Blind
Hunter to Speak at Cross Plains Public
Library Fundraiser
10/31/2009
The Cross Plains Public Library is
hosting a fundraising lunch featuring
Dr. Stanley S. McGowen as guest speaker
on Saturday, November 21, 2009 at noon
at First United Methodist Church in
Cross Plains.
Born in Baird, Texas, McGowen attended Baird High School and graduated
from Tarleton State College in 1969. He
served over 21 years in the U.S. Army
with the 101st Airborne Division,
including postings in Vietnam, Germany &
Alaska. His service included assignments
in the infantry, military intelligence,
and aviation.
After losing his eyesight in a plane crash in 1990, McGowen turned to
collegiate life where he earned an MA in
History from Tarleton State University
and a PhD in American History from Texas
Christian University. He has published
three books, including the award-winning
Horse Sweat and Powder Smoke: The First
Texas Cavalry in the Civil War, and
several articles in professional
journals in his sub-fields of Spanish
Borderlands and military history.
After publishing over 30 articles in the historical genre, McGowen
shifted his focus to outdoor activities
for the disabled. Recently, Petersen’s
Hunting Magazine, Sports Afield, Game
Trails, Quality Whitetails, and Sports N
Spokes selected McGowen’s articles
highlighting disabled hunters for their
publications. During the last two years
as volunteer Texas Project Coordinator
for the Armed Forces Foundation, Dr.
McGowen organized hunting, target
shooting, and fishing events for over
200 wounded and injured veterans and
their families.
Join us for this fascinating journey with Dr. McGowen as he demonstrates
the remarkable technology that allows
him to hunt big game in Africa as well
as dove and deer in Texas. There will be
time for questions and his books will be
available for purchase that day.
Lunch will consist of beef brisket tacos with all the trimmings, beverage
and dessert. Cost for the luncheon is
your “generous” donation. Reservations
are encouraged. Call 254-725-7722 today!

CLASS OF 1969 HOLDS 40th REUNION
10/30/2009
Contributed
Members of the Coleman High School Class of 1969 held their 40th
anniversary class reunion September
11-13 in Coleman.
Thirty-five members of the class attended. A total of 73 people graduated
with the Class of '69. Seven class
members are deceased.
Initial plans to open the reunion at the Bluecat homecoming football game
September 11 were rained out, so class
members gathered instead at Paul Wheat's
home for an impromptu party.
Saturday, September 12, the women enjoyed a salad luncheon at Sandra
Smith Stith's home that featured lots of
photos of children and grandchildren.
The men of the class, meanwhile,
gathered in front of Paul Wheat's
big-screen television to watch football.
During the day, numerous people -- now
behind the wheels of 21st Century
automobiles -- "made the drag" just as
they did when gasoline sold for less
than 30 cents a gallon.
A second event was altered by the rainy weather when the setting for a
new "class picture" was moved Saturday
afternoon from the front steps of the
old High School to the St. Mark's
Episcopal Church family center. Being
Colemanites, no one complained about the
rain and the alterations it necessitated
in the reunion schedule.
Saturday evening featured the reunion's main event, a fabulous pot luck
party at Paul Wheat's home. Memories of
the good times as well as the
not-so-good were shared and compared as
old friends and classmates easily
reconnected and recalled their youth
spent together in a special place during
a special time. Conversations frequently
mentioned the unique and life-long
Coleman bonds we all share.
The reunion closed with a farewell breakfast Sunday, September 13, at
Hidalgo's Restaurant. Paula Nicholson
Sherrill and her husband, Earl,
encouraged everyone to share their
photos from the reunion for a power
point memory package Earl offered to
compile. Classmates have already laid
plans for a 45th anniversary reunion in
2014.

CLASS OF 1964 CELEBRATES 45TH REUNION
10/29/2009
Submitted by Polly (Baulch)
Salyards
The Coleman High
School Class of 1964 held their 45th
reunion October 23-24 in Coleman.
Classmates from Texas and New Mexico
gathered at the Tillman Room of the
Coleman Public Library Friday evening
for registration and a brief visitation.
Then on Saturday, we met again at the
Tillman room to continue the visitation.
Two classmates, Frankie (Mitchell) Swift
and Glen Dyer attended their first
reunion and were happily greeted by all.
Lunch was served to 53 class members and
guests catered by Sara’s neighborhood
and her staff. We enjoyed time to visit
with Sara (Taylor) Kirtley who is the
sister-in-law of classmate Jack Knox,
and friend to most of the classmates.
Ralph & Judia terry joined us for lunch; then proceeded to take our
traditional class photo. We aren’t any
easier to photograph than we were when
younger, but Ralph was able to arrange
us to his satisfaction and we anxiously
await the results!
In a brief business meeting we voted to join the multi-class reunion,
noting that at our 50th reunion it will
be our turn to host the multi-class.
Sherry (Bolton) Mayfield volunteered to
be our contact. We honored the memory of
our departed members, especially those
who have passed this year, Jack Waters,
Danny Beal and Mickey Rhodes.
The reunion was enjoyed by all; it is always nice to come home again.
News
Update from Coleman County's United
States Congressman
10/29/2009
Conaway legislation to protect troops
signed by the President
Today, President Obama signed into law
the Homeland Security Appropriations
Bill, which included language that I
introduced with Congressman Health
Shuler (D-NC), along with Senators Joe
Lieberman (I-CT) and Lindsey Graham
(R-SC), that provides the Secretary of
Defense the ability to protect American
troops and civilians by preventing the
release of photos of past abuse of
detainees in U.S. custody.
I am pleased that Congress and the President have taken steps to prevent
the detainee photos from being released
to protect our troops and increase the
safety of American citizens. The very
fact that we could put Americans all
over the world, especially our men and
women serving in Iraq and Afghanistan,
in dangerous scenarios is reason enough
pass this legislation.
The consequences of refusing to enact this legislation were simple and
grave: if these photos had been
released, they would be used by our
enemy to provoke violence against
Americans and to further recruit
insurgents on behalf of a violent
anti-American cause. Protecting our
troops is not a Republican issue or a
Democrat issue, and I am pleased that my
colleagues in the House and Senate, as
well as our President, recognize the
importance of including this legislation
in the Homeland Security Appropriations
Bill.
While I am pleased that the detainee photo legislation was included in
the final Homeland Security
Appropriations Bill that was signed by
the President, I could not in good faith
vote for final passage of the bill, as
it would compromise the safety of
Americans by allowing prisoners at
Guantanamo Bay entrance into the United
States.
Health Care
Update
After weeks of crafting a health care bill behind closed doors, it seems
that Speaker Pelosi plans to unveil the
health care bill in the House tomorrow.
However, she announced last week that
she does not have the number of votes
needed to pass her robust public option,
which is code for a single-payer
government run program. Instead, the
Health and Human Services secretary
would negotiate rates with providers,
which is included in the Senate's
version.
We believe the latest plan leads to a complete government takeover of
health care that will raise costs, add
even more to our national debt, and will
hurt seniors and small businesses. This
massive bill would cost $1 trillion over
the course of 10 years, and would be
paid for by raising taxes on upper class
individuals and cutting $500 billion in
payments to Medicare providers. It would
also include new requirements for
employers to offer insurance to
employees or else face penalties and
implements fines on those who do not
purchase coverage.
At the end of the day, this bill will cost much more than we can afford.
It is my hope that the fiscally
conservative Democrats in Congress will
hold the line on this spending spree. If
the dishwasher breaks, you don’t tear
down the entire house to fix it. While
parts of our health care system are in
need of reform, a massive government
takeover by our federal government is
not the answer.
This issue will continue to be front and center here in Washington for
the next few months, and it is still
anyone’s guess at this stage as to what
will actually pass. I again want to
again thank everyone who has contacted
me with their comments and thoughts on
this issue. Stay tuned to this ongoing
saga.
New Face in
the Brownwood Office
Last week, I welcomed Hilary Stegemoller to head his Brownwood district
office. Hilary comes to our team from
the Brownwood Chamber of Commerce where
she was the assistant to the Convention
and Visitors Bureau and Membership
Director.
I am thrilled that Hilary will be joining us to serve the Brownwood area.
Her experience from working with people
at the Chamber of Commerce to tutoring
children in the Brownwood Independent
School District gives Hilary a unique
compassion to help constituents with the
many issues that my office can assist
with. I am confident that Hilary will be
an excellent addition to our team, and I
encourage anyone in the Brownwood area
that is having issues with the federal
government, VA, or any other federal
issue, to contact her with their
concerns and questions.
The Brownwood hours of operation will be Monday through Friday, 8:00-5:00
p.m. Hilary can be reached at
325-646-1950.
Tele-Town
Hall next week
I want to thank everyone who participated in last week’s tele-town hall
meeting, and apologize to those who were
unable to be connected to the call due
to technical difficulties. We have
resolved the issue and will be holding
another tele-town hall meeting to
discuss the ongoing health care debate,
as well as the many other issues that
concern you, next Tuesday, November 3rd
at 5:30 p.m. Central. I use this service
as an outreach tool while I am in
Washington and am unable to hold
face-to-face town hall meetings, where
participants are able to join in an open
discussion forum without leaving their
homes. If you live in District 11 and
would like to participate, dial
877-229-8493 and use the passcode 13347
at 5:30 p.m. Central next Tuesday,
November 3rd. I look forward to talking
with you about the important issues
currently facing our great country.

“And Now
-------
THE REST OF THE STORY”:
10/29/2009
On Monday, Oct. 5th, after the ending of the 3rd Juried Fine Art Show,
the members of the Fine Arts League
gathered to pack and ship paintings back
to their owners – California, Canada,
Alaska, and Ohio. BUT WAIT the Ohio
artist had captured a scene from Coleman
in her painting “Sundown over Coleman
County, 1915” . What was the connection
? So we asked her! After receiving the
following answer from Stephanie Furst
(artist), we now know the origin of her
reference. And the rest of the
story------
“I was contacted by Theda Rhea in regard to having my painting presented
with the FALCC Honorable Mention award
------. I would like you to know I
consider this award and the experience
itself to be quite a highlight and an
awesome opportunity for me.
Unfortunately, I do not have any
connections to Coleman County, but I can
see the area as home to many kind and
caring folks. After finding your website
from a Google search for ‘U.S. Art
Shows’, I found it so intriguing that I
called up Sherrell (Hazlewood) the
minute I realized I wanted to enter.
Sherrell made me feel “at home” by
welcoming me to participate in the art
show! ---
I researched Coleman County, Texas, at my library and learned a lot about
your town, including the rodeos that are
very popular, that the building of the
depot station allowed for Santa Fe’s
debut in Coleman County. This was a big
deal. I found it fascinating which has a
lot to do with the fact that I am a
journalist too, and love to research and
learn facts, especially when it involves
a hint of history.
I found a picture of the Coleman County depot station at the website
www.texasescapes.com/TOWNS/Coleman/Coleman-Texas-Depot.htm
I understand that now it is being used
for the town police station. It is great
that the building is still maintained
and restored for current use.
I have always dabbled in art since I was little. I am now 29 years old
and I still find my love for painting to
resonate with me as it was when I picked
up my first paint brush.
I earned my bachelor’s degree from the University of Toledo, in Ohio.
“Sundown over Coleman County, 1915”, was
something I greatly enjoyed creating
while using images to help me with the
finer details of the painting. I am
truly honored by this opportunity and I
plan to enter again next year and
perhaps even attend the show next year.
I would like to think of Coleman County,
as perhaps a little bit like the town I
lived in in 2007-2008. -------It was an
amazing little town and offered such
charm.
It was great being able to share my background with you and I hope we may
be able to meet one day. Keep me
informed on any new happenings.
If there is a way to get a copy of the
publicity news, I would love to have one
for myself! Thank you again for
everything. Stephanie Furst”
Now the rest of the story: Since the painting depicted the Coleman Depot
with a Santa Fe train, Fine Arts League
President, Sherrell Hazlewood, thought
it would be great if somehow we could
mange to keep the painting in Coleman.
Enter Patron, Bob Tyson, who agreed with
the idea and purchased the painting. But
even more ----- Bob wanted to donate the
painting to the Coleman Library in honor
of Jim Stokes, who for many years has
supported the efforts of the art league.
Pictured are Sue Dossey, Librarian, and donor Bob Tyson with the
painting. When Sue saw the painting she
exclaimed “ we just received the title
of the reading program for next year.
It’s titled “Catch the Reading Express”.
So the little train will have a
prominent place in the library for the
children’s reading program next year!
Don’t you just love great stories with good endings??

HUMANE
SOCIETY ASKS FOR YOUR SUPPORT
10/28/2009
by Jo Ann
Eddleman
Your Humane Society’s 2010 membership drive is underway! We would like to
take this opportunity to invite you to
join or renew your support of our effort
to reduce the homeless animal population
in Coleman County, and now in Runnels
County as well. We hope everyone can see
the progress we are making. We know that
many of you shop our thrift store at its
new permanent location and many more
donate the goods that we resell at the
store. You keep Nelda busy! Thank you!
The revenue from the thrift store is going to make it possible for us to
expand our programs in 2010 now that we
have the expense of renovating the
108-110 East Pecan buildings under our
belt. In addition to continuing and
enhancing our discounted spay/neuter
voucher program, we are particularly
going to emphasize our mission to
promote the humane treatment of
companion animals in the schools. We
have already started a KIND Newsletter
program in at least one K-5 classroom in
each of the county’s schools. We will
also make it possible for a business to
sponsor this newsletter in a classroom.
The newsletter promotes the humane
treatment of animals in a format that
children can appreciate and enjoy.
In addition, we have adopted Big Cody as our Humane Society mascot. Big
Cody will be visiting classrooms and
other child-oriented events as well as
nursing homes and any other event that
anyone wants to invite him to attend.
He’s a fine, friendly fellow.
Membership in the Humane Society simply signifies your support of our
efforts to help the domesticated animals
in our area. Some members are in a
position to volunteer some time; others
simply do not have the time to spare.
Whichever you happen to be, it makes us
feel good to get new members and have
our current members renew. It gives us
the emotional support we need to face
the limitations we have when
well-meaning and caring people ask us to
take in all the stray dogs and unwanted
puppies and kittens while taking care of
the feral cat problem while we’re at it.
Regardless of the sometimes overwhelming
problems, we do our best with what we
have to work with and hope to always be
improving. The fact that we have our
membership roll helps us realize every
day that our all-volunteer work is
appreciated. It’s almost as renewing as
puppy breath.
Some members have received their membership notice through email. Others
without email will be receiving a letter
with the 2010 application in the next
few days. Or, you can drop by the thrift
store Thursday through Saturday and sign
up there. Individuals and families can
join for $10/ year and businesses for
$25/year.

Prop 11 Protects Your Property
10/28/2009
The
right to own and use private property is one
of the most sacred rights of Texans. The
ability of government to abuse this right is
one of the most frightening.
Texas voters have the opportunity to protect their homes, property and
land by voting for Proposition 11 in the
upcoming state constitutional amendment
election on Tuesday, November 3, 2009.
Prop 11 will give homeowners and other private property owners peace of
mind knowing government will be restricted
from using the power of eminent domain
except for truly public purposes.
It’s your land. Protect it with your vote.
Please join with me and the Texas Association of Realtors, Texas and
Southwestern Cattle Raisers Association,
Texas Wildlife Association and Texas Farm
Bureau, along with a broad and bi-partisan
coalition of statewide organizations and
officeholders who are seeking to protect
homeowners and private property owner rights
by voting for Proposition 11.

The Big
Country TEA Party Patriots Will Host the
National TEA Party Express Bus in
Abilene, Texas on November 6th
10/27/2009
Abilene, Texas - The Big Country TEA Party Patriots will be hosting the
National TEA Party Express Bus in
Abilene, TX on November 6th, 2009 at 10
AM. The visit from the National TEA
Party Express Organization is part of a
nation-wide campaign.
The Tea Party Express national bus tour will make appearances at a series
of tea party rallies all across the
nation from coast-to-cost and
border-to-border. The effort began in
San Diego, California and will move
eastward building momentum as the tour
reaches its final destination: a giant
rally in Orlando, Florida on November
12th.
The tour comes exactly one year before the November 2010 elections and
this will serve as the “Countdown to
Judgment Day” for our elected officials.
Those who are not serving in the
nation’s best interest will be put on
notice we’re going to hand you a pink
slip!
At each stop the tour will highlight some of the worst offenders in
Congress who have voted for higher
spending, higher taxes, and government
intervention in the lives of American
families and businesses. These Members
of Congress have infringed upon the
freedom of the individual in this great
nation, and its time for us to say:
“Enough is Enough!”
The “Tea Party Express” tour will feature leaders in the anti-tax,
conservative, tea party movement along
with musical performances of ”American
Tea Party Anthem” and “A Bailout Song”
at each tea party event.
The Big Country TEA Party Patriots are a grassroots movement that is not
affiliated with any one political party.
Formed by members of cities and towns in
the Big Country area, the movement began
when conservatives got together earlier
this year in March 2009 to work together
toward alerting the general public to
the liberal agenda in the current
administration. The focus in this
particular conservative movement is to
stop needless spending, taxation,
bailouts, czars, government intrusion
and excuses; and to support our troops,
free trade and market, fiscally
conservative action, government for, by
and of the people, and to limit the
power of that government. There is no
one leader in the Big Country TEA Party
Patriots; instead, we expect everyone to
do their part to ensure that our
children inherit the great country that
we now enjoy.

Santa
Anna Student council speaks red!
10/26/2009
Santa Anna Student council speaks red! Santa Anna Student council will be
sponsoring Red Ribbon week to promote drug
awareness for the students of Santa Anna.
It is our goal to inform our peers about the dangers of drug use.
Throughout the week red ribbons will be
given out to the students. The student
council will be giving informative
presentations regarding the affects of drug
use. In order to encourage the involvement
of every student, there will be a different
theme for each day of the week:
Monday: “Turn Your Back on Drug”----wear clothes backwards.
Tuesday: “Put a Cap on Drugs”----wear a ball cap.
Wednesday: “Shade Out Drugs”---wear shades.
Thursday: “Stomp Out Drugs”---wear boots.
Friday: Elementary students and high school students may wear Halloween
costumes, if they are safe and school
appropriate.
While the student council would like to discourage all kids from using
drugs, we would like to encourage the
community to join in our effort to get the
message out by displaying a Red Ribbon in
your yard or businesses.

News from CCMC
10/26/2009
I
haven’t written about our “Pink Ladies” for
a while, but it’s not because they haven’t
been busy helping our hospital. By the way,
if you haven’t been in their gift shop
lately, you owe it to yourself to go and see
what beautiful jewelry they have, not to
mention a lot of other things, including
Christmas items!
What do they do with the money they make from the gift shop and their
other activities such as the Christmas Tour
of Homes that will be coming up this year?
They help purchase equipment for the
hospital. Their latest purchase is a new
hospital bed – not just any old hospital
bed, but one that will lower so the patient
can put both feet on the floor. The patient
can also be weighed in it, and there are a
lot of other features such as a bed alarm
that, when programmed, can notify the nurses
when a patient is trying to get out of bed
without assistance.
We now have several of these wonderful beds, and will have more in the
future. They are replacing beds that are
almost older than I am (well, maybe not
quite that old, but 20 to 30 years old!)
Thank you, CCMC Ladies Auxiliary!

LOCAL DOG
WINS BEST OF SHOW IN UTAH
10/26/2009
It
was a long trip, but Mona Watts and her
friends with the Texas Heat Pit Bull Club of
Abilene took their Pit Bull Terriers to Salt
Lake City in late September for the American
Dog Breeders Association’s 100th Year
Anniversary Birthday Bash. It was worth the
effort. Watts’ show dog, Double Snort, won
first place in the Judges Choice in a class
of 24 dogs. He also won first in his class
in the two- to three-year old males. But
that was not enough for Double Snort. He
also won Best in Show.
The American Dog Breeders Association is the largest registration office
for the American Pit Bull Terrier. The
Association is responsible for making the
American Pit Bull Terrier the number one
breed of dog exhibited in the United States
through conformation dog shows and weight
pulling events.
Watts is the animal control officer in Coleman and has been breeding Pit
Bull Terriers for 20 years. She knows the
breed has a reputation for being dangerous
and unpredictable, but, according to Watts,
it is strictly a matter of how the dogs are
raised and trained. She has no qualms about
letting her Pits around her children and
grandchildren.
Even though Watts is a reputable and caring breeder of the American Pit
Bull, she is still well aware that too many
Pits are being bred by irresponsible owners
with little concern about how they are
trained or treated. “I put too many Pits and
Pit mixes down at the shelter, and I wish
more people would get their Pits neutered if
they are not registered breeding dogs.”

COOKIE
DOUGH DELIVERY TIME IS HERE!!
10/26/2009
The kids did a GREAT job selling this year and we would like to thank you
for helping them with this fundraiser!!! The
Cookie Dough Fundraiser Products will be
delivered to the school on Tuesday, October
27th. They will be available for you/your
student to pick them up after school on that
day. Please realize that these products will
need to be delivered to the customers who
ordered them that day or you will need to
find freezer space to keep the product cold.
DO NOT give the product to the customer
without FIRST receiving their money or them
having pre-paid. When your child picks up
their cookie dough they need to make sure
the products they have match what was
ordered (they will get their original order
form back).
After you make sure all their products are there they can sign them out
and take them. Please make sure that if you
have any discrepancies to let us know so we
can fix them. If your child normally rides
the bus, it may be a good idea to make other
arrangements for that day. They will be
allowed to come to the band hall earlier
that day to pick their orders up but many of
them sold a large amount of cookie dough and
may not be able to carry it all by
themselves on the bus. If you are unable to
make other arrangements please let us know
and we will work to accommodate their needs.
We will be at the band hall for Cookie Dough
Pickup until 6pm.
We understand that this may interrupt plans you have already made but
your dedication and sacrifice helps the
Coleman Band Program be what it is. THANK
YOU!
If you have ANY questions or concerns please
call or stop by the band hall. We are here
for you!

that every eligible producer take part in
this election because County Committees are
a direct link between the farm community and
the U.S. Department of Agriculture. Forms
and fact sheets regarding the COC election
process are available at: www.fsa.usda.gov/FSA/webapp?area=newsroom&subject=landing&topic=cce.

LIVESTOCK FORAGE DISASTER PROGRAM
Coleman County producers are eligible for assistance under the new
Livestock Forage Disaster Program (LFP) for
the 2009 year. LFP compensates eligible
livestock producers who suffer grazing
losses for covered livestock due to drought
conditions or due to fire on federally
managed land.
In order to qualify for program benefits, the LFP applicant must have
purchased coverage through FSA’s Noninsured
Crop Disaster Assistance Program (NAP) or
through the Pasture Rangeland and Forage
Insurance (PRF-RI) program offered through
the Risk Management Agency (RMA).
For the 2009 year, applications must be filed no later than 30 days after
the end of the calendar year in which the
grazing losses occurred. Additional
information about LFP is available at
www.fsa.usda.gov or just give us a call at
the office.
FARM STORAGE FACILITY LOAN PROGRAM
CHANGES
The Farm Storage Facility Loan (FSFL) program allows producers of
eligible commodities to obtain low-interest
financing to build or upgrade farm storage
and handling facilities. The new maximum
principle amount of a loan through FSFL is
$500,000. Participants are required to
provide a minimum down payment of 15
percent, with CCC providing a loan for the
remaining 85 percent of the net cost of the
eligible storage facility and permanent
drying and handling equipment. New loan
terms of 7, 10, or 12 years are available
depending on the amount of the loan.
Interest rates for each term rate may be
different and are based on the rate which
CCC borrows from the Treasury. Commodities
eligible for FSFL’s are corn, grain sorghum,
rice, soybeans, oats, peanuts, wheat,
barley, hay, renewable biomass, fruits, and
vegetables.
MARKETING ASSISTANCE LOANS
A Marketing Assistance Loan (MAL) is available for producers who share in
the risk of producing a crop. To be
eligible, a producer must maintain
beneficial interest in the crop from harvest
through the earlier of the date the loan is
repaid or CCC takes title to the commodity.
Beneficial interest means retaining the
ability to make decisions about the
commodity; responsibility for loss or damage
to the commodity; and title to the
commodity. Once beneficial interest in a
commodity is lost, the commodity is
ineligible for loan – even if the producer
regains beneficial interest.
ACREAGE SPOT CHECK DETERMINATIONS AND
NOTIFICATION
Each year the Farm Service Agency spot checks acreage reports. Acreage
reports are an important part of farm
program participation. Spot checks are
completed to ensure accurate reports are
used in farm program computations. FSA will
check acreage reports for a selected number
of farms in each state. All acreage
determinations will be completed using the
FSA Geographic Information System official
acreages. After farms are spot checked, a
Notice of Determined Acreage will be sent to
the farm Operator. Producer notifications
will be issued by the FSA as spot checks are
completed. Questions concerning determined
acres should be directed to your local FSA
office for further explanation
2009 DCP/ACRE FARM PROGRAM SIGN-UP
Signup has begun for the 2010 DCP/ACRE program. Beginning October 1,
producers could begin signing up for the
2010 program. Producers who wish to signup
for 2010 should first contact the FSA Office
to schedule an appointment to complete their
DCP/ACRE contract.
INSURANCE REQUIREMENT FOR GRAZING CROPS
If you wish to maintain eligibility for Livestock Disaster Programs, you
must insure your grazing acres through
either NAP or the Federal crop insurance
rainfall policies. Please keep this in mind
and watch the NAP and FCIC closing dates to
be sure that you don’t miss out on
eligibility.
FINAL DIRECT PAYMENTS FOR 2009 DCP
Enrolled producers can expect their final direct payments to be deposited
directly into their personal bank accounts
sometime during the next two weeks.
FSA SIGNATURE POLICY
Using the correct signature when doing
business with FSA can save time and prevent
a delay in program benefits. The following
are FSA signature guidelines:
• A married woman shall sign her given name:
Mrs. Mary Doe, not Mrs. John Doe
• For a minor, FSA requires the minor’s
signature and one from an eligible parent.
Note, by signing the applicable document,
the parent is liable for actions of the
minor and may be liable for refunds,
liquidated damages, etc.
• When signing on one’s behalf the signature
must agree with the name typed or printed on
the form, or be a variation that does not
cause the name and signature to be in
disagreement. Example – John W. Smith is on
the form. The signature may be John W. Smith
or J.W. Smith or J. Smith. Or Mary J. Smith
may be signed as Mrs. Mary Joe Smith, M. J.
Smith, Mary Smith, etc.
• FAXED signatures will be accepted for
certain forms and other documents provided
the acceptable program forms are approved
for FAXED signatures. Producers are
responsible for the successful transmission
and receipt of FAXED information. Example of
documents NOT approved for FAXED signatures
include: Promissory notes, Assignment of
payments, Joint Payment authorizations, NAP
actual production history and approved yield
records, Acknowledgement of commodity
certificate purchases, Financing statements,
UCC financing statements.
• Spouses may sign documents on behalf of
each other for FSA and CCC programs in which

notification denying a spouse this authority
has been provided to the county office.
• Spouses shall not sign on behalf of each
other as an authorized signature for
partnerships, joint ventures, corporations,
or other similar entities.

partnerships, joint ventures, corporations,
estates, and trusts shall consist of an
indicator “by” or “for” the individuals
name, individual’s name and capacity, or

Pre-K visits the Coleman Fire Department
10/22/2009
Coleman Elementary Pre-K classes went on a
field trip to the Coleman Fire Station on
Thursday, October 22, 2009. They heard a
presentation on fire safety from Buster
Hensley. Students and teachers crawled
through a smoke filled room to practice
getting under the smoke. They got to climb
into a fire truck (which the four year olds
said was a huge truck). They got to meet
“Fire Pup” and see fire fighting tools. Mr.
Hensley and Mrs. Beal even slid down the
fire pole for them. Students received a
packet on fire safety, jr. fire fighter
badges and helmets from the fire department
to make “Fire Safety Week” more fun and
memorable.

High School Institutes New Award Program for
Students
10/22/2009
Coleman
High School has a new award program in place
to recognize student leaders each six
weeks.
The criteria to be recognized is no
failures but does not have to be in the top

teachers are looking for students that are
respectful, good citizens, not usually or
necessarily recognized for other
achievements or awards, someone willing to
go above and beyond what is asked of them
and shows initiative.
The teachers nominate a boy and girl from
each class - these students are recognized
as the Bluecat Pride. The students that
have the most votes are the Bluecat Elite.
For the first six weeks, the Bluecat
Elite are: seniors - Reagan Barr and Peyton
Schumann; juniors - Victoria Cruz and Edgar
Barrios; sophomores - Kassidy Dean and
Wayne Worsham; and freshmen - Nancy Barrios
and Don Kirkpatrick.
The Bluecat Elite are honored at a lunch
with superintendent Royce Young and receive

SENATOR
TROY FRASER ENDORSES
STATE PROPOSITIONS 2, 3 & 5
10/22/2009
Submitted by Troy Fraser's Office
Over
the past week I have been contacted by
constituents across the district regarding
the upcoming constitutional amendment
election on November 3rd. Specifically, the
questions revolve around State Propositions
2, 3, and 5.
As any home or business owner can attest there are few functions of
government more confusing and potentially
unfair to the average Texan than the
property tax appraisal process. In
preparation for the 81st Texas Legislative
Session both the Texas Senate and the Texas
House of Representatives conducted studies
on property tax appraisal reform. During the
hearings held across the state property
owners asked the Texas Legislature to reform
the appraisal system.
These three state propositions are an attempt to make the property tax
appraisal system work better for the
property owner. In fact the proposed
amendments passed unanimously in both
chambers during the legislative session, but
still require the approval of Texas voters
on November 3rd.
If you are a homeowner and concerned about your pocketbook, it is
especially important to vote FOR all three
property tax appraisal reform propositions.
These three propositions will protect
against runaway residential appraisals,
ensure appraisal equity statewide and
streamline appraisal district appeal
operations.
Unfortunately, misinformation is being circulated about what these
amendments will actually do. I can assure
you that the propositions do not and will
not enact a state property tax. I am
adamantly opposed to the creation of any
statewide property tax and would have fought
hard to defeat such a measure.
Here are the facts:
PROPOSITION 2 requires the property
tax of a residence homestead be solely based
on the property's value as a residence
homestead ‐ regardless of what it might be
worth if purchased for a different use, such
as an office or business. This proposal is a
response to residence homesteads being
appraised based on what a person’s homestead
would be worth if it were converted to
commercial property. It applies only to
residential homesteads and not to second
homes or investment properties.
PROPOSITION 3 provides for uniform
property tax appraisal standards and
procedures to be used by County Appraisal
Districts. Currently, property tax appraisal
practices and procedures vary widely across
the state. This proposition will provide for
the equitable treatment of all property
owners by ensuring that taxable property is
appraised in the same manner no matter where
it is located in the state.
PROPOSITION 5 makes it easier to form
appraisal review boards for protest
hearings. This proposition will allow two or
more adjoining county property tax appraisal
districts, if they so choose, to consolidate
appraisal review board functions. The
voluntary ability to consolidate smaller
county appraisal review boards will help
resolve property tax appraisal protests more
quickly and make protesting appraisals more
convenient for property owners, especially
in lesser-populated areas of Texas.
Taxpayer advocates are calling these proposals the “most significant
reforms for property taxpayers in 30 years.”
Texans need these new protections against
property tax appraisal abuse.
Know the real facts, and vote FOR Propositions 2, 3 and 5.

YMe? Rocks
Coleman
10/20/2009
The air was electric in Coleman on Saturday, as youth and youth leaders
from all across the area came together for
the first ever YMe? Youth Rally/Concert,
held October 17th at the “Cross” (at the
west end of Live Oak Street). If you missed
it, you really missed an exciting time as
the featured entertainers, “Redemption Cry”,
rock band from San Angelo; “General C”, a
Christian rapper from Post, Texas; and
“Chronic Frailty”, rock band from Brownwood;
kept the crowd on their feet for the entire
length of the concert!
The hours of entertainment were punctuated with comments by the Master of
Ceremonies, Tim Ware, of “The Dallas Dream
Center”. Ware was also responsible for
awarding a host of prizes to lucky winners
throughout the afternoon. In addition, there
was an hour of hilarious, interactive games,
fun both to play and to watch for all the
attendees. The evening concluded with a meal
of grilled hamburgers prepared and served by
Paul and Cindy Coghlan of Goat Willies BBQ
of Brownwood.
The success of this event was due in part to the joint efforts of
sponsoring churches and ministries,
including Assembly of God of San Angelo,
Concho Baptist Church, True Vine Baptist
Church, Unchained Ministries, and Matthew 25
Ministries of Coleman, and First United
Methodist, First Presbyterian, and Santa
Anna Assembly of God in Santa Anna. Thanks
go to these and many others who participated
as prayer support for this program.
Special thanks go to the bands who gave so much to travel and share their
time and talents with the area attendees.
You can still hear a sampling of their
performance on myspace.com/crybattle.
We would also like to recognize and thank the sponsors who supported the
event financially. These include Coleman
County Telephone Coop, Santa Anna National
Bank, Wind Clean Corp., Santa Anna Grocery,
Line Shack Restaurant, True Vine Baptist
Church, Chris Hawkins of Dallas, CCTC
manager, Tim Humpert, and Phil and Cindy
Cozart of Trickham, and many others who
contributed to several local fundraisers.
The success of the event was the direct result of the help and support of
so many. Our gratitude goes out to all!

Hunting and Recreation is ranked fourth in the West Region in
Agricultural cash receipts with an annual
income of over 200 million dollars. Hunting
and recreation continues to expand in the
West Region and has increased landowner’s
agricultural income. Wildlife has also
impacted land values in the West Region. Big
game is a natural resource that
significantly contributes to wildlife
enterprises and must be managed to maintain
populations and hunting opportunities.
Producers, landowners and consumers can
effectively adapt research-based
technologies to enhance wildlife
conservation and management through this
program. Producers can also foster
environmental stewardship while capturing
economic benefit from the sales of
nature-based experiences to customers.
Two Continuing Education Units (1 General and 1 Integrated Pest
Management) will be offered to participants
attending this program. If you have any
questions about the program please feel free
to contact Luther Dunlap, CEA-Ag/NR at the

blessed that each class since has been able
to make the same contribution to Coleman
students. These recipients are an asset to
the community, school and families.
The afternoon found many viewing antiques downtown and/or visiting
friends
throughout the area until the evening dance
at Bill Franklin Center at 7:30 p.m. We were
privileged to enjoy the C & W band of Lem
Allen whose mom was a 1959 graduate, Susan
Rogers Allen of Luling. Her parents were the
late Frank and Mattie B. Miller Rogers. She
ably plays keyboard for Lem's band and was a
1963 music graduate of Texas Tech
University.

New Laws
for Texas Drivers
10/19/2009
Submitted by Christine Flynn
Before
we leave the house we check to see if we
have the necessities – wallet, cell phone,
and keys. While cell phones are a necessity
to most of us, there are growing statistics
of cell phone usage resulting in car
accidents. The State Legislature has
recognized concerns by passing new laws for
Texas drivers.
As of September 1st, House Bills 55 and 662 will change the way drivers
use their cell phones. House Bill 55
prohibits drivers from using their cell
phones in a school zone unless the vehicle
is stopped or a hand -free device is used.
However, each city and county is responsible
to post a sign at the beginning of a school
zone to notify drivers. House Bill 662
prohibits drivers under the age of 18 to use
their cell phones without a hands-free
device. Violating these new laws will result
in fines up to $200.
Not only are our cell phones just good for talking anymore. Now we can
access our e-mails, the Internet, and text
others. According to AAA’s agenda on their
website, AAA aims to ban texting while
driving in all states by 2013. Studies from
the National Highway Traffic Safety
Administration confirm that cell phone
usages while driving are related to car
accidents reporting in 2008 “nearly 6,000
people died in crashes involving a
distracted or inattentive driver and more
than half a million were injured.”
There are other laws that the state has passed including required seat
belts for all occupants of a vehicle, child
seat booster restrictions, and limited
number of passengers and night driving for
teens in their first licensed year. Some of
these violations have fines up to $500. For
more information on these new laws, go to
the Texas Department of Public Safety
website
www.txdps.state.tx.us/. Be safe out
there!

Former County
Residents Observe 50th Wedding Anniversary
on September 19
10/19/2009
--Contributed--
Kenneth
and Betty Shields chose to observe their
50th wedding anniversary quietly at home on
Saturday, September 19, 2009. On Sunday
they accepted the invitation to the home of
their son, Keith and wife, Liz, to enjoy
their favorite card game, Phase-10, as well
as an afternoon and evening of TV -
football, ending with two of their favorite
teams competing.
On Saturday, October 3, while enroute to
a bowling tournament, they were joined by
daughter, Jo Ellen and fiance, Bryan, for
breakfast and visiting at The Iron Skillet
at Weatherford, in recognition of the
earlier anniversary.
Kenneth and Betty were married on
Saturday, September 19, 1959, by Rev. V.D.
Walters, in the home of Kenneth’s Aunt
Maggie and Uncle Walter Strickland at Cross
Plains, TX.
Kenneth was born in the Sealy Hospital at
Santa Anna, TX to the late Dave O. and Mary
(Leonard) Shields. He attended school at
Whon where he grew up and Santa Anna, except
for a short time when the family lived at
Colorado City, TX.
Betty was born at home, in Leaday, TX, to
the late Lester R. and Marie (Bell) Arnold.
She attended the Coleman schools, except for
the first semester of her junior year when
the family lived in Odessa, TX where she
attended Odessa High. She graduated with the
Coleman High School Class of 1958.
At age 19, Kenneth began his career in
the oilfield, with Birdwell Well Servicing
Co., and worked on various oilfield-related
jobs in Coleman, as well as City of Coleman
Sanitation Dept. and Gandy’s Dairies, as
retail-route salesman and assistant
wholesale-route salesman. In March, 1972,
the family moved to Snyder, TX where
he began his career with The Permian
Corporation. After 30 years and 9 months as
transport driver and/or relief-gauger, he
retired in January, 2003 as lead-driver.
At age 13, Betty became actively engaged
as a baby-sitter. Once in high school, she
began working as a waitress or car-hop, at
times, at the local drive-in restaurants,
after school and weekends, and at
the downtown restaurants during summer
vacations. After her marriage she continued
this occupation, part-time, as necessary. In
1977, she accepted a position as nurse-aide
in a nursing home and knew right away that
was “her calling”. After receiving her
nurse-aide certification, she attended
classes at TSTI in Sweetwater, in 1982 and
earned her medication-aide certification.
She worked as nurse-aide/medication-aide
until 1993 when she began private care,
retiring in October 2000 due to mounting
health issues.
After retiring, Kenneth found time to
resume his favorite hobby, bowling, which
had been on hold for several years due to
his work schedule. Along with league bowling
he has become a participant
in tournament-bowling, and together they are
able to enjoy, long-delayed, sightseeing as
they travel to these events.
Both enjoy TV-football and reading the
Chronicle and Democrat-Voice to keep
informed of hometown news. Betty also enjoys
crochet, Texas Crossword, Guideposts, and as
always, Country Music.
The couple has been blessed with four
grandchildren, Christopher (now deceased)
and Matthew Shields, and Tommy and Callie-Jo
Butler. During their marriage they have
lived in Coleman, Abilene, Snyder, Spur and
Merkel (since 1975).

Church's
Centennial Celebration draws enthusiastic
crowd
10/19/2009
The
100th anniversary of the Church celebration
turned out just perfect. My father stayed up
till 2am last night cooking all of the
briskets and the older woman of the
congregation cooked so many sides and
deserts I didn’t get to try them all. I left
service early to make sure the woman setting
things up had it under control and realized
the meat hadn’t been cut yet. I found Pastor
Frasier’s electric knife and made way.
After the fourth brisket was cut James showed up and took over for me.
Friday I painted on the church in
preparation for the celebration and James
mentioned I got paint everywhere. I just
wanted to point out that paint was already
there before I painted. Our normal
congregation on Sundays is around 15 people
and more than 80 people showed up to
celebrate. We had anticipated 100 people so
when we were cleaning up Pastor Frasier
mentioned we had enough food to do something
next Sunday, I told him that wouldn’t be a
good idea because next week was not a
bi-week for the Cowboys. He laughed.
We had a few guest speakers and one was full of jokes. Everyone got enough
to eat and left on a good note and a full
belly. It’s now almost 3pm by the time we
got all the tables and chairs put away and
the extra food stored. I plan to lay on the
sofa and relax the remainder of the day.
Here are a few pictures and thank everyone
who came. It was a beautiful day to be
outside.

Late
evening car chase ends across Runnels County
10/15/2009
The
Coleman Police Department received a single
call about a suspected drunk driver heading
south on North Neches. Sgt. Smith responded
to the call and spotted the suspect heading
west on Walnut Street. As Sgt. Smith
attempted to pull over the white minivan,
the suspect punched the gas and continued
west up the hill and onto the Winter's
Highway (153). The minivan reached high
speeds, and reportedly swerved several times
(displaying signs of intoxicated driving).
As the car showed no signs of slowing down,
and the suspect grew closer to Runnels
county line, police dispatchers called in
Runnels police for aid. Luckily, although
the suspect did cross over into Runnels
county, the suspect pulled over voluntarily
and the Coleman PD arrested the suspect. The
suspect was then administered a
breathalyzer, where Officer Berry stated
that he believed the suspect was indeed
intoxicated..
The Coleman Police Department confirmed that the man did have a Coleman
address on his license. Thankfully, no one
was hurt.
City
Council approves several
new items of business
10/15/2009
The City of Coleman Council met today in a regular meeting to discuss and
approve several agenda items. After brining
the meeting to order, the council reviewed
several new business items including the
Lone Star Action Plan for the Coleman
Library, street closings for the Sacred
Heart Church, a proclamation presented by
The Ark, and finally, the approval of the
EDC budget.
First, the Council reviewed the Lone Star Plan of Action for the Coleman
Library. The Lone Star Plan of Action is
grant that funds public libraries in Texas.
The State awarded the Coleman Library
approximately $5,385.00. The Library
requested $1,795.00 for PlayAways, a new
easy-to-use audio all-in-one unit (similar
to an iPod), $1,795.00 to update the DVD
collection, and $1,795.00 to udpate the
adult non-fiction materials. The council
unanimously approved the item.
The Sacred Heart Catholic Church is hosting its annual Fall Festival this
Saturday from 11 a.m. to 2 p.m. In order to
host it properly, Sacred Heart requested
that portions of Pecan, Llano, San Saba, and
College Streets be closed. The council
quickly approved the request.
The Council then heard from Joan Blizzard of The Ark, which is an
advocate organization dedicated to
preventing and educating the public on
family violence and sexual abuse. The
council reviewed the proclamation and
approved it. The council will provide a
written publication of the proclamation in
the near future.
The council briefly reviewed the Economic Development Council's annual
budget. Larry Robinson, the EDC President,
was not in attendance to present the budget.
However, the City Council moved forward and
unanimously approved the EDC budget.
Finally, those in attendance, along with the council, toured the
financial and business division of the City
of Coleman, where they were presented with a
day-to-day breakdown of how the financial
division operates.
Upon completion of the tour, those in
attendance, along with the council, returned
to the Council Chambers where Mayor Nick
Poldrack and City Manager Larry Wise offered
their final words and adjourned.

The reason the Coleman Police Department was at the High School yesterday
(Wednesday) was to discuss concerns that we
have about traffic safety during lunch time.
Since school started this year the Coleman
Police Department has had numerous telephone
calls from citizens in our community about
unsafe driving by Coleman High School
students during lunch time.
The majority of the callers have been complaining about high speeds and
illegal passing of vehicles on Concho Street
and North Neches. Recently, traffic
citations have been issued for speeds in
excess of 30 or more miles per hour above
the posted speed limit. Also, police
officers have observed illegal passing on
Concho and North Neches.
The Coleman Police Department believes that good citizens when informed of
their legal responsibilities will
voluntarily comply with the law.
Speed: The maximum speed limit on Concho, 5th Avenue from 15th Street to
West Walnut, North Neches from West Walnut
to past the railroad overpass, and a large
portion of East and West Walnut is 30 miles
per hour.
Passing: It is illegal to pass within 100 feet of an intersection. On the
roads students are driving, Concho, 5th
Avenue, West & East Walnut, and North
Neches, no part of the traveled portion of
these roads allow drivers to pass.
Seat belts: It is now required to wear a seat belt regardless of seating
position. You must wear the belt in the
front and back seat.
Cell phones: The driver of a vehicle can’t talk on the cell phone in
the school zone area during school hours.
Stop signs: Must come to a complete stop at stop signs.
Our goal during lunch time is that each
student obeys the law and drives in a safe
manner. We hope by making you aware of what
is required of you while driving a vehicle
at lunch that you will set an example and
drive safely. We want you and the citizens
of Coleman to have a safe school year.
(It was reported that an hour after this
assembly, one high school student was
stopped for speeding.) If any parent of a
student who receives a citation would like
to view the recording of the incident (all
stops are recorded), he/she may call the
police department.
A
SUCCESSFUL 2009 ART SHOW ONCE AGAIN
Submitted by
Marian Johnson
10/15/2009
Because
of the generous support of the community in
Patron Donations, entry fees for artwork,
sale of the Blue Bunny Book, and sales of
artwork, $3650 in awards were given. Entries
of 102 paintings were received, of which 70
by 37 artists were chosen to hang in the
2009 Fiesta Juried Art Show by Juror, Susan
Mansell.
The finale of the show was a powerpoint presentation by Sherrell
Hazlewood, President, of the Fine Arts
League of Coleman County, with a critique by
Susan Mansell. Fun and educational. After 2
days of Show, paint-outs by artists and
reception, the guest book contained almost
200 who registered!! (with a number who
missed the book).
The Texas Commission on the Arts has awarded the Fine Arts League of
Coleman Co.,Inc., $1000 Grant!
The Texas Commission on the Arts (TCA) has awarded the first round of
Arts Respond grants, a new category
providing project support for arts
organizations. TCA received 205 applications
for Arts Respond from 159 organizations in
49 Texas communities. Seven panels of
experts evaluated and scored the
applications, and the Commission ultimately
chose to invest grant funds in 197 projects.
(FINE ARTS LEAGUE OF COLEMAN COUNTY CO.,INC.,
WAS ONE OF THEM!
Susan Combs, Comptroller of Texas Commission on the Arts, states Texas is
blessed with a diverse economy, and with so
many high-profile companies calling Texas
home, it can be tough to look past the oil
derricks, (I would add wind farms) and pine
forests to recognize the valuable economic
contributions ARTS makes in our state. Texas
cities and small communities alike boast art
traditions that enhance their regions
culturally and economically. Those Texas
cities recognize the economic uplift a
vibrant arts community can provide. Arts
play a vital role in enhancing and
maintaining a city or regions quality of
life an essential element businesses see in
a city when looking to relocate. Also, Arts
play a vital role in Texas economic
development, I encourage all Texans to
support sound arts policy and their local
artistic communities. Take advantage of the
artistic resources and know you're enriching
yourself and your community.
Investment in Economic Development:
Support of the arts helps stimulate economic development in the state.
The availability of cultural resources and
opportunities helps attract businesses to
Texas. Additionally, the arts play a role in
attracting tourists to Texas, helping
tourism, a $53.8 billion industry, become
one of the state’s third largest industry.
TCA grants give arts organizations a seal of approval that can help them
obtain broader support. Received a TCA grant
indicates to other organizations and
potential donors that the grantee’s project
or organization meets the agency’s standards
and qualifications for grant eligibility.
TCA grants act as a catalyst that can help
organizations obtain additional funding from
other private, local, state, regional and
national resources.
Economic development projects are those that use art to diversify local
economies, generate revenue and attract
visitors and investment. This program is
designed for projects that focus on cultural
tourism and related activities such as
festivals, gallery walks, and art fairs.
Car
accident, 3rd and Concho
10/14/2008
Around

Fire Department to the scene of a vehicular
accident involving two cars with one injury
on 3rd and Concho. Two pick ups collided,
after one darted through a yield sign,
resulting in a t-bone collision. One driver
was transported to the Coleman Medical
Center.
Cloudy,
Rainy Weather Gives County a Good Soaking
10/14/2008
By Karen Allen
I’ve not
heard one person complain about all the rain
we’ve been getting, but I have heard more
than one say they’d like to see a little
sunshine - just a little...The rains have
been nice, coming every few days it seems. I
think area farms and ranches could use some
running water though, so hopefully that will
come too.
I was not able to get a report from Official City of Coleman Weatherman
Steve Autry. The Poldracks on W. Mesquite
got approximately two inches since last
Thursday, possibly a little less, but a very
nice total nonetheless.
At Whon, Thomas and Trudi Rutherford received 1.10 last week and more
this past Monday (we’re not sure of the
exact amount). Further south at Trickham,
Elvis Cozart reported 1.70 last week and
another .80 Monday which, added to the .45
he got on October 4th makes a month- to-date
total of 2.95.
Tex Wright in Santa Anna reports 1.90 last week and for Monday, .20 rain
and fog mixture. He says on Wednesday there
was no moisture in the gauge, but about 2”
of fog in the air. It was foggy here in
Coleman too.
Helen Laws at Valera received 1.50 last Thursday and .70 Monday but she
was in agreement that more is needed.
Up at Novice, Raylene Plummer reported 1.70
last Thursday added to .30 Monday for a
two-inch total during the past 7-day period.
Jess and Juanita Jackson’s gauge at Silver
Valley read 1.94 on the 9th of October, .08
on the 12th, .30 on the 13th and .08 on the
14th. Richard Halfmann at Lake Ivie has
received 1.20 last week; .60 on Monday and
.20 on Tuesday, so they’ve had a good two
inches in the past week too.I was not able
to contact everyone for this report, but I
hope you all got rain.
The weekend is supposed to be beautiful with highs in the 70’s and lows
in the 50’s, which in my opinion is just
about perfect weather. The grass and weeds
are still growing, so I guess we’ll all have
to keep mowing a little longer...

County
Commissioners review extensive agenda
10/14/2008
by Christine Flynn
On Tuesday morning the Commissioners’ Court met to deliberate an extensive
agenda. The highlights from the meeting
included the proclamation of Domestic
Violence and Drug Abuse Awareness month, a
presentation from members of the Water
Conservation District and the USDA Natural
Resources Conservation Service, and other
matters that was considered for approval.
Joan Blisard with The Ark visited to provide information of their service
for victims of domestic violence. The Court
then designated October as Domestic Violence
Awareness month in Coleman County. The Ark
provides 24 hour service through a shelter
and a crisis phone line (1-888-313-2699).
The week of October 23rd to October 31st was
also chosen as Red Ribbon Week to support
drug and substance abuse awareness. Each
color of ribbon-pink, purple and red will be
seen around our county this month to signify
important causes.
The Commissioners were notified by Jim Hudson, of the USDA Natural
Resources Conservation Service and Jerry
Allen Board Member of the Central Colorado
Soil and Water Conservation District that
the district has been awarded a grant for
$336,000 for each of the next two years to
upgrade and repair many soil and water
conservation dams throughout the county.
According to Hudson, 81 Coleman County
structures are eligible for repair,
maintenance, and upgrade of both the
structures and the fences associated with
the various reservoirs. The grant requires
“in kind" participation from the local
government and the commissioners agreed to
provide “in kind” labor and equipment
necessary to meet the requirements of the
grant. Judge Hobbs and the Commissioners
will work with Hudson, the Central Colorado
Soil and Conservation District and
landowners to coordinate the projects to
provide the best results for the landowners
and the prevention of flooding and erosion.
The plan of action and the prioritization
will be discussed in more detail at the next
scheduled meeting.
At the last meeting the Model Sub-Division Rule was reviewed and
discussed. It was agreed that at the current
meeting it would be decided if Coleman
County would adopt the rules. With a few
more clarifications, the Court approved the
rule.
Other matters that were considered and approved included the Healthy
County Reward Money program, a submission of
the master plan for the courthouse
restoration, and a new auditor contract with
Reed, McKee & Co. of San Angelo.
The next Commissioners’ Court will meet on Friday, October 30th at 9:00AM.

The
Ultimate Hike
10/12/2009
Submitted by Harold & Caroline Skelton
Caroline and I left Thursday afternoon, the
1st of October, 2009, at 5 PM for a
much-anticipated hike up Guadalupe Peak in
far west Texas. We arrived in Pecos, Texas
at 9:30 PM that night and were up and on the
road by 5:30 AM the next morning. After 100
miles to the NW, we arrived at the Visitor’s
Center of the Guadalupe National Park at
8:00 AM (CDT). Unfortunately, this little
part of Texas is in the Mountain Standard
Time, which meant that it was only 7:00 AM
their time. The Center did not open until
8:00 AM their time. We used this time to
pack our packs with water, eats, first aid
kit, etc. Finally at the allotted time, we
arrived at the Pine Springs Trailhead and
embarked on our journey at 8:28 AM (our
time). In the brochure we received from the
National Park Service, US Dept of the
Interior, it states in part that “the hike
up Guadalupe Peak is a rewarding, although
very strenuous 8 ½ mile hike with a 3,000
foot elevation gain. It will take from 6 to
8 hours to complete the round trip hike. The
hike provides fantastic views from the
highest point in the state of Texas
(8,749’). It also introduces hikers to
several of the park’s ecosystems including
the high desert and the high elevation
forests.”
How did we get to this point in our lives that we wanted to torture
ourselves on such a grueling endeavor? As
many of you know, I began 2008 with a weight
of over 325 pounds and very poor physical
shape. After a year and a half of dieting
and exercising, I have dropped over 100 of
those pounds and have endured a strenuous
walking program averaging 12 miles per week
for the last year or so. I “thought” this
had prepared me for the hike we were about
to undertake. Caroline has always been in
good physical shape, so she too felt she was
ready for the task at hand.
At mile marker 0 you will see me armed to the hilt with my walking
utensils ready for the task. On the way up
the mountain, we encountered extreme walking
and climbing obstacles and after a couple of
miles we came to a bridge across a very high
cliff. As the brochure had stated, we
thought we were almost there, but actually
had only traveled half of the trip. From the
bridge we entered the high mountain pine
forest and traversed the terrain in a
switch-back system of trails. After
literally dozens of these switch-backs, we
arrived at another false peak and had some
time to catch our breaths and relax our
muscles before the final assault on the
mountain. At this point we were several
hundred feet above El Capitan, as the
picture will attest. Finally, after 5 hours
of climbing, we reached the highest point in
Texas, the top of Guadalupe Peak. There were
10 other hikers at the peak when we arrived
and after greeting and introducing each
other as to where we were from and why we
had come, Caroline and I sat down for a much
needed lunch and water break. As you can
tell from the picture of us leaning on the
monument at the top, we are indeed at the
top of the world as far as Texas is
concerned. To the Southwest, far below us,
are the salt flats of West Texas toward El
Paso.
After about 30 minutes at the top, we began our descent in a very
positive mood knowing that it was all
downhill from here. Little did we know that
it would be more difficult to control our
muscles in a 4.2 mile downhill hike than it
was in an uphill hike. About half way, I
knew I was in serious trouble. The large
muscles of my legs were like jello. With
frequent rest stops and careful placement of
my walking stick, I was able to reach the
bottom without any mishaps. Caroline breezed
through the downhill stage and emerged
without much pain or discomfort. Finally
after a 3 hour descent, we reached the car.
In all, the 8 ½ mile hike took us 8 ½ hours
to complete.
As we look back on our experience, we realize that we need to train in a
different sort of way. It just so happens
that Martin Street to the south of Walnut
Street presents just the sort of
uphill/downhill terrain that we need. Since
we have a Big Bend experience planned for
next year, you will see us going up and down
Martin Street at least once per week in
preparation for the next gigantic hike.

Coleman ISD, Santa Anna ISD, Panther Creek
CISD, and Novice ISD receive $965,000 “Target Tech Texas
(T3) Collaborative Grant”
10/12/2009
Submitted by Doodie
Taylor-Knox
The Texas Education Agency (TEA) recently announced the award of a
$965,000 “Target Tech Texas (T3)
Collaborative Grant” to Coleman ISD, Santa
Anna ISD, Panther Creek CISD, and Novice ISD.
The purpose of this grant is to implement
programs that will stimulate the use of
educational technology to improve teaching
and learning. The grant required high-need
schools to collaborate and develop
relationships so that the schools are not
working in isolation, but instead are
searching out and identifying common needs,
goals, and resolutions to create broader
participation within the community to help
move the schools toward 21st Century
classrooms as envisioned by the Long-Range
Plan for Technology, 2006-2020 (LRPT).
To achieve this goal, the local schools must assess their technology
needs and implement programs that make
substantial progress in meeting certain
requirements. Priorities of the grant
include providing students with advanced
technologies, educational technology
programs and practices, and well-trained
teachers trained to use innovative teaching
strategies designed to engage students and
promote critical thinking, problem solving,
creativity, and college and career
readiness. Benefits of this collaboration
take advantage of the economy of scale, in
which the cost per student served decreases
as the number of students served increases.
Each school receives more direct access to
the experience, expertise, and resources of
each of the collaborating partners. For this
grant, each campus will move toward full
integration of IT in “regular” instruction
and extend the various opportunities for
each student to learn the material in a
manner that best aligns with their
individual learning style. While all
subjects will be included, the major core
content area focus will be in math/science.
With the award of prior technology grants
including the Cycle 1 and Cycle 2 Vision
2020 grant, Coleman ISD can provide
assistance in critical areas such as
professional development and training,
leadership, and technical support to the
other schools.
With the unique collaboration of the four county schools, another
important partner for the collaboration is
the Coleman Public Library. Involvement of
the Coleman Public Library will be to
provide off-campus site for wireless
accessibility for students and families,
technology training for county teachers and
county residents, career development and job
training. With a prior collaboration in the
TIF Distance Learning Lab, the partners have
established an ongoing use to offer various
technology classes for their employees

strong support system of volunteers trained
in technology training and have agreed to
assist in the project in the training of

10/10/2009
The 3rd Annual Downtown Trick-or-Treat Event will be held on
Friday, October 30, 2009 from 4:00 p.m. until 6:00 p.m. at
participating businesses. All children and their parents are
invited to come to downtown Coleman for a fun time. In
addition, this year, we are adding two new features. In
conjunction with the Humane Society, who will have a pet
judging costume contest, we will have a "best dressed

have to check in at the gazebo before 5:15 p.m. so that the
judges can see you.
Also, this year we are sponsoring a Trick or Trunk event. What this means
is that anyone that wants to come to the courthouse square
in their car between 4:00 p.m. and 6:00 p.m. on that day can
treat trick-or-treaters from candy in their trunk. We are
asking for wrapped candy only. This will be a great way to
get to see the kids in their costumes and to hand out candy.
We urge everyone in the county or city to come and have fun
with us in downtown Coleman.
For Christmas, the annual Christmas parade will be held on December 3 on
Commercial Street. The theme this year is "Christmas in
Coleman." We urge all organizations, clubs, churches and
interested persons to make an entry in this parade. Let your
imagination be your guide in decorating floats, trucks,
cars, bicycles and walkers. There will be judging and prizes
awarded.
On that same night, we will have the windows in downtown judged. If you
want to have your windows judged, we must know by noon on
December 1st. Please call the Chamber of Commerce at
625-2163 to enter your windows for judging.
To add to our Christmas enthusiasm, we will have a home decoration
contest, sponsored by the Coleman Business People's
Association. To enter your yard, please call the Chamber
with your address no later than noon on December 18th. There
will be three cash prizes awarded. This is within the City
Limits of Coleman, only.

Kile Sentenced to Life in
Prison and a $10,000 Fine
10/9/2009
By
Kim Horne
Day 3 - wednesday
Day 3 of the Edward Kile trial began on Wednesday morning at 9:00. First
to be called by the defense was Kile’s long time friend,
Jarvis George. George began telling how he had heard of
James Smith’s death. He was afraid that Smith and Harmes had
been in a wreck, and he went to Kile’s house to tell him
about it. He said Kile was calm and asked what hospital
Harmes was in. Police later called George to talk to Kile
when Kile would not come out of the house.
Next the defense called Edward Kile. After 45-minutes of listening to
Kile’s life history, the defense began to ask him about he
and Sandra’s relationship. Kile stated that yes, they had a
turbulent history together. They had broken up Thanksgiving
of 2007. He believed the trip to Mexico in late December
gave him hope for their on-again, off-again relationship. He
stated the day they got back from Mexico, December 30th, he
was going to the local bar. Sandra stated that she was going
with some friends. When Kile got to the bar he saw Sandra
with her friends and after a while he bought Sandra a beer
and began to talk to her. He told Sandra that James Smith
was there. Sandra began to talk to Smith. When Kile
approached, Sandra whispered something in Smith’s ear and
left. Kile began to talk to Smith and Kile stated, “Please,
don’t go over there. I love her.”
Kile said after that point he does not remember much. He went on to
state, “It was like I was in a dream. Like I was watching a
movie.” He did say he remembered going over the fence at
Harmes’ house. He could not remember how the large wire
spool had been moved. He also did not remember stabbing the
pickup tires. He remembers going into the house. He says he
went into the den and said to James, “Bet you did not expect
to see me?” James said, “We were just talking about you.”
Kile told the jury that he then saw Smith move and heard a shot and saw
Sandra move and heard a shot. He remembers Sandra telling
him to run and go to Mexico, she’d find him later. He also
remembers Sandra asking him where she had been shot. He then
says the next thing he knows, he’s sitting in his car and
can see rocks and he is crying and he throws the gun out the
window. He also remembered a cop telling him today was his
lucky day and for him to go home. He remembered nothing
after that until Jarvis came to his house and then he went
back to bed. When he woke he got to thinking maybe what he
thought he had dreamed was in fact real so he drove by
Sandra’s house. He saw the Police tape and returned home to
find his gun gone. It was then he realized what he had done.
He began to take pills and drink rubbing alcohol and
peroxide. Kile kept telling the court, “It wasn’t me! It was
like a dream!” He did later admit to Hemphill that he was
angry and jealous that night.
The defense then rested and Hemphill called Dr.Brinkman, a psychologist
from Abilene, as a rebuttal witness. Brinkman testified that
Kile was sane at the time of the murder. He based this
determination on the audio tapes of both Kile and Harmes’
interviews. He read all the reports and he also talked to
Kile in his office about the events. Brinkman said Kile was
aware of his actions.
Closing arguments were given. The jury was sent to deliberate at 2:13
p.m. They made their decision at 2:25 p.m. They found Kile
guilty of murder and after deliberating again for 40
minutes, the jury came back and gave Kile Life in Prison and
a $10,000 fine.
Judge Wheeler gave Kile a chance to speak to the court. Kile told the
court he was sorry for the pain he had caused to all
families involved and to friends. He went on to say he still
felt like he was not guilty. He said it took three people to
make this happen. He said he forgave the jury and the
prosecution but they were going to have to answer for their
actions.

Author hosts book signing
TODAY at Commercial Avenue Antiques Mall
10/9/2009
Ronald Ray, author of GRENADES, GUITARS, GUTS & GLORY, will be signing
books Friday at Commercial Avenue Antiques Mall from 10 a.m.
till about 2 p.m., before heading out to the Novice
Homecoming.
The book is an entertaining history of Mr. Ray’s World War II military
experiences. He wrote the book at the urging of, and with
the help of, his daughter, Gina Ray.
Mr. Ray said that he wanted to write a book that was more than “just war
stories”. It is a sometimes touching, sometimes exciting,
and sometimes downright funny yarn that starts with he and
other Coleman County draftees catching a bus in Coleman
headed for the Houston Induction Center.
It takes you through his training, war in the Pacific, great stories of
his occupation duties in Japan and adjustments to civilian
life.
Everyone is invited to come down to meet and visit with Mr. Ray, ask
questions about the book or his experiences, or just say
‘thank you’ to one of our remaining WWII vets.
A special invitation is offered to all our veterans to come down, enjoy
coffee and maybe swap a few tales. Grenades, Guitars, Guts
and Glory: World War II, There at 18--Told at 81 is released
by author SGT Ronold Ray with Gina Ray.

From the
Editor's Desk: Why CISD Needs to Pass Its
Special Election this Saturday
by Evan Autry
10/8/2009
Coleman voters will soon determine the
future of the Coleman Independent School
District. On Saturday, October 10th,
citizens may vote in a special election
which intends to raise the maintenance and
operation tax in order to alleviate the
school's ailing budget.
The Coleman Independent School District currently operates off of a
deficit budget. The projected deficit for
the upcoming fiscal year is -$380,000. The
School Board avoided raising taxes until
they believed they could no longer
effectively and responsibly continue
forward.
Coleman isn't alone in the struggle for
school funding. In a short period, from now
until November 3rd, 33 schools districts
across Texas will host similar elections.
Neighboring school districts like Bangs and
Ballinger have already successfully passed
their tax ratifications. Nevertheless,
around 30% of the attempts have failed
state-wide.
Since 2005, poor school districts like Coleman have struggled with school
finance. From 1995 until 2005, Texas
provided poor school districts, like
Coleman, with supplemental funding created
by richer school districts. The media dubbed
the school finance law "Robin Hood," as it
took from the rich and gave to the poor.
Nevertheless, in 2005, as legislators and
the Texas Supreme Court revisited the law,
they ruled it unconstitutional. As a result,
in 2006, school district state funding
sharply declined.
The Coleman Independent School District found itself in the bracket of
those stuck between rocks and those stuck
between hard places. Imagine owning a
business, like a grocery store or accounting
firm, where one third of your customers or
clients just stopped showing up. When the
state cut off funding for poorer school
districts, it left them without a huge
portion of their funding.
Other external factors also contribute to
the school's financial crisis. Unseen hikes
in oil and gas prices have taken a toll on
the school district. Expenses ranging from
travel to utilities to freight shipping have
led to a rise in operating costs.
Furthermore, while the federal government
also releases funds to Coleman's district,
those funds are typically restricted grants
aimed towards special education. Rarely do
any of those funds provide for operation
costs.
Between 2006 and 2009, the Coleman School Board has made several moves to
trim the budget. They have stopped buying
new buses every year, closely monitored
teacher supply usage and spending, limited
student travel and trips, and launched
efforts to increase energy conservation. For
instance, the administration eliminated the
use of mini-refrigerators in individual
classrooms, which saved hundreds of dollars
a month. They even limit grounds keeping,
like watering the grass, to save money.
Numerous attempts to trim the budget have kept the Coleman school
district afloat, until now. After several
budget reviews, staff cuts and program
terminations will be the only way to sustain
manageable operations. Classes not mandated
by the State of Texas, meaning anything not
math, science, social studies and English,
will be targets for termination.
Extracurricular activities like baseball,
elementary field trips, the arts, and
agricultural competitions might also be
under fire. While these are random examples
of what might be at stake, they're the harsh
realities of Coleman's, and like schools,
situation.
Over this weekend, the Coleman Independent School District needs to pass
its tax ratification election or it will be
forced to make the aforementioned steps. If
passed, the maintenance and operation rate
will rise from $1.04 to $1.17. The ballot
will denote this 13 cents increase as a 9%
increase, which is true, but will not
highlight the decrease in the bonded
indebtedness. The bonded portion of the tax
will fall from .20 to .08. The maintenance
and operation tax combined with the bonded
indebtedness will add up to a total of $1.25
per every $100 value on property tax. In
laymen terms, the tax will increase from
$1.24 cents in 2008-2009 to $1.25 cents for
this fiscal year. In theory, it's a 1 cent
increase. The tax cannot exceed $1.25 cents
without changes from the state legislature.
When the bonded indebtedness ceases in six
years, the tax will fall again to a low of
$1.17.
In order to illustrate how this particular tax might affect Coleman home
or land owners, I will list a few examples
taken from the "Voter Information for Ad
Valorem Tax" research pamphlet. For example,
a residential property valued at $50,000 was
assessed $1.24 per $100 which equated to
$620 in property taxes. With a successful
tax ratification, a residential property
valued at $50,000 was assessed $1.25 per
$100 which equated to $625 in property
taxes. That's roughly a five dollar
difference.
Local revenues generated by the special election will equal about
$137,000. Of course, this number alone
wouldn't solve our problems, but the state
offers a program that awards districts that
pass a tax raise with a $450,000 grant. As a
result, the total funds would equal an
estimated $587,000, which would allow
Coleman to operate outside of a deficit
budget. Remember: The matching $450,000
isn't a reward, because it's our tax money
anyway. We must take measures to earn back
those funds.
If passed, the Coleman School Board will stay the course with their trim
budget and economic mentality. They
recognize that school financing will never
be the same, and that a tax ratification is
a short-term fix to a larger, looming
problem. Funds from the tax ratification
will not be spent on athletic facilities or
unnecessary school programs. In fact, the
added revenue will only be used for
operations surrounding basic salaries,
utilities, student travel, building
maintenance, and supplies.
By not passing this election, we determine several things about our
school district. First, we will certainly
face staff cuts that will lower our teacher
to student ratio. Without a proper number of
teachers, we may spread our teachers thin,
we cannot give our students the nurturing
attention they need to receive a good
education, and unique course offerings will
be cut. Secondly, programs that our children
enjoy will face termination. While football
and FFA will certainly survive, less popular
activities like baseball or the arts will
face adversity.
Some people may shrug their shoulders, turn their backs on the election,
and call these measures necessary. They
might find unfounded examples to justify the
fall of our school district or point blaming
fingers to local governance. The truth,
however, is that local education is directly
linked to the quality of our community.
Because, after all, a child's education is
not just shaped by the courses they take,
but by the opportunities they experience.
Update:
Edward Mack Kile Found Guilty of Murder,
Receives Life in Prison
10/8/2009
Reports from
inside the courtroom said that after about
10 minutes of deliberation, the jury
determined that Edward Mack Kile was indeed
guilty of the murder of James W. Smith. Mr.
Kile was then sentenced to life in prison.
Statement from District Attorney, Heath
Hemphill:
"We are very pleased with "Murder" verdict. I am also pleased with the
fact the in the punishment phase the jury
found that the Defendant did not act in
"sudden passion" and assessed a punishment
of Life in prison.
I think this jury sent a message that this
type of behavior will not be tolerated in
this county. Your improper actions will have
consequences. I also found the Defendant's
refusal to accept the jury's verdict very
telling."

Kile
Murder Trial Continues, Harmes Takes Stand
Submitted By Kim
Horne
10/7/2009
The second day of the Edward Kile murder trial began yesterday at 9:00
a.m. at the Coleman County Court house. The
first person, District Attorney Heath
Hemphill, called to the stand was Deputy
Sheriff Les Cogdill. At the time of the
murder Sheriff Cogdill was the Detective
with the Coleman Police Department. Cogdill
stated that while looking for evidence at
Harmes house they found a cell phone
belonging to Edward Kile. They called him
and he stated, “He just wanted to die.” At
this time the Police department went to
Kile’s home and, with forcible entry,
entered the home. It was then that they
found Kile had swallowed a large amount
pills. He was transported to Hendricks
Hospital.
Cogdill executed a search warrant for Kile’s house. He found a suicide
note and a knife on the bed. He also
obtained the clothes Kile was wearing from
that night. Cogdill then went to the
hospital to talk to Kile when he regained
consciousness. At that time, Officer Cogdill
read Kile his rights and began to audio
record an interview with Kile. The
prosecution played the recording for the
court. On the tape, Kile was heard saying
that he shot and killed James Smith, as well
as shooting Sandra Harmes. He also stated he
ripped his jeans while climbing over Harmes’
fence. Cogdill asked what weapon he used,
whereas he stated a .22 caliber rifle.
Cogdill asked where he put it and Kile could
not remember. Cogill kept asking Kile where
he put the gun out of concern that a child
would find it and harm themselves or others.
Kile stated that he tossed it in town, on a
dirt road, on the north side of town. Kile
stated at the end of the tape , “he just
wanted to die”.
After extensive searching by the Sheriffs Department and Police
department, Deputy Sheriff, Vicky Plummer
found a .22 rifle on Peach St. near LVI.
They put the gun into evidence and sent it
to the DPS Crime Lab in Austin.
The defense next talked to Deputy Cogdill. Defense attorney Franklin was
concerned with setting up a time line with
Cogdill. He went over some phone records
from Harmes’ answering machine, caller ID,
and cell phone. Some records were there and
some phone records Cogdill did not feel
necessary for this investigation.
The State called Tim Countes to the stand. Countes is a Ballistic
Specialist with the DPS Crime lab in Austin.
He stated the gun found on Peach Street
matched the bullet found at the autopsy and
the spent and unspent casings found at
Harmes’ house.
Hemphill then called Dr. Tracy Dyer. She works for the Dallas County
Medical examiners’ office. She stated the
cause of death was a gunshot wound and there
were no other injuries. She also stated
James Smith’s alcohol level at the time of
death was .25. (.08 or above being the
illegal limit).
The State called Sandra Harmes to the stand,
who is now Edward Kile’s wife and the woman
Kile shot. Hemphill began by playing a taped
interview taken a day after the shooting.
Harmes was at Shannon Medical Center at the
time. Texas Ranger Nick Hanna conducted the
interview.
The interview began by Hanna asking Sandra, “What happened?” She
described that they had been on a trip to
Mexico the day before shooting. She needed
medication and Kile needed to get some
dental work done. He tried to hold her hand
on the way down there and she stated that
she was uncomfortable. He spent the rest of
the trip being respectful. Harmes and Kile
had a on again off again relationship since
2004. She hoped that they could be friends.
She went on to explain her relationship with Kile as very good friends.
He would sometimes stay at her house when he
had had too much to drink. Harmes and Kile
got home from their trip to Mexico. Kile
went to the bar "Rumor Has It." Sandra later
went by herself and met with some friends.
By the end of the night she, Smith, and
another woman were talking. Harmes told
Smith if he needed a place to stay he could
come to her house. Sandra went home. She was
there making some food when Smith entered
the house. They began to talk on the couch
in the den. At that time the dog ran in. She
thought that was strange because he could
not get inside unless someone let her in.
At that time Kile entered from behind Smith, put the gun to his face and
pulled the trigger. She stated, "It happened
so fast!" He then turned to Harmes and said
something about James being dead. He pointed
the gun at her, she turned her head. She
kept hearing him pull the trigger but the
gun would not fire. Ranger Hanna asked, “How
do you know it would not fire?” She stated,
“He was yelling’ Fire damn it, fire!” He
managed to get one shot off that entered her
neck. He then told James he was sorry and
told the dog he was sorry and left. She went
on to tell that she could not walk, or move,
but finally got up and went into the bedroom
where she pulled her purse off a table and
found another cell phone she kept and called
911. She stated that Kile and Smith were
good friends. They never fought and never
fought over her.
The defense next spoke to Harmes. She questioned her about the suicide
letter asking who some of the people were in
the letter. He also went over records and
time lines with her. She stated since the
shooting Kile was changed now. He was calm
and not angry and that he reads the Bible
every day and is a changed man.
The State then rested. Trial will begin today at 9:00 at the Coleman
County Court house.

Local
Christian group forms sports league
10/7/2009
Thank goodness you don't have
to be a great athlete to be saved! That
would be the consensus answer from the First
Baptist "Chosen", the Sacred Heart "Repenters"
and Concho Baptist "Saints"
For those of you that haven't heard, local
Coleman Christians have gotten together and
formed the "Coleman Christian Community
Fellowship". We recently began playing
volleyball together in September. We will
play again on October 11th and 25th. If your
church is interested in joining all you need
to do is discuss it with your pastor and
congregation then put a team together and
choose a name, that's it! If you are
interested in playing but cant get an entire
team together we still encourage you to come
out and fellowship with us, Elm Street
Church of Christ and Central Baptist church
are in similar situations so dont let that
stop you. We welcome all denominations in
Coleman, if Christ is your savior you are
qualified to come. If you don't know Christ,
this is a good place to start.
If you have questions about joining you can
contact First Baptist Church at 325-625-3559
or via their website at http://www.fbccoleman.com/
or you can email me at jasonwwatson1@gmail.com
. We meet every other Sunday from 3-5 pm at
the First Baptist Church Family Life Center
(the large red brick bldg. behind FBC). Each
church takes turns being the "host" church.
The host opens with prayer and maybe a short
scripture reading and they also provide
refreshments for everyone, usually chips,
salsa, cookies and drinks.
In order to put everyones mind at ease our
one major ground rule was there will be no
proselytizing or "sheep stealing"! This
organization is not intended to tell anyone
else they are wrong and it is not intended
to replace your weekly worship service. Our
divisions are man made, but we are united in
Christ.
Other than the proselytizing, the other
basic rules are as follows; you must be a
regular member of your church, if you know a
person wants to play but they have not been
attending church then by all means do what
you can to bring them back into the body of
Christ. All players need to be at least 14
years old, it is co-ed. The entire family is
welcome to come there is a game room with
ping pong and Foosball tables and cartoons
for the younger kids. Even if you don't want
to play you can always come out and have a
big laugh at the expense of some frustrated
athletes!
After we finish volleyball this fall our
plan is to have basketball games this winter
and hopefully softball in the spring. Our
prayer is that we can build an organization
here in Coleman that collectively promotes
the gospel and does our small part to expand
the kingdom of God not only by playing
sports but also beginning to have community
projects and standing together on the issues
that bind us all.

Prosecution
examines Kile murder trial
Submitted by Kim
Horne
10/6/2009
The Murder trial of Edward Mack Kile began Monday at 2:55 p.m. The jury
of 9 men and 3 women were seated as Judge
Wheeler began to hear opening statements.
District Attorney, Heath Hemphill, began his
opening statement explaining to both the
jury and court that he would be presenting
evidence in this case to show that Edward
Kile was guilty of killing James Smith on
December 31st , 2007.
Defense Attorney, Fred Franklin, delivered his opening statement
explaining this was a “bizarre” case,
whereas these two men were long-time friends
and this was an unusual psychological case.
The Prosecution called Coleman Police officer, Tia Beasley, to the stand
first. Mr. Hemphill began to ask her at the
time of this incident how long she had been
a police officer. She stated 2 months. He
went over her extensive training prior to
being an officer and established that she
had sufficient training.
Hemphill began to ask her about the night in question. She stated at 1:15
a.m. that she was doing a routine night
patrol. She recalled traveling south bound
on North Neches where a car coming from the
east off Walnut street turned north and
almost ran into her patrol car. She turned
on her patrol lights and proceeded to stop
the driver. When she approached him she
smelled alcohol as he spoke. At that time
police officer Anthony Smith arrived on the
scene. Officer Smith began to give the
driver, who was identified as Edward Kile, a
field sobriety test. It was at this time
they noticed the nicely dressed man had a
tear in his blue jeans. They asked him where
he had gotten the tear, but he did not have
an explanation. They then decided to arrest
Kile for DWI. It was then at 1:34 a.m. that
a call from dispatch came in telling them
that shots had been fired at 1101 N. Neches.
Both decided that the shooting took
precedence over Mr. Kile, who lived just a
few blocks away, so they told him to go
straight home.
Then Officer Beasley and Officer Smith took off to the shooting. Beasley
stated that when they arrived at the scene,
they could not get inside. Dispatch told
them they still had the caller on the line
and she said the back door was opened.
Beasley stated they then went to the back
yard to find the gate pad locked. They then
saw a large wooden spool pulled up next to
the fence and they climbed the fence onto
the spool. At that point Officer Smith saw a
cell phone lying on the ground. Beasley said
Officer Smith put the phone in his pocket.
They both noticed how the large wooden spool
appeared to had been moved to be closer to
the fence. They entered the back door to
find a woman laying on the floor. It was
Sandra Harmes. Beasley then stated they
continued to clear the scene where they
found a man dead on the couch. They also
noticed several unfired .22 shells laying on
the floor and a shell casing. After the
scene was cleared, EMS and Fire Department
were called in. Police Dective, Les Cogdil,
, was called at this time. The officers
discovered that there was a tan pickup in
Mrs. Harmes’ driveway with 2 front slashed
tires and 2 back tires that were punctured.
This pickup belonged to James Smith. They
also learned the last call on the phone that
they found near the spool came from Edward
Kile.
The defense continued discussion with Officer Beasley . His questions to
her were concerning Edward Kile’s demeanor.
She stated he was calm and did not act
nervous. He continued to ask her about
Kile’s mood and actions.
Mr. Hemphill then called Officer Anthony Smith. Officer Smith had been
with the Police department since 1992.
Officer Smith’s recollection of the night
was the same as Officer Beasley’s. Defense
Attorney Franklin then took his turn and
asked him where he had found the cell phone?
Officer Smith stated it was in same area as
the spool. He also stated that the last call
came from Edward Kile. Franklin again began
to question Officer Smith about Kile’s
behavior. He stated he was clam and not
nervous. The court retired for the day until
9:00 a.m today.

“We want to help people make informed decisions about how to care for
themselves and their families,” said Dr.
David Lakey, commissioner of the Texas
Department of State Health Services. “Most
H1N1 and seasonal flu cases can be
successfully treated at home, without having
to go to the doctor or without an
unnecessary trip to the emergency room.”
The guidance is not intended to replace specific instructions people
receive from their physicians, Lakey said.
The 2-1-1 staff also can provide general flu information and vaccine
availability information for individuals and
health care providers. Calls are answered
round-the-clock. Callers are instructed to
choose a language and then press “6” for flu
information and guidance.
Basic flu symptoms include fever, cough and sore throat that usually come
on suddenly. Most cases are relatively mild
to moderate and do not need emergency
treatment. Most people who have H1N1 flu or
seasonal flu just need appropriate fluid
intake, fever-reducing medication, rest and
careful monitoring, Lakey said. Recovering
at home also lessens the burden on the
health care system.
People with underlying health conditions who think they have the flu
should contact their health care provider.
The flu information and guidance service is provided through a DSHS
contract with the 2-1-1 Texas Information
and Referral Network operated by the Texas
Health and Human Services Commission.
For more information about flu in Texas, visit DSHS’
www.TexasFlu.org.

SECRET
GARDEN REVEALED AT HIGH RISE
Submitted
by Liz Hughes
10/5/2009
Quite a few months ago, I was visiting with Nan Moses, President of Keep
Coleman Beautiful, on the telephone. Nan was
telling me about a group of citizens that
have really made a difference in the "area''
of Coleman in which they live. I was very
interested to learn more about what they had
done but was unable to do so until recently.
The citizens that I want to tell you about are some of the residents at
the Coleman County Housing Authority
Building on Commercial Avenue. You may
better recognize the property by the name
“High Rise”. I was recently able to visit
the "High Rise" and met with a delightful
lady named LaVerne Stark and a couple of her
neighbors. LaVerne moved to the "High Rise"
three years ago and decided that some
“sprucing up" was in order! She recruited
the maintenance staff at the property, and
all the residents that she could round up,
and they got busy. So, you are thinking, as
I did, what could you do to a big, square
concrete building with a bunch of parking
spaces all around he block? Well, that is
the big secret!
They have a garden there that none of us can see as we drive by the
building! So, they escorted me to the
garden. As the door opened and I stepped
outside, I was so surprised! We walked over
some nice stepping stones to a concrete
table and benches, which is under a lovely
shade tree, and we had quite a visit! They
explained to me that just a couple of years
ago the "garden" was less than appealing.
One of the ladies described it as pathetic! It is far from pathetic now!
This lovely garden area is on the south side
of the building in a fenced area where
residents can take their pets, spend time
with friends, just sit and read a book or
entertain family members. They have plenty
of seating and the area is lighted in the
evening. As LaVerne talked to me, you could
see the sparkle in her eyes and excitement
in her voice. The residents are so thankful
for this
lovely garden area where they can enjoy the
fruits of their labor.
LaVerne told me that the maintenance staff had brought dirt and grass
into the garden area and keep it neatly
mowed and edged. As she was talking, she was
also flipping through a book on flowering
plants and showing me photographs of plants
that she dreams of adding to the garden.
Several residents showed me around and told
me the names of the plants in the garden as
we walked. They have the tallest zinnias I
have ever seen and in several shades of
pink, orange and lavender.
The garden has red and yellow roses bushes
orange cannas, yellow lantana, purple sage,
and hollyhock. One gentleman that lives at
the "High Rise" decided to plant some pepper
plants and herbs in one area. The basil
smells wonderful! Another resident planted
tomatoes and okra and it is fabulous that
they can all enjoy this. There are many
other plants that I have not told you about,
so you are invited to stop by the *High
Rise" and see for yourself what a great job
the residents have done in their garden.
Several times in our conversation, LaVerne mentioned names of people that
have given them plants that are in the
garden. She also told me that some property
owners just south of the “High Rise" had
done some clean up on their properties and
that she and her neighbors are so thankful
to them. She also praised the maintenance
people at the “High Rise" for the great job
that they do in the "Secret Garden!"

City Council approves parade resolution
10/1/2009
The
Coleman City Council met for a short meeting
today, where they had no old business and
only one new business item. Mayor Poldrack
presented the new business called resolution
09-08, which allows and permits the
Christmas Parade. The real significance of
the resolution lies in the Mayor's and
Council's ability to temporarily shut down
streets and the highway. Councilman Langley
made a motion to approve the resolution, and
Mayor Pro-Tem Plummer seconded the motion.
The motion passed unanimously, 2-0, as
Council members Skelton and Rankin were not
in attendance.

UPDATE ON
TEAM CADE STATUS
10/1/2009
Cade Needham and "Team Cade" are raising money for their annual Walk to
Cure Diabetes, to benefit the Juvenile
Diabetes Research Foundation. In one month,
we have raised $1661. We still have a month
to go (walk date is October 31), and our
goal for this year is $3000. If you can
help, go to www.jdrf.org, click on Donate in
the walk section, and do a search for Cade
Needham. We are walking at Mueller Lake Park
in Austin, TX. This money goes straight to
JDRF, who gives the money straight to
research to find a cure for type 1 diabetes.
We will be selling fajitas at this weekend's
Fiesta de la Paloma. All proceeds will
benefit JDRF. Come see us!!!
Dear
Family and Friends,
8/25/2009
It is time once again for the annual
Juvenile Diabetes Research Foundation's
Walk to Cure Diabetes. TEAM CADE (with
Cade Needham at the helm) will be
participating in the walk taking place
on Saturday, October 31
at Mueller Lake Park in Austin, TX.
The Juvenile Diabetes Research
Foundation, or JDRF,
was founded in 1970 by parents of
children with Type 1 diabetes.
Therefore, this organization works
tirelessly in the search for a cure,
because their volunteers have a personal
connection with the disease. JDRF funds
more type I diabetes research than any
other organization in the world.
More than three million Americans have
type 1 diabetes. Each year over 13,000
children are diagnosed with the disease
– that's 35 children per day!! We have
just passed the two year anniversary of
Cade's diagnosis with diabetes. He has
endured nearly 3000 finger pokes and
injections during that time. He's
already talking about “when I don't have
diabetes anymore........” The ONLY way
that will happen is if a cure is found.
This walk is all about type 1 diabetes
and finding a cure, and to our family
and millions of others, that's what
keeps us motivated. Since the walk is on
Halloween, JDRF is encouraging the teams
to dress up. Cade has decided he wants
us to be Dallas Cowboys. So, we plan to
look as much like a football team as we
can. Cade plans to wear football
pants........maybe we can talk him out
of shoulder pads and cleats. Pictured with Cade is his puppy
Ariel, who will be joining us this year
for our walk. Also pictured
are the Golden Sneaker Awards from JDRF
for 2007 and 2008.
Last year, Team Cade raised $3413.50.
For his fundraising efforts, Cade
received his second “Golden Sneaker
Award” from JDRF, engraved with his
name. We have high hopes of exceeding
last year's total, although we do
realize these are very tough economic
times. However, diabetes doesn't
recognize that it's tough. It won't go
away without research and a cure, no
matter how bad the times are. That's why
we need to keep funding the research
through events like this.
Here's what you can do to help:
• Make a donation in support of TEAM
CADE (cash or checks made out to
JDRF), mailed to us at the address
listed below. You can also make an
online donation by visiting
www.jdrf.org . In the Walk to Cure
Diabetes section, click on donate, go to
donate to a walker, and do a search for
Cade Needham or Team Cade. It should
show that we are walking on Oct. 31 at
Mueller Lake Park in Austin. No amount
is too small.
• Come walk with us!! You can
participate in the walk by registering
at
www.jdrf.org as a walker for
TEAM CADE. Collect money from people you
know, including yourself, and join us on
walk day.
We are extremely appreciative of all the
support we have received in the past,
and hope you will consider helping our
cause once again. If you have any
questions, please direct them to us at
the contact information listed below.
GO TEAM
CADE!!!
