwood achieve the
dream of home ownership, college
education, or small business
ownership. These funds come as a
result of the American Recovery &
Reinvestment Act of 2009.
To help local families maximize this
opportunity the agency has created
the Central Texas Financial
Empowerment Program, which will
offer Individual Development
Accounts (IDA) and no-fee tax
preparation services. IDAs will
provide matched savings for families
participating in the program. Every
$1 saved by a participant will be
matched with $4 up to $500. A
maximum savings of $500 will result
in a $2,000 match to be used toward
college expenses, down payment on a
home, or small business ownership.
The no-fee tax preparation service
will also be offered during the
filing season for qualifying
families who want to claim the
Earned Income Tax Credit and avoid
paying increasingly high tax
preparation fees. All refunds will
be electronically filed and can be
deposited directly into a bank
account within 7-10 business days.
Anyone interested in opening an IDA
should visit Central Texas
Opportunities at 720 W. 10th St. in
Coleman or 1500 Dublin St. in
Brownwood. Interested persons may
also call (325) 625-4167 for
additional information.
Collaborative partnerships for this
initiative include First Coleman
National Bank, First National Bank
of Baird, Internal Revenue Service,
New Seed Initiative, and Texas
Department of Housing & Community
Affairs.
Car Wreck at Walnut and Commercial
Avenue...developing
12/2/2009
About
ten minutes before 11 a.m. this
morning, dispatchers alerted the
fire department and EMS to a single
car accident at Walnut and
Commercial Avenue. Although the
details of the accident are still a
bit hazy, the pictures above
indicate that the vehicle skid from
one lane to another and made impact
on the driver side door with either
another vehicle or the leaning
Chamber of Commerce sign in the
middle picture. The elderly driver
was taken to the hospital. We will
have more on this accident as the
details further develop.
